1. DISTRICT 2 UPDATES

  • 2023 Spring Primary Election - Several offices on the ballot this spring require a primary election on Feb. 21. District 2 has three candidates running for Alder, so there will be a Feb. 21 primary for that election, as well as citywide in the Mayoral and State Supreme Court elections. The City Assessor's Office website allows you to find out which Aldermanic district you live in. Search by your address on the Property Look-up page. If you live in Aldermanic districts 2, 3, 4, 9, 10, 12, 14, or 20, you will see the primary races for your district on your ballot. The Spring General Election will be held Tuesday, April 4.

  • In-Person Absentee Voting Starts Tuesday in Madison: In-person absentee voting for the Spring Primary Election will begin Tuesday, Feb. 7, at several locations throughout the City of Madison. What will you need to bring with you if you're voting absentee in person?

  • Campus Area Neighborhood Association Hosting District 2 Alder Candidate Debate Forum on Monday, February 13, 2023, 6:30-8:00 p.m.

Chinese New Year

Lunar New Year Downtown Celebration on Sunday, Feb. 5

Downtown is again hosting the Zhong Yi Kung Fu Association for a Lunar New Year performance in Lisa Link Peace Park in the 400 block of State Street. The performance (see above image from last year's festivities) will start at noon and afterwards the lions will be offering blessings for some of the AAPI-owned businesses on State St and Capitol Square, wishing them luck, fortune, and prosperity in the New Year!

Feb. 6 Family Definition Community Informational Meeting
 
Building Inspection staff is hosting one more community informational meeting about the proposed legislation to revise the family definition in our zoning code. These meetings are intended to provide information to community members about the proposal and to answer questions about it.

DRAFTER'S ANALYSIS: Sections (a) and (b) of "Keeping of Chickens" in the Supplemental Regulations (MGO Sec. 28.151) is amended to increase the number of chickens allowed as an accessory use. In lots with up to four dwelling units, the amount of allowable chickens is increased from four (4) to ten (10). As an accessory use to a museum, school, day care center, or recreation, community or neighborhood center, the amount of allowable chickens is increased from six (6) to ten (10). This increase is in response to resident concerns that the current amount of allowable chickens is limiting as flocks age and become unproductive.
While the amount of allowable chickens is increased, the measures already in place to enforce any nuisance or unsanitary conditions remain. Madison's zoning code requires that chicken enclosures shall be located at least twenty-five (25) feet from any residential structure on an adjacent lot. MGO Sec. 7.29 prohibits keeping chickens in any unsanitary condition or within such proximity of dwelling houses or in any manner so as to be a nuisance, which is enforceable by Public Health Madison Dane County.

DRAFTER'S ANALYSIS:    This proposed ordinance amends sections of MGO Sec. 28.071 "General Provisions for Downtown and Urban Districts" and MGO Sec. 28.134 "Height and Bulk Requirements." First, the change removes the maximum floor-to-floor story height and instead adds height limits in feet. Projects must be at or below the maximum height and maximum number of stories. Second, it adds an affordable housing incentive when a project has a voluntary contractual Land Use Restriction Agreement ("LURA") with the City of Madison. Those projects may exceed the maximum number of stories as long as the project does not exceed the maximum height in feet. Third, the change removes ground floor elevation restrictions in the zoning code. The Urban Design Commission will be able to use the Downtown Design Guidelines instead for downtown sites with elevation slopes. Finally, it clarifies, but does not change, how height in the downtown is measured and adds a graphic illustration.

Amending the 2023 Police Department operating budget; and authoring the Chief of Police to enter into a cost reimbursement agreement for $20,000 annually with the Federal Bureau of Investigation for overtime costs associated with participation in the FBI's local Joint Terrorism Task Force aimed at preventing mass shootings.

Fiscal Note
The proposed ordinance change dissolves the Public Safety Review Committee (PSRC) in its entirety. Public Safety staff (Police and Fire) attend the committee meetings, prepare reports, and respond to questions/ requests from the committee. The dissolution of the committee would result in savings of staff time, including overtime, spent on these activities. No appropriation is required.
Note: There is ongoing work that is part of the TFOGS-driven project to eliminate redundant or ineffective Boards, Committees, and Commissions, or to combine them when appropriate. I am generally supportive of combining some of our BCCs, including potentially PSRC, but there is a fair amount of process and accommodations that need to be made before considering doing this. Will the Police Civilian Oversight Board or the Police Independent Monitor take over some of the duties of PSRC? Will they monitor the CARES program? Will the PCOB be prepared for community input on MPD and MFD issues? Will the Independent Monitor do any of that? Other BCCs? If so, ordinances need to be changed concerning their duties. Could we possibly need alder representation on the PCOB if their duties were to change or expand? Do PCOB stakeholder organizations need to be engaged on any changes? Have MPD and MFD been engaged? Can the Police and Fire Commission take on any PSRC functions? From what I know at this point, none of those important questions have been considered with this proposed dissolution of PSRC.
