As members of the Dane County Narcotics and Gang Task Force we will:

The Dane County Narcotics and Gang Task Force is a multi-jurisdictional law
enforcement group, consisting of federal, state and local agencies, operating throughout
Dane County.
The Mission of the Dane County Narcotics and Gang Task Force:
I. Identify, arrest and seek prosecution of drug offenders, including street-level users
and sellers as well as those involved in major trafficking and conspiracies.
II. Identify, disrupt and , where appropriate, arrest individuals involved in illegal gang
activity.
III. Identify, disrupt and where appropriate, seek prosecution of individuals involved in
prostitution and illegal gambling operations.
IV. Develop and maintain an intelligence network for tracking drug and gang activities.
V. Disseminate information regarding drug and gang activities to appropriate law
enforcement commanders and chiefs.
VI. Provide drug and gang training to Dane County law enforcement personnel.
VII. Support community-based anti-drug and anti-gang educational programs.
VIII. Solicit support of the residents of Dane County to aid in the suppression of drug
and gang activities.
IX. Identify and arrest fugitives and violent offenders on warrants and apprehension
requests.

- By in-person contact, attempt to identify suspected gang members, their affiliation

- Locate, identify and facilitate the removal of gang graffiti.

Provide law enforcement agencies ongoing, up-to-date intelligence information
on drug and gang activities in Dane County. |
- Serve as "clearing house" for law enforcement reports related to gangs,
guns and drugs.
- Assign detectives, police officers and deputies gang liaison responsibilities with
law enforcement agencies in the county.
- Maintain communication with both Chicago and Milwaukee Gang Intelligence Units.
- Disseminate an intelligence bulletin throughout the county on gang, drug and gun
information.
- Work with Probation and Parole in identifying and monitoring drug/gang offenders.
- Review daily arrest records of Dane County Jail and Juvenile Reception to identify
and monitor activity of drug/gang offenders.

DUTIES &
RESPONSIBILITIES
Task Force Commander

Oversee and manage the administration and operations of the Task Force.

Serves as information source and liaison with the Task Force Steering Committee, all
agencies represented within the Task Force and all agencies served by the Task Force.

Assist Unit supervisors in developing and coordinating Task Force strategies.

Approve major tactical operation plans.

Other duties as assigned by Bureau Commander and Task Force Steering Committee.
Field Operations Supervisors
-
Organize, coordinate and supervise Task Force Field operations.

Assist with daily Unit briefings.

Ensure compliance of Unit operating policies, regulations and procedures.

Keep Task Force Commander informed of Field operations.
-
Pre-approve and monitor overtime expenditures and maintain payroll records.

Perform assigned administrative tasks.

Coordinate with and support as needed the Investigative Section of the Unit.

Plan, coordinate and lead tactical operations.
Investigative Operations Supervisors

Organize, coordinate and supervise the investigative operations of the Task Force.

Assign Court Officers, evidence custodians and follow-up investigations requiring
immediate response.

Supervise clerical staff.

Conduct periodic case review of active investigations.

Monitor investigative expenditures.

Pre-approve and monitor overtime expenditures and maintain payroll records.

Targeted Offender Detectives

Identify, investigate and seek prosecution of mid and high level drug
dealers.

When available, investigate and/or assist with other significant drug
investigations.

Work with Federal, State and local agencies on conspiracies which affect drug
activities in Dane County.
General Assignment and Immediate Response Detectives
-
Provide an immediate investigative response to significant in-progress drug
offenses occurring in the County.

Initiate short-term street-level drug investigations.
-
Assist other law enforcement agencies/officers with gang-related criminal
investigations.
-
Provide investigative support to Patrol Task Force.
Gang Intelligence Detectives and Officers
NOTE: To ensure that all law enforcement agencies in Dane County
have a Gang Intelligence liaison, several Detectives/Officers/Deputies will share these
responsibilities. A Lead Gang Intelligence Officer will be responsible for analyzing,
recording and disseminating intelligence information County-wide.

Gather and share gang-related information with affected police agencies and
personnel.

File with the Lead Gang Officer intelligence reports of gang activities.
-
Monitor police reports for gang incidents and crimes.
-
Solicit information by interviewing known gang members on the street and also those
that have been arrested.

Provide training to area law enforcement agencies on gang-related issues.
-
Provide gang information through presentations to area schools, civic and business
groups.
Neighborhood Liaison Officer
-
Facilitate information exchange between neighborhood officers and the Task Force.

Attend neighborhood officer meetings.
-
Attend neighborhood and community meetings when requested.
Drug Detection K-9 Teams
-
Work directly with Task Force Patrol Teams.
-
Conduct vehicle and building searches as assigned.
-
Establish public transportation interdiction program.
Hotel/Motel Interdiction
-
Provide training and information on drug offenders to area hotel/motel staff.
-
Investigate complaints of drug activity from hotels and motels.
-
Conduct trash picks, surveillance and/or knock and talks in area hotels/motels.
Task Force Field Operations
-
Use high-visibility specialized patrol tactics to discourage gang activities and
disrupt open-air drug markets.
-
Conduct surveillance to identify and arrest drug offenders.
-
Conduct door-to-door introductions to explain the operations of the Task Force and
solicit citizen reporting of criminal activity.

Use "knock and talk" tactics to confront suspected drug offenders.
-
Serve outstanding fugitive warrants related to guns, gangs and drugs.
-
Assist Probation and Parole agents in monitoring clients.

UNIT EXPECTATIONS AND
STANDARD OPERATING PROCEDURES
The following Unit expectations and standard operating procedures are
developed to ensure that the Unit is functioning in a safe, efficient and professional
manner. Supervisors are responsible for ensuring that these expectations are met and these
procedures are followed:
Expectations/Procedures
-
Members are to be armed at all times while on duty, unless entering a secured
facility where firearms are prohibited or with supervisory approval during covert
operations.
-
Members are encouraged to wear body armor while performing street duty and while
involved in tactical operations.
-
Members shall adhere to the policies and procedures of their respective departments
and those of the Task Force. Conflicting policies or procedures should be brought to the
attention of the Task Force Commander.
-
Deputies/police officers shall have available both "street clothes' and full
military uniform while on duty. Detectives/agents will have "police" raid
jackets readily available when on the street.
-
Members will report for duty at their assigned time, equipped and ready to begin
work.
-
Deputies/police officers will be in immediate radio contact while on the street.
They will monitor both the Unit channel and the area channel. In the building,
officers/deputies will communicate with their supervisors when they will be away from
their work stations for extended periods (more than 10 minutes).
-
Detectives/agents and members assigned pagers will be available via pager 24 hours
per day.

Members are expected to utilize the Chain of Command. In the event Operations Sergeants
are unavailable, the Task Force Commander should be contacted. In the absence of the Task
Force Commander, the senior Sergeant will direct the Unit.
Overtime Work
No overtime work will be authorized unless pre-approved by a Unit supervisor. In making
the decision as to whether overtime will be authorized, the supervisor should be able to
articulate that the work was essential and could not be performed later or by someone on
regular duty.
Raids, Search Warrants and Tactical Operations
The planning, organization and implementation of Task Force Tactical Operations will be
the responsibility of Unit Sergeants.
Major tactical operational plans will be reviewed and approved by the Task Force
Commander. In the event the Task Force Commander is unavailable, the Bureau Commander will
assume the responsibility.
In addition to a detailed briefing outlining the operation and specific assignments, a
written tactical plan will be completed, filed and disseminated prior to implementation
unless exigent circumstances are present, which will require documentation after the fact.
Case detectives for search warrants will accompany the Raid Team Supervisor but will not
have tactical responsibilities.
Supervisors will be responsible for insuring that all appropriate reports are filed
following tactical operations.
Raid team members will be made up of both police officers/deputies and detectives.
Body armor and readily identifiable "Police" outer garments shall be worn on all
tactical operations.
High-Risk Tactical Operations will be referred to the Dane County Sheriff's Tactical
Response Team or Madison Police Department's Emergency Response Team after review by the
Task Force Commander.
This review will focus on the circumstances of the specific operation and will take into
consideration the potential for an armed encounter, impeded entry and/or destruction of
evidence.
Case Management
Case Initiation: Prior to the activation of any narcotics or gang-related investigation, Unit members will
be required to obtain pre-approval from a Unit supervisor.
Case Review: Unit members will keep their supervisor(s) informed about the progress of each of their
investigations, including those cases that are not progressing.
Financial expenditures for investigative purposes will require prior supervisory approval.
In the rare case when a supervisor is not available, investigators may spend up to $500.00
and notify a supervisor as soon as possible.
Case Termination: Unit members will discuss with their supervisors and make recommendations regarding the
final disposition of their assigned cases.
Confidential Informants

Uniformed members of the Task Force are encouraged to develop confidential sources
of information, for the purposes of gathering intelligence. In the event a confidential
informant is to be utilized for establishing probable cause for search and/or arrest
warrants, that informant will be turned over to a unit detective/agent for management.

The management of confidential informants by detectives/agents will follow the
guidelines established in the DCNET Management of Confidential Informants Outline.

All investigative expenses associated with confidential informants will require
supervisory approval and documentation.
-
For management purposes, unit confidential informants will be assigned a primary and
secondary detective/agent.
