Sex Offender Release Information:

SEX OFFENDER INFORMATION BULLETIN

June 11, 1999

The Madison Police Department is releasing the following information pursuant to Wisconsin State Statute 301.46(2m) which authorizes law enforcement agencies to inform the public of a sex offender's release when; in the discretion of the agency, the release of information will enhance public safety, awareness and protection. The individual who appears on this notification has been convicted of a sex offense. Further, his criminal history places him in a classification level which reflects a substantial potential to re-offend.

This sex offender has served the sentence imposed on him by the courts. He is NOT wanted by the police at this time. This notification is not intended to increase fear, rather, it is our belief that an informed public is a safer public.

Sex offenders have always lived in our communities; but it was not until Act 440 was enacted that law enforcement is able to share this information with the community. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will NOT be tolerated.

John E. Werner is registered with the Sex Offender Registry, and upon his release from prison, was escorted directly to the Madison Police Department where a face-to-face registration with law enforcement did take place. If Werner violates any of these rules or conditions of his parole, he will be taken into custody and placed in confinement pending review of possible revocation proceedings. Witnessed violations should be reported to the Madison Police Department.

John Werner will be residing in the Burr Oaks Neighborhood of Madison.  Werner was convicted in 1987 of the Second Degree Sexual Assault of an adult female, with an additional charge for the use of a weapon. In addition to these crimes, Werner has an extensive criminal history which includes Batteries, Burglaries, and Criminal Trespass. He will be under 24 hour electronic monitoring, he will be supervised by agents specializing in intensive supervision and will be escorted by Corrections staff should travel outside the halfway house be necessary. He will continue in long-term programming while on parole. Werner will be subject to intensive supervision rules, and additional rules specific to his offenses.

Additional Sex Offender Information:

As of the date of this bulletin, there are over 11,000 sex offenders who have registered as required in the State of Wisconsin. There are over 5,400 sex offenders on probation or parole throughout the State. Approximately 465 of these are registered to Dane County addresses, with over half of those registered to addresses within the city limits of Madison. 75% of these offenders are on probation, having served no time in a prison.
