District 13 Updates: Operating Budget, Affordable Housing, S. Park-Cedar Intersection

Hi Everyone,

I held office hours on Friday, for the second time in as many weeks. It was a great session - five residents showed up, one each from Dudgeon-Monroe, Vilas and Bay Creek, and two from Greenbush.

We discussed a variety of topics, including Badger Football, infill development, public safety, composting, and the Vilas Park Master Plan.

It went so well, I've decided to offer office hours on a weekly basis, from 8AM – 10AM every Friday. (I'll post the link next week.)

Here are this week's updates.

2021 Operating Budget To Considered by Finance Committee on Monday

The Mayor's 2021 Executive Operating Budget will be considered by the Finance Committee meeting on Monday, Oct. 26. Amendments submitted by Finance Committee members and the Mayor will be voted upon - those can be found here. I worked with Alder Bidar on amendments to move parking enforcement from the Madison Police Department to the Parking Utility and to increase funding for violence prevention and home ownership assistance.   All Operating Budget items, including proposed amendments, can be found here.

The Operating Budget will be finalized the week of November 10. Both the Capital and Operating Budgets for each city department throughout the budgeting process can be accessed here. Note that when Common Council considers both budgets next month, amendments will be allowed from the floor. Those amendments that pass Finance Committee at the 10/26 meeting will also be in the mix.

DMNA Social Justice Committee Event on Affordable Housing

Jim O'Keefe, director of the City of Madison Community Development Office, will speak at a Zoom meeting on Tuesday, October 27th from 4:30-5:30pm. He will explain the basics about affordable housing in Madison, explain eligibility criteria and discuss the need for affordable housing, waiting lists, and availability. The DMNA Social Justice committee would like everyone to gain knowledge in this area so that we can increase the availability of affordable housing in the Dudgeon-Monroe neighborhood.

The Community Development (CDBG) Office is the public investment unit within the Community Development Division, part of the City's Department of Planning and Community & Economic Development that works with community-based non-profit organizations to improve the quality of life for Madison's low- and moderate-income people and neighborhoods.

S. Park Street / Cedar Street Intersection Public Information Meeting

A virtual public information meeting has been scheduled for 5:30 p.m., Tues Oct. 27 via Zoom. Register for the meeting by clicking here

After registering, you will receive a confirmation email containing information about joining the webinar. The purpose of the meeting is to present proposed options for the S. Park Street/Cedar Street intersection based on comments from the public meeting on Aug. 20, 2020. The options that will be presented are described below under the Project Overview section. The public is encouraged to attend virtually, give feedback, ask questions, learn about the alternatives, City approval schedule and how the alternatives will impact residents in and around the project area.

Annie Stewart Fountain Public Information Meeting

Also on Tuesday, Oct 27, at 7:00PM, City Arts Administrator Karin Wolf and other experts will present information on the Annie Stewart Fountain, including its current condition and near-term plans for its care.  This meeting will occur digitally via Zoom. Lake Monona Waterfront Planning Workshop

The current Law Park planning project is expanding to include the John Nolen Drive causeway path and northern portion of Olin Park. Building on the previous community engagement for the park, the Madison Parks Division is holding a workshop for the expanded project area – please help envision the future by participating in the virtual community workshop.

The revised study area now includes over 1.4 miles of Lake Monona shoreline and 14 acres of parkland. The original project area for the study included Law Park, the air space over John Nolen Drive (east and west of the Monona Terrace Community and Convention Center), and a public access easement connection to East Wilson Street. With the replacement of the causeway bridges and reconstruction of John Nolen Drive between North Shore Drive and Lakeside Street anticipated in 2026, expanding the planning scope for the Law Park project is an opportunity to develop a cohesive vision for the shore of Lake Monona. A map of the revised study area is available here.

The previous community outreach for Law Park in 2019 is now Phase 1, with Phase 2 for the John Nolen Drive and Olin Park expanded area starting now. The new engagement work will build upon the previously collected community input and the Parks Division consultant team is currently organizing the virtual community workshop and stakeholder meetings. The Law Park Preliminary Report is a pre-design document to gather public input on desired improvements and provide a comprehensive site inventory and analysis for the study area. The report will serve as the basis of a future master plan effort for the Law Park/Lake Monona Waterfront, which is anticipated to begin in 2021.

Trick or Treat So Others Can Eat

Bayview's Middle/High School Program is partnering with the Community Action Coalition and the Partners for After School Success AmeriCorps to run a food drive called Trick or Treat So Others Can Eat. Non-perishable food items will be collected at Bayview in a green donation barrel, which will kept outside the community center's main entrance during the day until October 30.
