Operating Budget Amendment 12 Information

Following is a message I sent to members of the Common Council this afternoon:

I am providing this narrative from David Schmiedicke, Finance Director, for Amendment #12 for your preview prior to tonight's Council meeting due to the false narrative being circulated that Amendment #12 will eliminate the position of Data Analyst. It is a false narrative that this Amendment eliminates the position of Data Analyst from the Office of  Independent Monitor. There are 3 positions allocated to the Office of Independent Monitor. Those 3 positions remain. The start dates of these positions creates salary savings based on their employment start date:

  1. The Independent Monitor
  2. The Administrative Assistant
  3. The Data Analyst

The interview and selection process for the Independent Monitor is aggressively underway. I respect those involved in this work.

When hired, the new Independent Monitor will be tasked with hiring staff. It is realistic that the first position to be filled is the Administrative Assistant.

The Data Analysist position: The Amendment ONLY uses the salary savings created from January to the projected hire date of the Data Analyst.

The amendment narrative states my intent and the amendment analysis describes the associated budgetary and operational impacts:

IT IS FALSE THAT MY INTENT WAS TO ELIMINATE OR SABOTAGE THE OFFICE OF THE INDEPENDENT MONITOR. My intent is for the Public Health Violence Prevention team to create gun violence intervention into its overall planning strategy.

I have requested staff to prepare the following presentations on Amendment #12:

  1. Dave Schmiedicke, Finance Director, will walk through the budgetary details created by the salary savings.
  2. Harper Donohue, Human Resource Director, will present the hiring process for the OIM.
  3. Karen Kapusta-Pofahl, Legislative Analyst, will give an updated timeline for staffing the OIM; review the MGO 5.19 creating the Office of Independent Monitor (OIM); and review the 3 positions created within the OIM.
  4. Aurielle Smith, Public Health Madison & Dane County, will summarize our collaborative work on the Amendment, communication with the faith community, and incorporating gun violence intervention within the overall violence prevention planning strategy.
  5. Sarah Edgerton has provided the intent of the IT position.


Amendment Narrative (emphasis added)

"Reduce funding for the Data Analyst position in the Office of the Independent Monitor budget by $56,000."

Amendment Analysis (emphasis added)

"The amendment is funded by reducing funding for the Data Analyst position in the Office of the Independent Monitor (OIM) budget ($56,000)...The OIM Data Analyst position is currently vacant, and reducing the funding by the proposed amount will delay filling the position by approximately eight months."

The amendment narrative and analysis shown above describe a reduction in funding for the Data Analyst position in 2022, which will delay when the position can be filled by approximately eight months compared to if the position were to remain funded for the entire year in 2022.  The reduction in funding is reflected as salary savings for the Data Analyst position, which in turn reflects a funding level that would allow filling the Data Analyst position no earlier than September 2022.

As you requested yesterday, I can provide further background on the proposed salary savings during this evening's Council budget meeting.
