Purchase of the 2002 Zeier Road Site for Future Homeless Men's Shelter

City Council  Common Council  ended last night at 2:45 A.M..

SUBSTITUTE - Amending the 2021 Adopted Capital  Budget for the Community Development Division's Men's Homeless Shelter capital project to accept and appropriate $3 million from Dane County   and Authorizing the City's execution of a Purchase and Sale Agreement between the City of Madison and BIP Enterprises, LLc......for the purchase of the property located at 2002 Zeier Road in the City of Madison for homeless shelter purposes (17th  AD).

I did not support Item 69 to Purchase the  property at 2002 Zeier Road.

WHY?

I do  not speak from a place of fear. I believe we can offer a better location.

1. I firmly believe that housing ibis  a human right. People matter to   me.

2.  There had been a long standing community need for BOTH a Day Resource Shelter as well as a permanent Men's Homeless shelter.

3.  We have an opportunity to get this right! The purchase of the Zeier Road property is being shoved at us. Not because it is the best location or best choice. The rationale seems to be that it is available for sale. Not because it was the best location. Other properties had been considered and for various reasons did  not happen. Staff had reported publicly that the location was not perfect, but if the site were  purchased we will make it work.  Why not invest the time to get it right.

4. PERFECT VISION: A PURPOSE BUILT SHELTER. I completely support. 2002 Zeier Road was the wrong location for a successful shelter model. East Town Mall is currently economically depressed. Over the next 10 years the successful shopping mall model will shift.

5. We  have an  opportunity to get the shelter right. I believe we owe it to the men who will eventually use the shelter.

I  support District Alder Halverson. who provided the Alders a thorough and concise summary of  his commitment to build a purpose-built shelter to ensure that those experiencing homelessness have a place where they can get available services that assist them on the path toward long term housing and employment stability.

Amending the 2021 Adopted Capital Budget for the Community Development Authority - Redevelopment to create a Village on Park   Redevelopment capital project and authorize  $33,000,000 in capital improvements at the Village on Park by the Community Development Authority to be funded by incremental revenue proceeds from Tax Council Meeting.

Designating May 5, 2021 as "Missing and Murdered Indigenous Woman and Girls Awareness Day" in Madison. CANDLELIGHT VIGIL 7:00 P.M.. TONIGHT, THE DOME OF THE CITY COUNTY BUILDING WILL BE LIT TO SYMBOLIZE THE DAY. ALDER ARVINA MARTIN READ THE RESOLUTION AND WILL LEAD THE VIGIL TONIGHT.

We have some challenging days ahead, but we have weathered  a pandemic which has shut off access for many of us for a year. As we slowly return to a new norm, I look forward to hearing from you.
