A short week with the upcoming holidays. On Monday there are several meetings that may be of interest. At Plan Commission, staff is requesting a referral of the conditional use application for Fuegos Steak and Tapas at 906 Williamson for a parking reduction and outdoor seating requests until the Jan 9th meeting of the Plan Commission due to notification issues. On Tuesday, the Council will allocate $3M for affordable housing projects, two are in District 6. Check out upcoming neighborhood meetings in early December for Cosmos/Spark and Union Corners "Grandfamily" housing, and a city public information meeting on the John Nolen/Blair/E Wilson/Willy St corridor study at the end of the month.  I hope you have a safe and peaceful holiday with family and friends.

For those of you following the discussion about the Capital East district parking garage that was recently approved, this is the subcommittee that is reviewing parking rate changes that would affect special event parking rates.

4. 44818 Consideration of a conditional use to allow a former place of worship to be converted into a school and offices at 2670 Milwaukee Street; 6th Ald. Dist.

Operation Fresh Start is purchasing Holy Cross Lutheran and moving their operations from Winnebago. They are requesting a conditional use to be able lease a portion of the property to a compatible office tenant.


Note: Item 8 should be referred to January 9, 2017 at the request of staff due to a pre-application notification issue.

12. 44260 SUBSTITUTE Amending Sections 28.140(1)(d) and (e) of the Madison General Ordinances to restrict when roof decks, porches, and balconies may be counted as usable open space.

DRAFTER'S ANALYSIS:  This amendment adds restrictions to the ability to count roof decks, porches, ground-level patios and balconies towards useable open space requirements.  Any roof deck, porch, ground-level patio, or balcony counted against the useable open space requirement must be available for use by all occupants.  Also, any porches counted toward the useable open space requirement must have a minimum width of 15 feet and minimum depth of 6 feet and be available for use by all residents as the main source of ingress and egress from the building.  Finally, this amendment changes the minimum dimension requirement for balconies from 4½ to 6 feet.  This substitute was necessary to carve out limited circumstances under which private balconies and ground-level patios, not accessible by all residents, may be used to meet the open space requirement.  Under this amendment, private balconies and ground-level patios may be used to meet the open space requirement as long as at least 75% of the required open space is met with common areas accessible to all occupants, provided that the private balcony or ground-level patio has a minimum dimension of 4½ feet.


14. 44740 SUBSTITUTE Amending Sections 28.211, 28.151, 28.061, 28.072, 28.082 and 28.132, creating Sections 28.006(3)(i) and 9.26 of the Madison General Ordinances allowing for Storage Lockers in the Mixed Use and Commercial Districts, Employment Districts, and the DC, UOR, and UMX districts and to require a license to operate storage lockers.

DRAFTER'S ANALYSIS:  This ordinance will allow for the installation of storage lockers that may be used by individuals to store personal belongings.  This will be a permitted use in all mixed-use and commercial districts, all employment districts, and the Downtown Core (DC), Urban Office Residential (UOR), and Urban Mixed Use (UMX) districts.  This ordinance also creates supplemental regulations that will apply to each use, including that the use must be operated by a religious or non-profit institution, the operator must submit a management plan that includes, in part, that the operator may terminate the use of a locker at any time and for any reason, and that the area surrounding the storage lockers must be well lit and include sufficient trash receptacles that are emptied regularly.  Finally, this ordinance creates Section 9.26, MGO, requiring that any owner or operator obtain a license before operating a personal storage locker structure.  This license may be revoked if there are three (3) or more violations of this or any ordinance in Chapter 28 within any (12) month period.   A substitute was necessary in order to create Section 9.26, MGO.

Upcoming Meetings


Please join Alder Verveer and me for the first public information meeting about the John Nolen/Blair St corridor study.  Wednesday, Nov. 30, 2016, -7:00 - 8:30 PM?, Monona Terrace, Hall of Ideas H, 1 John Nolen Dr.

The City of Madison is conducting a corridor study of John Nolen Drive and Blair Street from North Shore Drive to East Washington Avenue including portions of Wilson Street and Williamson Street. Wilson Street and Williamson Street from Franklin St to Blount St are scheduled for pavement replacement in 2018. Modifications in this area will be evaluated and ultimately taken into preliminary design. Modifications at the John Nolen Drive intersections at North Shore Drive and Broom Street will focus primarily on bicycle and pedestrian mobility and will be developed at a planning level only. Construction is not currently scheduled for these two intersections.
The first public involvement meeting will include a brief presentation at 7:00 PM followed by a needs and goals exercise for interested participants. The City of Madison and engineering consultant representatives will be available to discuss the corridor study and address questions. Several previous and ongoing studies exist along John Nolen Drive in the study area. The Blair Street Corridor Study will seek to build upon these efforts and be mindful of possible long term visions for the Monona Terrace and Law Park areas.

Thursday, December 1, 2016 - 6:30 p.m. Holy Cross Lutheran Church - 2670 Milwaukee Street?

Per the approved General Development Plan (GDP) for the Union Corners site, the development will consist of 59 units between two residential buildings, three stories each, with underground parking.  Housing will be targeted to grandfamilies and kinship families, which are families in which a grandparent or relative serves as primary caregiver for their grandchildren and relative's children.  Madison GrandFamily at Union Corners has been recommended to receive Affordable Housing Funds from the City of Madison to leverage an application for WHEDA tax credits in early 2017.



Please join Alder Zellers and me for a neighborhood meeting where we will hear about Gebhardt Development and American Family Insurance Company's proposal to redevelop the last remaining lot of the former Don Miller car dealership sites on the 800 South Block of East Washington Avenue, adjacent to South Livingston Street and East Main Street.

The proposal includes an 8-story office building including the StartingBlock project, a 2,500-capacity Frank Productions concert venue, additional office and retail space, and a landscaped plaza. This is the second neighborhood meeting on the project.
