Update on Flooding in Madison from City Engineer

Please find the following update from City Engineer, Rob Phillips, sent to the Common Council and that I am sharing with District 1 neighbors:

On late Friday night into Saturday morning, the City of Madison and surrounding areas experienced a serve rainfall event.  The near west, far west, and south areas of Madison were hardest hit.  These areas received between 2.6 and 4.0" of rain in approximately 1.5 to 2 hours.  These rainfalls and intensities are consistent with storm events ranging from a 25 to a 100-year event. 

Currently, City Engineering has received more than 50 complaints regarding the function of the storm system.  Many of these calls are from areas with known problems.  We are currently mapping the location and type of problems reported to us.  In addition, we will be continuing to look into potential solutions for reoccurring problems.  The emphasis will be on areas where property damage occurred.  Ponding in back yards or overland flow where no property damage resulted are a much lesser priority. 

As has been our practice in the past, investigating any sanitary sewer backups that occurred is also a top priority.  When sanitary sewer backups occur during a severe rain event, it is generally (but not always) because clear water enters and overwhelms the sanitary sewer system.  Sanitary sewer backups were reported on Monroe St / Nakoma Rd and on Baird Street.  Water in the basement is not necessarily a sanitary sewer back up.  Most times where people have water in the basement, it is due to storm water intrusion, either coming up through the foundation, or entering through a basement window.  Sanitary sewer backups typically have sewage entering the lowest level of the house (typically the basement) from a toilet, floor drain or sink.
