D6 Items of Interest Week of April 24, 2017
Highlights: At last week's first Council meeting of the new term, I was elected Council President for a year. In addition to weekly Council leadership meetings with the Mayor, his staff and the Council Vice President Alder Samba Baldeh, I will become chair of the Common Council Executive Committee. I look forward to working more closely with my fellow alders and feel proud to represent a Council that has more gender and racial diversity than ever before. The Mayor reappointed me to the Finance Committee, Landmarks and the Public Market Development Committee. The Finance Committee has a backlog of items including Garver, the Cap East District, buying a Bearcat and more. Also on Monday, the Plan Commission reviews the conditional use request of the Imaginary Factory at 1401 Northern Court to develop a distillery and tasting room. At the request of the Common Council, the PFC will hold a special meeting on Tuesday in response to a letter we sent requesting more clarification on their dismissal of the complaint against Police Chief Koval. If you are interested in the annual Transportation Improvement Plan, it is now available in legistar, and will be presented at a joint meeting of Ped Bike and LRTPC on Tuesday (and aired live on city channel). There are two community meetings about the comprehensive plan "Imagine Madison" scheduled this week and two next week. These community meetings are your opportunity to shape revisions to the comp plan which is being updated after 10 years.

10. 46705 AMENDING RES-16-00536 Authorizing the Acceptance of an Idle Industrial Sites Redevelopment Grant from the Wisconsin Economic Development Corporation (WEDC).
We are requesting that WEDC let us amend the grant they awarded to us on behalf of the Garver Feed Mill and use some of the funds to make needed building improvements (stabilizing roof).
13. 46636 Amending the adopted 2017 capital budget to transfer $75,000 of general obligation borrowing authority from the Energy Improvements major program into the Park Facility Improvements major program to partially fund the Olbrich Solar Hot Water project within the Engineering-Facilities Management capital budget.
14. 46812 Amending the 2017 Adopted Capital Budget to increase the funding authorization for the Capitol East Parking Garage project by $1,890,465, and amending the Graef-USA, Inc design contract to increase the design fee by $45,600.
The parking garage was priced for a 450 stall garage. Additional funds are needed to pay for a 600 stall ramp to accommodate the increase of square footage of the Cosmos office development. The new increment from the additional office space is predicted to repay the GO borrowing, the resolution provides more details about funding the increase.
15. 46836 Accepting a Permanent Easement for Public Transportation Purposes from 149 East Wilson, LLC across property located at 151 East Wilson Street and, in exchange, authorizing the Mayor and City Clerk to execute an Access Easement Agreement with 149 East Wilson, LLC across the City-owned rail corridor located behind 151 East Wilson Street.
An exchange of easements will allow a future ped-bike overpass to connect from 151 E Wilson to Law Park.
16. 46802 Approving the provision of up to $150,000 in 2017 Emerging Opportunities Program (EOP) funds to agencies and authorizing the Mayor and the City Clerk to enter into agreements with those agencies to implement the designated projects.
25. 46294 Accepting the report entitled, "Ensuring a Vibrant Downtown Retail Destination: A Retail Assessment and Strategy for Downtown Madison", directing staff to begin implementing key recommendations of the report, and repealing resolution RES-15-00206 (Legislative File # 36697)
29. 46800 Amending the Police Department's 2017 Capital Budget to transfer $50,000 in GO Borrowing from the Building Improvements capital program to a capital project authorizing the purchase of a used Lenco Bearcat, and increasing the Police Department fleet vehicles by one.

Currently portable 'sandwich sign boards' are illegal. This ordinance is an attempt to permit them with standards.
H.3. 46817 Repealing Section 12.76(4)(f), renumbering Section 12.76(4)(g) to (f), creating Section 12.793, amending Sections 12.128(14), 12.141(1), 12.145(3)(c) and 1.08(3)(a) of the Madison General Ordinances to prohibit moped parking on the public Sidewalk and Terrace Area except in Moped Parking Areas and establish a bail deposit for violation thereof.
The Council has received a stream of emails from moped users opposing the ordinance.
