Edited from Chief Koval's Blog:
In Madison, as in many other markets, citizen police academies have been offered to provide constituents an opportunity to get an overview of the workings of the Police Department. Earlier this past summer, we were approached by two reporters who made a request to cover the MPD Pre-Service Academy from start to finish.  They were specifically interested in learning more about topical issues such as recruiting, our mental health response(s), and use of force training. These journalists wanted to experience the training through the eyes of those receiving the instruction, first-hand. We were thrilled with the chance to showcase our training regimen through the experiences of these reporters. In light of recent national scrutiny of police practices, community members in some cities have questioned the type, quality, and emphasis of training provided to their local agencies.
Many citizens in District 1 have expressed to me their varying views on the topic of police policy, practices, procedures  and training. Alders were invited to attend the pre-service academy on December 16 at the Boys and Girls Club on Allied Drive. The training: use of force. I decided to attend.  December 16th was dedicated to use of force training.  The lecture and training was on the ECD, otherwise known as taser; all 23 recruits had an exposure to the ECD then intensive lectures on its use.

Many of you know that I am from the "Show Me State" of Missouri so I volunteered to experience a 1 second exposure to the taser. Experiencing the exposure, the accompanying lecture and video demonstrations of various scenarios on the use of the ECD provided me very valuable insight.

I would encourage more citizens to consider enrolling in the next citizen academy. I am looking forward to the journalism from the embedded reporters. If you are interested in seeing the video of my exposure, email me.

The next scheduled Watch Wednesday is March 22, 2017.

Watch Wednesday is an opportunity for current Neighborhood Watch programs or those interested in Neighborhood Watch to learn about the start up process and how to sustain a successful program.
Date: March 22nd
Time: 7pm – 9pm
Location: Madison Police Department Training Center
 5702 Femrite Drive
 Madison, WI, 53718

The ice rink at Elver continues to be closed, the park currently offers groomed cross-country ski trails, including lighted west trails and sledding hill. The warming shelter offers concessions, ski and sled rentals and a new rental this year, sit skis - an accessible one-person ski. Once the ice rink is open, staff will rent ice skates and hockey sticks.

Drop-off Site Information
The Streets Division has two drop-off sites where residents and taxpayers of Madison can recycle wrapping paper, cardboard, holiday lights, molded Styrofoam, electronics (including cell phones), household batteries, rigid plastic, and cooking oil.  People can also drop off this season's Christmas tree along with other brush.
The sites are located at 4602 Sycamore Ave. on the east side and 1501 W. Badger Rd. on the southwest side.
The sites are open winter hours currently, which is 7:30am to 3:00pm Monday to Friday.  The sites are also closed during holidays.

For more information about the drop off sites, please call 608-246-4532 for Sycamore Ave. and 608-266-4681 for W. Badger Rd.
Special Note about Wrapping Paper
Wrapping paper can be recycled in the green recycling cart at home.  However, we cannot accept foil wrapping paper.  Residents must remove any ribbons, string, bows, wire, and so on as well.  Those items cannot be recycled in our system, and pose a tangling hazard for the sorting equipment at the recycling center.

Update: The accident in Elver Park last Saturday.
I have had many inquiries about the accident that involved a city plow truck and two children exiting a vehicle. The children ages 7 and 9 were released from the hospital and recuperating at home. I understand that neither of the children lost conscious.  Due to confidentiality their names are withheld. If you want to send a get well card, you may drop it off at the West District Police Department per Sgt. Hansen.
