D1 Constituents

On May 20th I sponsored a Breakfast with the Alder, the first in a series of community conversations scheduled for D1 on issues that matter to residents. The event was held at Parkedge/Parkridge Employment & Training Center (PEPR).  We apologize that some did not receive the notice correcting the address of PEPR. 

Our thanks to Captain Wheeler and Josh Clauer for the very informative presentations on public safety, the Emergency Rapid Response Team, gang activity and culture in Madison, uptick in violence, challenged neighborhoods, being trauma informed, community concerns and responses.

Common Council Meeting today

City County Building, 2nd Floor, 6:30 p.m., 



Amending Section 33.13(2) if the Madison General Ordinances to create the position of Common Council Chief of staff.


Repealing Sec. 20.04(22) and Sec. 20.08(1) of the Madison General Ordinances to eliminate the High Point-Raymon-Midtown Neighborhood Transportation Improvement Impact  Fee.


Resolution to make the PFC process accessible to people of all means. 

Creating Sections 5.15 and 6.18 of the Madison General Ordinances to authorize the City to reimburse the legal fees of persons defending or prosecuting a claim before the Police and Fire Chiefs Reimbursement Policy.

1. Reimbursement of legal fees for civilians who successfully file a police and fire commission complaint against an officer.

2. Reimbursement of city employees who successfully defend themselves against a complaint and by successful we mean he or she is fully exonerated, if the charges are dismissed (for any reason), or if the complaint is otherwise withdrawn or discontinued. 

3. If the City employee or official is successful as defined herein, but the PFC found some violation of a legal standard (such as a code of conduct) by the City employee or official, the Council may make a reasonable adjustment in the reimbursement for such findings. 

4. Similarly, if the employee or official is successful on some charges but not others, the Council may make a reasonable adjustment in the fees and costs to be reimbursed.

5. Court Actions. This ordinance does not apply to any proceedings in court, reimbursement for which will continue to be considered under existing state law and any agreements with employee associations. If a court reverses or modifies any ruling of the PFC, the Council may consider such a decision in determining whether to reimburse for all proceedings before the PFC. 

6. Request for Reimbursement. A separate resolution shall be introduced upon the conclusion of matters before the PFC, providing for reimbursement for any person under this ordinance. The separate resolution is needed to determine if the person qualifies under this ordinance and to appropriate the funds for reimbursement. 

7. Authority. This ordinance is adopted pursuant to the authority granted under Wis. Stats. §§ 62.09(7)(e), 62.11(5) and 895.35. The Council is determining that it will reimburse under the circumstances set forth in this ordinance. In all circumstances not covered by this ordinance, the Council retains the rights to reimburse or not reimburse as provided by state law." 

Section 6.18 entitled "Reimbursement of Legal Fees Before the Police and Fire Commission" of the Madison General Ordinances is created to read as follows: 

• The Fire Department employees including the Fire Chief are covered by the reimbursement standards of Sec. 5.15, MGO." 

• Resolution RES-16-00697 (Legistar # 44195), the City of Madison Police and Fire Chiefs Reimbursement Policy, is hereby repealed. 

The proposal as written by the sponsors:


Amend the 2017 budget to authorize the use of up to $25,000 from the violence reduction peer support appropriation to support related, interim services. 


Authorizing the City to reimburse legal fees to Ald. Sara Eskrich, as allowed under Sec. 62.09(7)(e), Wis.Stats; and, amend the 2027 Adopted Operating Budget to approve $8,524 from the Contingent Reserve to Direct Appropriations.


Authorizing the Mayor and Clerk to enter into an agreement with Dane County for the provision of bus services in a joint effort to increase public awareness of the dangers of texting while driving and enforcement of the texting while driving law from the time the agreement is executed through September 30, 2017.


Authorizing the Mayor and City Clerk to enter into a contract for purchase of services (Architect) with OPN Architect, Inc. to provide professional architectural and engineering design services and construction administration services for the design and construction of the Pinney Neighborhood Library.


Authorizing the Police Department to apply for and accept  FY2017 COPS Hiring grant if $1,875,000 for the purpose of hiring fifteen police officers to expand community policing efforts in patrol.


Creating a special committee on government organization to examine and make recommendations on elected officials, the structure of the Common Council and the position

for the 21st century.


Establishing a workgroup to make recommendations to the Mayor and the Common Council regarding the development of a City of Madison Municipal Identification Card Program.


Correcting the 2017 Seed grant awarded to Elver Park Farmer's Market, Inc.

Summer Food Program - Monday, June 19

 Again at Elver Park. Our Kickoff Event will be on June 19. The Mayor and principal from Falk Elementary will be joining us to say a few words. We would love to have you there as well to speak briefly! Please let me know if you can join us - the event will be from 11am-1pm, with the press opportunity at 11:30.




This year Westfest and the Boys & Girls Club of Dane County will partner with surrounding neighborhoods to sponsor a fun-filled summer event at Elver Park. Watch for more details about the event!
