Incident Report for Case #2018-422325

Incident Type

Intoxicated/Impaired Driver

Incident Date

10/28/2018 - 10:00 PM

Williamson St. (at S. Ingersoll St.)

Randall J. Gulvik, age 54, Madison
Driver was arrested for operating while impaired - 5th offense, operating a motor vehicle without insurance, unsafe turn/deviating from lane of traffic, and operating while revoked.

Male, age 68, Madison

An impaired driver lost his right front driver's side tire near North Shore Dr. and John Nolen Dr. last night. He did not stop, but continued on, driving on just a rim beneath Monona Terrace. Witnesses said the suspect was weaving his car so erratically, in and out of traffic lanes, other motorists decided it prudent to take other routes, or stay significantly behind the impaired man so that they did not end up in a crash.

The tireless car was making a great deal of noise as metal scraped pavement. It continued on Williamson Street where it blew a red light at S. Ingersoll St. It was also at this point that the driver hit an oncoming car head-on. Its 68-year-old driver, a Madison man, was not seriously hurt.

The impaired man tried to leave the scene, but concerned passersby kept him corralled until police arrived.

The suspect had slurred speech, pin-point pupils and was ultimately arrested for his fifth offense of operating while impaired.
