DNR Update- Madison-Kipp Investigation

To keep the neighborhood well advised of progress in the investigation and cleanup at the Madison Kipp Corporation Property, DNR will release updates directly to neighbors through the DNR's website (, search: "Kipp") and through this e-newsletter system. DNR will make efforts to notify property owners and tenants, in advance, when specific data is released that references their property or an adjacent location. 

Completion of residential PCB remediation

The excavation of soil contaminated with PCBs at six residential properties on Waubesa Street and along the north/south property line of Madison Kipp Corporation's (MKC) facility has been completed. Following the initial excavation, sampling found PCB exceedances at some residential properties and at the Kipp facility. With Wisconsin Department of Natural Resources (DNR) approval, additional excavation was completed until further sampling confirmed PCB levels below 0.22 mg/kg.

The excavation work marks the completion of off-site PCB remedial activities at privately owned properties.

Update on groundwater sampling and remediation

On October 15, 2013, Arcadis, on behalf of MKC, submitted a "Groundwater Remedial Strategy," a conceptual work plan that entails the long-term remedial strategy to contain and reduce the groundwater contamination, known as the "volatile organic compound (VOC) mass." The strategy includes the installation of several additional wells: a groundwater extraction well in MKC's northern parking lot that will remove and treat contaminated groundwater from the bedrock aquifer and additional monitoring wells to be installed to the north of the MKC facility.

The DNR has approved the above conceptual work plan. A more detailed work plan will be submitted to the DNR by the end of the year. Currently, DNR is working with Arcadis to determine the long-term discharge and/or reuse of the extracted groundwater.

In addition, to promote the treatment of shallower groundwater that will not be affected by the extraction system, another In-Situ Chemical Oxidation (ISCO) injection event will occur. Previously, an ISCO pilot test was performed that confirmed the effectiveness of this process by showing a reduction in tetrachloroethylene (PCE). The ISCO injection will be performed prior to the startup of the groundwater extraction and treatment system, which is expected to begin in the spring of 2014.

During the cleanup, DNR staff will use the existing network of monitoring wells to continue to evaluate the effect of the remedial strategies.

Work Plan Reviews

The DNR is also in the process of reviewing, commenting on or providing approval for the following work plans: "Rain Garden Investigation and Remedial Strategy," "Supplemental Work Plan for Polychlorinated Biphenyls Building Subsurface Investigation," "Indoor Air Sampling Work Plan," "Northern Well Installations Work Plan," and "Polynuclear Aromatic Hydrocarbon Background Sampling Work Plan."
