From the Mayor: Madison- Kanifing Sister City Delegation Strengthens Ties and Deepens Collaborations
City Updates Salt Use Ordinance for Public Sidewalks The City of Madison new ordinance limits the use of salt or other melting agents to the amount necessary to treat the ice so it can be removed. The goal of the ordinance change will keep sidewalks safe for pedestrians and also help the community cut down on salt use, which helps our area waterways.
United Nations affiliated global NGO Together for Safer Roads recognized Madison with its Fleet Advocacy Award at TSR's international Annual Stakeholders Meeting in New York City, primarily for the work of Madison Vision Zero launched in 2020, which has already saved lives.
2023 Neighborhood Grant Program guidelines and application are now available on the City's webpage! Grant applications will be due February 20 by 4:30 p.m. What will you and your neighbors do? Start exploring ideas for physical improvements and leadership and capacity building initiatives.
The first issue of 2023 for Madison's Vision Zero Quarterly Newsletter has arrived! This issue discusses the work of Madison's Vision Zero initiative and the programs developed under its umbrella to increase safety for all roadway users, with additional background on current Federal Grant applications, how that money will be used, and a dive into 2022 engagement citywide. Jan. 12 Transit-Oriented Development Virtual Public Meeting

The Planning Division will be hosting a virtual public meeting on Transit-Oriented Development (TOD) Overlay Zoning on Thursday, Jan. 12 at 6pm. Advanced signup is required. The meeting will contain information from previous public meetings and Committee meetings covering what TOD Overlay Zoning is, why it is being pursued, and the various components of the drafted ordinance that will be in front of Council on January 17.

Transit-Oriented Development is a pedestrian-oriented, compact, mixed-use development style focused along high quality public transit. It typically includes a mix of housing, office, retail, neighborhood amenities and other uses within walking distance of a transit station.

On Jan. 12, City staff will be showing some information and case studies on how the TOD Overlay relates to national and local historic districts due to the additional interest in that topic generated by the Transportation Policy and Planning Board's (TPPB) and Plan Commission's recommendations to Council that historic districts be included within the Overlay area. Both recommended to Common Council that properties within local or national historic districts that are in proximity (within 1/4 mile) to high-frequency transit be included in the TOD overlay zoning area.

Note that none of District 2, including the Mansion Hill Local Historic District, the Mansion Hill National Historic District, the Langdon Street National Historic District and a sliver of the Fourth Lake Ridge National Historic District, is included in the proposed TOD Overlay District because all of the downtown area is excluded due to its existing density and zoning classifications that already facilitate higher density development.

Information on TOD and the virtual meeting is available on the project website. For reference, the City's online zoning map has been updated with the TOD Overlay boundary recommended by TPPB and Plan Commission.

St John's Proposal

St. John's Lutheran Proposal at Plan Commission on Jan. 9

On January 9, the Plan Commission will consider this proposal to redevelop the site of St. John's Lutheran Church at 310-322 E. Washington Ave. This redevelopment, proposed by St. John's in partnership with Urban Land Interests, seeks to demolish the current church and an addition to construct worship and social service/community spaces on the first floor of a new building with 9 stories of mostly affordable and workforce apartments above with underground parking below.

Plan Commission will need to approve the proposed demolition and rezoning. If approved, the rezoning would then move to Common Council for approval. The proposal's requested zoning change is from Urban Mixed Use to Planned Development and seeks approval of its Specific Development Plan. The project plans, staff memo, and other materials can be found here. Plan Commission's discussion will include a relatively complex consideration of the proposed building's compliance with height requirements and the grade of the lowest floor, as well as other standards of approval that must be met for a Planned Development rezoning to be approved.

As mentioned, the Plan Commission will also be considering the applicant's request to demolish the existing church and addition. Back in October, the Landmarks Commission found that the current structure has historic value as the work/product of architects of note (Claude and Starck) and that although there have been significant modifications to the structure, there is precedent for additions or alterations to be noted as significant in their own right, which may be relevant for this structure. Landmarks findings are advisory to the Plan Commission, who will make the demolition decision. The Community & Cultural Resources Planner's report on the proposed demolition can be found here.

At their Dec. 14 meeting, the Urban Design Commission gave their final advisory approval for this proposal's requested zoning change and determined it followed Urban Design District #4 guidelines.

You may also submit public comment via email (pccomments@cityofmadison.com).

Note: In last weekend's Alder Update I mistakenly listed Jan. 17 as the Common Council meeting date at which the rezoning of 415 N. Lake Street would be considered. Instead, and as anticipated, that item was considered at our Jan. 3 meeting, passing unanimously. This rezoning was required for the redevelopment of one-half of the State Street-Campus parking garage to move forward, including the student-focused apartment building proposed by Mortenson Development above a new parking garage. From what I understand, stakeholders were aware that Jan. 3 was the correct date for Council's consideration, but regardless I apologize for listing the incorrect date.

Fiscal Note
The proposed resolution authorizes a non-competitive service contract with Eppstein Uhen Architects, LLC for professional architecture and engineering design consulting services for the State Street Campus Garage redevelopment project. This service contract will cover the public development portion of the project, at an amount not to exceed $2,100,000. The 2023 Capital Budget includes $48m for the State Street Campus Garage Replacement project supported by $29.5m in Non-General Fund GO Borrowing and $18.5m in Parking Reserves. No additional appropriation is required.

Agenda Item 11

Authorizing the Mayor and City Clerk to enter into an agreement with the University of Wisconsin-Madison to allow sanitary sewer discharge from the treatment facility at Well 19.

Fiscal Note
The resolution authorizes the Mayor and City Clerk to enter into an Agreement with the University of Wisconsin, Board of Regents to allow Madison Water Utility to discharge wastewater to the University sanitary sewer system. This agreement will be funded out of the Water Utility General Operating Budget and based on the current City of Madison sewer rates. Maximum cost per year, based on 2022 sewer rates and a maximum daily volume of 28,000 gallons, will be $47,277.70. No additional appropriation is required.

Note: Some of District 2, particularly closer to the UW campus, is serviced by Well 19.

Agenda Item 13

Authorizing the Mayor and the City Clerk to enter into an Agreement with Dane County to provide $19,300 in assistance to Metro Transit for transit information services, promotion efforts, and operations for calendar year 2023, and $5,000 to the Greater Madison MPO to support the County Specialized Transportation activities for calendar year 2023.

Authorizing the Mayor and the City Clerk to enter into an agreement with Dane County to provide Volunteer Driver Escort Services for the City of Madison for the calendar year 2023.
