Station 14 Ambulance Update

When the City Finance Committee met this week, I worked with Alder Skidmore and introduced an amendment to have a 9th ambulance operate out of Station 14.  The amendment would have funded the necessary firefighter/paramedic positions for 2019 at a cost of $658,000.  If it had passed, it would have cost the average Madison homeowner about $7.00.

The problem we encountered was that the City of Madison only had $457,000 to allocate for addtional items due primarily to state imposed levy limits.

In the end, we were able to pass the amendment we introduced - albeit with a significant change.  Rather than adding an ambulance to Station 14, we were able to allocate $103,000 in funds necessary to ensure that there will be a firefighter/paramedic working on the Station 14 engine - 24/7.  The engine itself will carry supplies that will enable the firefighter/paramedic to provide advanced life support to patients prior to the arrival of an ambulance.  Without this amendment, the engine at Station 14 would have been staffed by firefigher/emts who would have been able to provide basic life support.

What I learned researching the ambulance issue is that this isn't just a "Madison thing" as some people portray it to be.  Across our state communities are struggling to fund fire, ambulance and police.   One of the reasons is the state imposed levy limits.  However, in 2012 the Governor and current legislative majorities also cut shared revenue (aid) to municipalities by 8% and have not increased it since.  Instead we have seen hundreds of millions of your tax dollars used to provide tax breaks to millionaires and billions of your tax dollars committed to Foxconn.

The fact is that Madison is growing, but the allowable increases in the levy limit come up far short of what we need to make sure that basic fire. ambulance and police services keep pace with the growth.  Another sad reality is that rather than having your income and sales tax dollars coming back to our community where they can do some good and be used to meet the needs of you and your family, your tax dollars are shipped off to millionaires and billion dollar companies who continually make grand promises of creating family supporting jobs - yet consistently fail to deliver.

Whether or not we are able to have an ambulance at Station 14 in the city budget for 2020, may very well depend on the choices voters make at the polls this November.
