Highlights: Operating budget amendments proposed by the Finance Committee will be voted on Monday. If adopted, they become part of the budget that is presented to the Council in November 13-14 for final approval. The Council has another chance to propose amendments for both the capital and operating budgets before the final vote is taken.  Imagine Madison, the public engagement process for updating the Comprehensive Plan, is holding three sessions this week, please pay attention to this process as it will inform guidelines for neighborhood development based on community input. At Ped Bike Motor Vehicles Commission Tuesday, the Atwood reconstruction project will be reviewed as well as traffic signal priority and stop sign lists will be discussed.  I am scheduling a  neighborhood meeting on Nov 1 to hear the proposal for a tap room at 308 S Paterson.

Thanks to Virginia Kravik, the crossing guard at Willy and Thornton and engaged parents for reaching out to me, City Engineering will install a flashing light at the intersection in the coming weeks to alert drivers to watch out for pedestrians using this crossing. Also MPD will assign patrol officers to monitor this intersection during rush hour to ticket speeders and drivers who run red lights.

1. 49024 SUBSTITUTE - Executing a Purchase of Services contract with Preserve, LLC to conduct a Boundary Review of the Mansion Hill Local and National Register Historic Districts, and to conduct a Neighborhood Character Study for the Langdon Neighborhood, including developing implementation actions if authorized.?

 

7. 49186 Authorizing the Mayor and City Clerk to enter into contracts with Nehemiah Community Development Corp and Madison-area Urban Ministry to provide peer support services to assist persons impacted by violence and to support formerly incarcerated individuals as part of a strategy to reduce recidivism

 

8. 48915 2018 Executive Operating Budget

The Finance Committee will discuss proposed amendments to the 2018 Executive Operating budget. There are 22 amendments. Highlights include allocating $400K to match a federal COPs grant to hire 15 patrol officers in the first year versus filling the positions over two years. The city is required to match funds if we are awarded the COPs grant. Add an additional $40K to the budget for The Beacon, the newly opened county homeless day resource center, for a total of $150K to help fill the gap in the budget proposed by Catholic Charities and adopted by the County in the RFP. Add $100K to the Racial Equity Social Justice staff and training fund. Add a Landscape Architect to Parks and Facilities staff to Engineering to help manage capital projects. Increase Zoning Review Fees by .01 per square foot to .03, create an Early Start permit fee at .01 per square foot, and add a Zoning Administrative position to assist with the workload. Eliminate a proposed new position for Communications Manager in IT and eliminate funding for Violence Prevention staff in Public Health. Add funds to help stablilize day care fees for centers serving at least 20% low income kids and investigate a pilot program with MMSD to establish Children's Savings Accounts for every kindergartner.

UDC will review the project for final approval of design, parking lot design, landscape plan and other fine grain details left unresolved at the Sept 6 UDC meeting including: ? The Commission requested an "as-built" site plan for their review, in addition to more information on how temporary aspects will be handled with more definition.  ? The stormwater pond should be more natural looking, with no fence.

Holly Alexander of The Wisco is proposing to open a small tap house in the little building that sits beside the volleyball court. The capacity would be around 30 people.  They will do some renovation of the building and would like to create a back patio area. They propose to serve craft, seasonal and specialty beers and locally distilled spirits.  They are applying for a catering license and plan to offer sandwiches, pizzas and appetizers.?
