OIR Group to Release MPD Report

On December 14, the OIR Group will release their Report to the City and the MPD Policy and Procedure Review Ad Hoc Committee at their monthly meeting at the Urban League of Greater Madison starting at 5:30p. The report will be entered in legistar in the afternoon so there will not be a lot of time for anyone to absorb what will be a several hundred page report.

The Council is pleased to receive this report. It will take some time to analyze and evaluate the recommendations. The Council is committed to fully understanding the report and as Council President, I have initiated the following next steps. The Common Council and the Ad Hoc Committee will have a joint meeting with OIR again on January 11. In addition, I am working with several Council members to organize a Town Hall meeting in January (date TBD) to invite the the community to meet with the OIR Group and have the opportunity to ask questions and give feedback on the report.

The Council created the MPD Policy and Procedures Review Ad Hoc Committee on May, 19 2015 to complete a review of the Madison Police Departments policies, procedures, culture, and training (RES-15-00477 File ID# 37863 - AMENDED SUBSTITUTE - Declaring the City of Madison's intention to review policies, procedures, culture and training of the Madison Police Department by hiring an expert(s) in community policing, law, problem oriented policing, racial disparities, restorative justice and implicit bias and the creation of an ad hoc committee and amending the 2015 Budget to appropriate up to $50,000 from the Contingent Reserve.) 

This decision followed community conversations after the release of the Race to Equity Report (2013) which woke up many white residents about the racial disparities in Madison. The national dialogue and protests about the use of deadly force in communities of color was part of the new landscape after the death of Michael Brown in Ferguson MO (2014). On March 6, 2015 shock and anger brimmed over after the officer involved shooting of Tony Robinson. At that time, the Common Council recognized that while many residents are satisfied with MPD and proud of their progressive law enforcement legacy of community oriented policing, there is a significant sector of the community that does not trust the police. 

We heard the concerns of the community. In consultation with the Ad Hoc Review Committee, several alders introduced a resolution to increase the budget for the consultant after research indicated the budget was not adequate. As you recall, on June 7, 2016, the Common Council approved an amendment to the funding component of the original resolution by adding $350,000 at a watershed Council meeting. Last November, after an RFP process, the Ad Hoc Committee selected the OIR Group to conduct a review of MPD. 

Over the last year, as OIR completed it work, the CCOC/CCEC President's Work Group on Police and Community Relations was created and proposed 13 recommendations including safeguarding mentally disturbed individuals, policies about use of force, ensuring officer well-being, and improved communication with the Council and MPD, among other actions. We have already implemented several of the improvements discussed in the report.

Now we are on the eve of the next turning point in our community conversation about policing and about what community oversight of the police should look like. We still have hard work ahead of us but I am hopeful this report will help us move forward together.
