During the recent Public Safety & Review Committee meeting (PSRC) those supporting the pilot were called out as racist, resistant to public input, a dramatic naming of blacks killed by police for walking, driving, running or just being black. No new information was revealed. No new testimony. The control of the Council is in the hands of those who care about the progressive movement of All of madison or minority of the whole. How can we disregard the voices of representatives of the community that activists propose to speak on behalf? What was the purpose of the referral back to the PSRC? To recommend to the Council to PLACE THE BWC PILOT ON FILE", in essence to legislatively kill the pilot? The chair noted that at one point there was a negative quorum with at least 11 Alders observing the meeting. The chair repeatedly stated that the meeting was not properly noticed as a public meeting where a quorum of Alders may be present. The chair repeated referred to violations by Alders. When previous PSRC meetings have been cancelled due to lack of quorum or lacking in procedural decorum.  On appeal, by its chair to the City Attorney, Atty. Haas stated that Alders could in fact attend any meeting, that there was no expectation of 11 Alders observing the PSRC meeting, but further recommended that Alders not on the PSRC not participate in the discussion. No Alders not on the PSRC participated in the discussion. Registrants not supporting the BWC Pilot were allowed to exceed the 3 minute allocated time, those supporting the pilot were challenged or maligned. 

BWCs have been discussed by the Council  since I became an Alder in 2015. BWCs are not purposed as the panacea for the injustices perpetrated against people of color. I speak as an older black woman whose lived experiences knows first hand about the distrust and injustices WE have endured. I have sat with mothers agonizing with the loss of their child to gun violence. The searching in their eyes when they asked "what happened"? 

BWCs are not "another toy for the police". This is a PILOT.  Police Departments surrounding  Madison have already equipped their departments with BWC's. Our City has expanded per the recently completed census. The North District was selected because of its smaller size and ability to analyze the policy, processes, and budget associated with Implementation of BWC's for the Madison Police Department. What is good for the public safety for the City of Madison? Federal, State, County and City dollars are being redirected to make a Madison a thriving place to live. Are those against the Pilot so committed to reducing the police budget that they ignore how we can move toward making Madison a safe and thriving living space for all residents.
