Verve Proposal

Redevelopment Proposal at N. Bassett and W. Johnson at Plan Commission on Monday

On Monday, Jan. 10, Plan Commisssion will be considering a Demolition Permit and Conditional Use Applications from Subtext Development for the Verve redevelopment proposal. Subtext proposes to demolish the eight multiflat homes and apartment buildings at 504-524 W. Johnson St., 308-312 N. Bassett St., and 505-527 Conklin Place, and construct a 12-story residential building with 144 apartments. These market rate apartments will range from 1 to 5 bedrooms with a total of 540 beds and includes 119 car parking stalls, and 268 longterm bike parking stalls. As with many other student-focused new buildings, they will rent by the bed rather than by the apartment. The proposed building conforms to its Urban Mixed-Use zoning district and the Downtown Height map that tops out at 12-stories for this area, although Zoning staff is recommending that some rooftop features be removed to conform to the 12-story limit.

The Bassett District of Capitol Neighborhoods, Inc. and the Campus Area Neighborhood Association formed a steering committee and have been meeting with Subtext to evaluate the proposal. The project plans, staff report and the neighborhood steering committee report can be found here. The steering committee remains concerned about the proposal's lack of some form of more affordable units and/or beds and has several other items of concern, including the building's management and security plans, design, and reuse/recycling plan. The Urban Design Commission has also recommended some design changes, particularly a rearrangement of the first floor layout.

Verve's proposed site is in a portion of Alder District 2 that, due to redistricting, was in District 4 prior to Jan. 1.

Tuesday, Jan. 11, Informational Meeting for Mom's Bar at 614 University Ave.

On Tuesday, Jan. 11 at 1:00pm, Andrew Greenwood will be hosting an informational meeting to discuss his proposed Mom's Bar at 614 University Avenue. Located at the former site of Karaoke Kid, Mom's Bar is seeking a Class B liquor license, an Entertainment License, and a Conditional Use for a nightclub in the downtown Alcohol Overlay District. Capacity is expected to 50 and Mom's proposes to close by midnight seven days a week. According to Mr Greenwood, Mom's Bar will have karaoke happy hour daily, regular karaoke nights, and on occasion, live jazz, low-key bands, dances, and open mic. He expects to open on approximately Feb. 7.

The Alcohol and Entertainment License applications are expected to be at the Alcohol License and Review Committee on Jan. 19 while the Conditional Use Application could be at Plan Commission as soon as March 7. I will detail participation and viewing options for both those meetings the weekend prior.

Air National Guard and 115th Fighter Wing Open House on Jan. 11

The Air National Guard and the 115th Fighter Wing are hosting an open house event on Jan. 11, where representatives from the National Guard Bureau (NGB) and EA Engineering, Science, and Technology, Inc., PBC (EA), will provide the general public with an overview of the upcoming scheduled remedial investigation that was awarded in September 2020. The event is scheduled to take place in the Mitby Theater at Madison Area Technical College's Truax Campus, Jan. 11 at 6 p.m.

The NGB and EA will present an overview of progress to date, detail the steps of the remediation process, and allow community members to ask questions or submit concerns through written comments. In addition, the NGB will give a presentation on the Relative Risk Site Evaluation (RRSE) process and the results of the evaluation performed at Truax Field. The RRSE is an Air Force requirement and is a tool used to sequence sites and installations to begin the remedial investigation process.

Representatives from the 115th Fighter Wing and Dane County Regional Airport will also be available to address audience questions following the presentation.

For the 115th Fighter Wing, the process of determining and mitigating cases of environmental contamination are dictated by the Environmental Protection Agency's Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) process. Commonly referred to as Superfund, it allows the EPA to clean up contaminated sites through a series of prescribed phases. The remedial investigation moves Truax Field to the next step in the process.

Another Reminder for Tenney-Lapham, Sherman Terrace Area, and Fordem Avenue

Due to the redistricting process and as of Jan. 1, the Tenney-Lapham Neighborhood has joined District 6 across E. Washington Ave., represented by Brian Benford. The Sherman Terrace area, including apartments along Fordem Ave. and homes along Sherman Ave., has moved to District 12, represented by Syed Abbas.

Not Homeless Enough

Save the Date: Jan. 20 Virtual Event - Not Homeless Enough

Brought about through a collaboration between the Doubled Up Workgroup, a subgroup of the Homeless Services Consortium, and the Madison Public Library, Not Homeless Enough will feature filmmaker Diane Nilan and her short documentary on families experiencing doubled up and self-paying hotel homelessness in Madison and Dane County. The screening will be held online Thursday January 20, 6-7pm. There will be a short discussion afterward of positive steps to take in our community. The event is free and open to the public but pre-registration is required. Register HERE.

Note: This item is related to the redevelopment proposed for the current site of the Avenue Club. The Wisconsin Youth Symphony Orchestra proposes to demolish the Avenue Club and build a new building with rehearsal and studio spaces, offices, practice rooms, and spaces for community gathering. The project plans, the staff report, and other materials related to the Demolition Application can be found here. There are no Conditional Use Permits required for this proposal, but the Urban Design Commission is an approving body and provided initial approval at their Dec. 15 meeting with final approval consideration at a future meeting. UDC had concerns related to the exterior color and material choices, so changes to those are to be determined. This location was in Alder District 2, but due to redistricting moved to District 6 on Jan. 1.
