Highlights include excellent news about three new affordable housing projects, On Monday the Board of Esitmates will approve allocating $3.5M in affordable housing funds. Two projects are located in District 6 at 134 S Fair Oaks and at Union Corners. Also Monday at Landmarks Commission is a request from Brandon Cook for a Certificate of Appropriateness to demolish 801 Williamson and at Homeless Issues Committee a review of the ordinance to limit people hanging out in street medians and updates on the Day Resource Center.

On Tuesday there are no city meetings because it is ELECTION DAY and we all supposed to get out the VOTE!! Thanks to the many people who spent countless hours knocking on doors, volunteering to assist voters who wanted early voting, and defending our democracy. If you haven't voted already, make a plan for Tuesday.

At the end of this update, I've listed several future meetings in late November and early December, including a meeting about the land use applications for the Cosmos (which includes the Frank Productions music venue) and the Spark, and, the Gorman and Co proposal for Grandfamily housing at Union Corners.

Next week the Council will spend two nights on city budget deliberations. The final round of amendments will be released by Friday.

14. 44932 SUBSTITUTE - Authorizing the allocation of $3.15 Million from the Affordable Housing Fund to support the creation of approximately 165 units of affordable rental housing in Madison, Wisconsin.

The City of Madison's adopted 2017 Capital Budget authorizes $4.5 million for the Affordable Housing Fund (AHF). The adopted AHF guidelines stipulate that a portion of the fund will be used to help increase or preserve the supply of affordable rental housing, and establish a goal of adding approximately 150 affordable rental units per year. The AHF guidelines also stipulate that these City funds may be used to leverage federal Low-Income Housing Tax Credits (LIHTC) administered by the Wisconsin Housing and Economic Development Authority (WHEDA). LIHTCs are allocated through an annual competitive process with applications due by February 3, 2017. The commitment of City funds proposed by this Resolution is intended to improve the competitiveness of City-supported applications to WHEDA.

In July 2016, the City issued a Request for Proposals seeking tax credit eligible projects and in response to the RFP, the City received applications for the following four projects.

•  Fair Oaks Apartments, 134 S Fair Oaks, submitted by Stone House Development, Inc up to $1.35M and 200 total units for families. Stone House reduced from 90 units to 80 and from 5 to 4 stories after receiving neighborhood feedback;

•  Madison GrandFamily Housing, Union Corners at Winnebago, submitted by Gorman and Company, Inc. and Lutheran Social Services, up to $950K, for seniors with children in their care (nghd mtg 12/1 see end of email for details); 

•  Normandy Square, submitted by MSP Real; Estate, Inc. for seniors;

•   Salvation Army Campus,  600 blk north side E Washington Ave, submitted by Commonwealth Development Corporation of America & Salvation Army (the application was withdrawn prior to the city review process).

The city staff team recommended awarding up to $3.15 million in Affordable Housing Funds among the three projects about 165 of which would be designated as "affordable" (defined as reserved for households earning not more than 60% of the county median income). The final dollar amount and unit counts to be allocated to each of these three projects, will be determined through negotiations between CDD staff and applicant organizations (and/or their development partners) no later than the WHEDA application deadline of February 3, 2017 with the final details subject to approval by the Council.

This the third year of the Mayor's program which has successfully increased tax credit awards to Madison by WHEDA.

The applicant proposes a mixed use building with commercial on the first floor with 2 stories of residential above, here is the link to the application

From the staff report: "The Applicant appeared before the Landmarks Commission on August 1, 2016 and at that time the Commission received an Informational Presentation. As described in the submission materials, the Applicant is following up on the Informational Presentation with a presentation of a proposed building and site plan. The Applicant intends to return to the Commission with complete documents for consideration of the Certificate of Appropriateness in the coming months. Staff suggested that a public hearing be held at this time. The Landmarks Commission toured the existing building on August 10, 2016 to review the conditions of the site and the historic value of the existing structure. 

Staff believes that there is currently not enough information to conclude that the standards for granting Certificates of Appropriateness for the demolition and the new construction are met and recommends that the Landmarks Commission refer the request to a future meeting to allow the Applicant to provide additional information. The Commission should discuss the demolition of the existing structure, the proposal for the new construction, and the Ordinance standards to provide the Applicant with suggestions to improve the proposal."

13. 44590 Creating Section 28.022 -- 00250 of the Madison General Ordinances to change the zoning of property located at 2645 Union Street, 6th Aldermanic District, from TR-C4 (Traditional Residential-Consistent 4) District to TR-V1 (Traditional Residential - Varied 1) District. 

This is a zoning map correction to provide consistent zoning for site developed with existing church and single-family residence. The house is located on the Holy Cross Lutheran site, the zoning issue came to light during the conditional use permit request by Operation Fresh Start for office use which will be at Plan 11/21.

F.2. 40307 To include new street construction that recognizes the importance of street trees and tree canopy and delineating the terms for community involvement in decision-making in street reconstruction projects in the City's "Complete Streets" program as adopted by the Common Council on 12/15/09 (Resolution RES-09-00997, Legislative File No. 16250). 

Fiscal Note: "The proposed resolution will require residents living on residential streets to vote to accept or reject sidewalk construction. Engineering estimates that this will affect two to three projects per year with 50 to 100 property owners affected by each project. In addition, there may be up to six or so sidewalk construction projects with six or less property owners per project. The typical cost to a homeowner for this type of project is $1,000 to $2,000."  

Currently, the City's policy is to require sidewalks be added during street reconstruction if they do not exist based on commitment to ADA accessibility. Property owners are charged an asssessment.?
