Districts Vacancies & City County Road Reconstruction Issues

Recent Council Resignations
On July 25, I accepted the resignation of Alderperson Sara Eskrich of District 13. This makes the third resignation from the Common Council since the month of June, after the resignations of Alder Denise DeMarb of District 16 and Alder Mark Clear of District 19. On Monday, July 23, the Common Council Executive Committee   agreed to refer Mr. Keith Furman to the Common Council to fill the vacancy in District 19.  On Tuesday, July 24, The Common Council voted unanimously to have Mr. Michael Tierney fill the Vacancy in District 16.  Applications are now open to fill the vacancy in District 13. Madison City Government Budget Season
We are rapidly approaching budget season, this is when the Common Council will have to approve the Mayor's capital and operational budgets. In a recent presentation to the Common Council Executive Committee, The City's Finance Department provided the City's 2019 budgetary outlook.  In summary, local revenues are projected to decline by 0.8% from 2018 to 2019.  There is an anticipated revenue of $13.3 million and expected expenditures of $18 million resulting in a $4.7 million deficit.  It is for this reason that the Mayor has requested the consideration of a vehicle registration fee of $17 which would be use to maintain transportation services and infrastructure freeing up more funds for other obligations.  (Please see attached 2019 budget gap document).

Understanding the 2019 Outlook

County Highway AB (Buckeye Rd) and County Highway BB (Cottage Grove Rd) - City of Madison Take vs Dane County
I assume you have all heard about issues between the City and Dane County regarding the reconstruction and maintenance of County Highway AB (Buckeye Rd) and County Highway BB (Cottage Grove Rd).  The City's Engineering Department provided alders with an analysis of costs to the city under the Mayor's proposal, The County's proposal and the compromise reached between some County Supervisors and some City Alders.  Based on the analysis, despite the City currently contributing about 50% of the County's highway budget, the City's share of costs, of initial construction and maintenance under the Mayor's offer will be $7.2 million.  The City's share of costs under the County's offer will be $9 million and the City's share under the compromise reached between select alders and county supervisors will be $12.1 million.  The Mayor vehemently disagrees with Dane County's policy and methods of relinquishing responsibility of county highways to municipalities while still receiving a lion's share of their transportation budget from the City and executing a Wheel tax in October of 2018. Madison Police Department Community Academy Accepting Applications for 2018 Class
Applications are now open for the 2018 Madison Police Department Community Academy.  The Community Academy is a program that is designed to give the public a working knowledge and understanding of the values, goals, and operations of the City of Madison Police Department. The objective of the Academy is to help build a positive relationship between the Madison Police Department and the community, while improving the lines of communication with the members it serves.  The Community Academy will be held on Wednesdays, September 12- November 7, from 6-9pm at the MPD Training Center. Neighborhood Associations are encouraged to submit nominations for a Mayor's Design Award for a project in your neighborhood (or elsewhere in the city.)  The city is looking for recently completed buildings, preservation, art projects, sustainability, innovations, parks, land use developments or placemaking activities from the past 2-3 years.
