Office Hours, Snow Issues, Proposed Zoning Changes

Snow Issues

The recent snowstorms have brought up a couple of issues.

First, Madison Water Utility is reminding us to clear snow away from the fire hydrants near our homes. The utility tests, repairs and maintains about 9,000 fire hydrants across Madison to make sure they are ready and working when firefighters need them. Madison Water Utility's hydrant maintenance crews say they're seeing a large number of buried hydrants after all the snowy weather.

When you're out shoveling, be sure to clear a path from the fire hydrant to the street. And remember, every second counts during a fire.

Second, all of District 13 is now in the Snow Emergency Zone. That means alternate street parking is only required when a snow emergency has been declared. However, there is an additional regulation that is part of the year-round Clean Streets/Clean Lakes policy in which there are four-hour time slots during which vehicles need to be removed. This is needed in the aftermath of snow events so plows can get all the way to the curb and not have to navigate around cars. If you have a sign on your street that says, for example, "No Parking Tuesdays 8am – 12 noon",  you'll need to move your car if you don't want to get a ticket.

Alders get complaints after every big snow. The best way to avoid a ticket is to pay attention to the signs posted on your street and to announced snow emergencies.  More information is available by clicking here.

Proposed Changes to the Zoning Ordinance

I've joined the Mayor and Alders Heck, Furman and Lemmer in introducing changes to facilitate the construction of more multi-family housing in Madison. Our zoning ordinances, much like the rest of the country, include barriers to multi-family housing that are relics of past racist policies such as redlining. The proposed changes to increase conditional use thresholds in specified districts is meant to encourage small to medium projects targeting the "missing middle." This is a well-grounded first step in tandem with the ordinance change related to cooperative housing, and as such is part of the city's overall strategy to increase density, expand our housing stock, and relieve pressure on housing prices.

This is not to suggest market solutions are sufficient to address housing affordability. We still need to be aggressive in using the Affordable Housing Fund. Item 80 in the Council agenda for tonight introduces Affordable Housing Fund awards for non-profits, cooperatives and a community land trust, a new path forward in the use of a fund that had been relied upon exclusively to leverage federal tax credits.

For more context about why we need to make these changes to our zoning ordinance, please check out a key city report issued in 2019, titled Analysis of Impediments to Fair Housing Choice. In short, our housing market is unaffordable for marginalized groups and people of color. We can't say we are for equity and hold on to antiquated zoning restrictions. Instead, we must align our zoning ordinance with the city's Comprehensive Plan and push forward with addressing our city's housing affordability crisis.

This ordinance change I'm co-sponsoring is but a first step. Staff is already at working on steps to follow. I welcome your feedback.
