District 2 Updates and Meetings of Interest

Jan. 30 Neighborhood Meeting on Redevelopment Proposed for 400 Block E. Washington

LZ Ventures is proposing to demolish the Klinke Cleaners building, a house, an apartment building, and two single-story commercial buildings, all between 402 and 414 E. Washington, as well as three houses at 9 N. Hancock, 8 N. Franklin, and 12 Franklin. The developer proposes a 10-story market rate apartment building on E. Washington dropping to 8 stories in the rear with several levels of parking underneath. A commercial space is planned on E. Washington on the first floor.
 
District 6 Alder Marsha Rummel and I are hosting a Jan. 30 neighborhood meeting to discuss the proposal. Please email me if you have input and/or are willing to join a neighborhood steering committee that will form after the neighborhood meeting.

The Urban Design Commission will see an informational presentation of the proposal on Jan. 29 (meeting details listed below). The developer's slides and the city staff report for that meeting can be found here. Note that on Jan. 29 UDC will provide initial feedback on the proposal; no votes will be taken and public testimony will be welcomed.

Co-op Conversion Proposed for N. Franklin Street Home

Madison Community Cooperative has submitted a Conditional Use application to the city for the conversation of a 3-flat house at 19 N. Hancock Street into a housing cooperative. A Conditional Use Permit is required partially because they plan to increase the number of bedrooms from the current 9 to 11. They also propose building renovations, including a ramp in the front for accessibility purposes, 2 small dormers added to the side roofs, 2 parking stalls in the rear, and bike parking.

Madison School Board Candidate Forum on Feb. 4

Grandparents United for Madison Public Schools (GRUMPS) is hosting a pre-primary forum for the school board candidates. It's an important year for the school district with a new superintendent starting and the possibility of 2 referenda on the November ballot. Jan. 30 Open House for Draft Oscar Mayer Special Area Plan

The City is holding a public open house on Jan. 30 to discuss the recently released draft of the Oscar Mayer Special Area Plan PDF . The plan provides an exciting vision and a framework to guide the evolution of the Oscar Mayer site and surrounding area into a unique and vibrant northside destination. College Students -  2020 Census: Your Chance to be Counted

The 2020 nationwide census count is based on where you live on April 1, 2020, so most UW–Madison and Madison College students are counted at their campus-area addresses. The census count will begin in March of 2020 with a mailed invitation to respond online or by phone.

The census helps inform how $675 billion in annual federal funding – an average of over $2,000 per person – is allocated for things like housing, education, and transportation. More information for students can be found here.

PFAS Water

Understanding the Updated Fish Consumption Advisory for Starkweather Creek and Lake Monona
 

Last week the Wisconsin DNR updated the fish consumption advisory for Starkweather Creek and Lake Monona. DNR updated the advisory after testing for fish in these areas and learning they had elevated levels of PFOS. 

In this updated advisory, people can eat up to one meal of bluegill fish per week. People can eat largemouth bass, northern pike, walleye, and yellow perch from these two bodies of water up to one meal per month. For example, if you caught and ate a yellow perch, do not eat walleye, northern pike, or any other fish for a month.

To learn more about this updated fish consumption advisory, the community is invited to two public meetings at East Madison Community Center at 8 Straubel Court:

  • February 8 from 10:30–11:30 AM
  • February 12 from 6:30–7:30 PM
  • Facebook events for February 8 and February 12

Both meetings will be the same and will focus on the new fish consumption advisory and coming in contact with the water/foam. We will have Spanish and Hmong interpreters available, and one of the meetings will be recorded for anyone who misses it.

Requesting Absentee Ballots for 2020

The City of Madison Clerk's Office is accepting absentee ballot requests for 2020 elections, including the upcoming Feb. 18, 2020 primary election. State law allows voters to submit absentee requests for up to one calendar year at a time. Voters who are confined to their home due to age or disability may submit a permanent absentee request covering all future elections. More information available here.

Note: This new ordinance would require a new permit for those operating Tourist Rooming Houses such as Airbnb rentals. Some TRHs do not know about or follow current TRH regulations and some have negative impacts on their neighbors, so this new permit will facilitate regulation and enforcement measures. Public input will be taken at the Board of Health for Madison and Dane County meeting, the Plan Commission meeting, and the Common Council meetings when they take up this item. You are also welcome to email me with input.
