Highlights: The second Atwood Reconstruction public information meeting is Monday. Staff will show revised plans after getting feedback from the public at the first meeting. Tuesday's Council meeting will decide the fate of the Confederate Monuments in Forest Hill Cemetery, see my comments below. The new playground equipment for Reger Park and Elmside Circle are going out to bid. We are naming the new street extension in Worthington after Richard Davis, a bassist and jazz legend of international renown. The Historic Preservation Plan Advisory Committee meets for the second time on Wednesday. The city is holding the first public information meeting for the Milwaukee St Plan on Thursday. Atwood Reconstruction Public Information Meeting #2

The project extends approximately 1.13 miles along Atwood Avenue from Fair Oaks Avenue to Cottage Grove Road.
The meeting will be conducted in an informal, open house format. A brief presentation will be given at 6:45 P.M. The city of Madison and design consultant representatives will be available to discuss the proposed project and address questions or concerns.
The proposed project will include reconstruction of the existing roadway from Fair Oaks Avenue to Cottage Grove Road. The proposed project includes pavement reconstruction, curb and gutter, existing sidewalk spot replacements and repairs, new multi-use path/sidewalk, Americans with Disabilities Act compliant curb ramps, storm sewer replacement, new street lighting, replacement of sanitary sewer and water main, new pavement marking, and new signs. The new bike path with adjacent sidewalk will primarily run parallel with Atwood Avenue with a portion that will continue along the existing path along Lake Monona and connect into Lakeland Avenue. The path will include a new pedestrian/bike bridge crossing over the Starkweather Creek parallel to the roadway bridge. New parking areas and street lighting are also included.
Off-street bicycle accommodations will be provided as part of the project. The exception being between Fair Oaks Avenue and Oakridge Avenue. Inbound cyclists have the opportunity of continuing on-street in a shared peak hour/parking lane or divert to the nearby Capital City Trail. Due to space constraints, outbound cyclists can either continue from the west on-street or utilize Fair Oaks Avenue on-street bike lanes to navigate to nearby adjacent routes including the Capital City Trail to connect into Atwood Avenue. A wider 7-foot wide sidewalk will be provided on the south side of Atwood Avenue within this segment to accommodate added pedestrian volume and small children with a destination of Lowell Elementary School.
Off-street bike facilities include a 10-foot wide path with an adjacent 5-foot wide sidewalk that extends along the south side of Atwood Avenue, between Oakridge Avenue and Margaret Street. To maintain the wider path adjacent to Atwood Avenue and minimize impacts to adjacent properties, the 5-foot sidewalk adjacent to the path will terminate just south of Margaret Street upon entering the City of Monona. In addition, travel lanes are minimized from 11 feet to 10 feet at the intersection of Atwood Avenue and Cottage Grove Road in order to maintain the off street multi-use facility without having large impacts to adjacent buildings and landscaping.

It was an honor to serve the Council and have the opportunity to manage the hiring process of our first Chief of Staff, Kwasi Obeng.

3/8/18 EQUAL OPPORTUNITIES COMMISSION Return to Lead with the Following Recommendation(s) to the BOARD OF PARK COMMISSIONERS Recommendation: Take down the current monuments and thus prevent gloriying the so -called "Lost Cause" movement by the repetition of the names of the confederate soldiers. The removed monuments should be given to the Wisconsin Historical Society for storage. No new monuments or markers should be erected in their place. The EOC also affirms the committment to rejecting all racist monuments, language, and hate groups in the City of Madison.
3/14/18 BOARD OF PARK COMMISSIONERS RECOMMEND TO COUNCIL TO ADOPT - REPORT OF OFFICER Recommendation: Support the removal of the smaller marker, leave the standing (larger) monument as is, and add contextualizing signage in the former location of the smaller marker. Also, that the smaller marker be offered to the Wisconsin State Historical Society and not be offered to any private resident.
3/19/18 LANDMARKS COMMISSION Return to Lead with the Following Recommendation(s) to the BOARD OF PARK COMMISSIONERS Recommendations: The small plaque should not have been uninstalled without an application for a Certificate of Appropriateness and that an application should be submitted by the Common Council . Upon the approval of a Certificate of Appropriateness to remove the small plaque , the Commission suggests that the plaque be offered to the WI Veteran 's museum and the WI State Historical Society and not to private individuals. The motion passed on a voice vote. The large cenotaph should be retained in Confederate Rest. The motion passed on a voice vote, with Rummel voting opposed. An interpretive display should be installed, that the Common Council should commission its drafting by a qualified historian, and that the events surrounding the small plaque be included in the display. The Commission further stipulated that the text, appearance, and placement of the display must be reviewed and approved by the relevant bodies prior to installation. The motion passed on a voice vote.
Two of the three committees asked to review the monuments recommended keeping the larger monument and adding an interpretive sign. All three committees supported removing the small plaque that valorized confederate soldiers. I was the lone No vote on Landmarks opposed to keeping the large monument. The monument does list the names of the soldiers which I acknowledge we need to memorialize but it also inscribed with the words "Erected in Loving Memory By United Daughters of the Confederacy to Mrs. Alice Whiting Waterford and her boys." You can see photos of the monuments in the second attachment.
If you google the United Daughters of the Confederacy, you will find the group is still active. They accept membership applications from "women who are at least 16 years of age who are lineal or collateral blood descendants of men and women who served honorably in the Army, Navy or Civil Service of the Confederate States of America, or who gave Material Aid to the Cause". Here are the Articles of Incorporation posted on their website:

To collect and preserve the material for a truthful history of the War Between the States.

To assist descendants of worthy Confederates in securing proper education.
To cherish the ties of friendship among the members of the Organization.
In my opinion, the legacy of the UDC continues today. The monument, dedicated in 1906, was part of a national movement to whitewash the Civil War and turn it into the War Between the States. I believe in 2018, we have an obligation, as a community and a nation, to repair the harm that slavery created. I will recommend to the Council that we remove the monument and erect an interpretive sign with the names of the soldiers, where they came from, the story of their capture and treatment, and how they came the Confederate Rest at Forest Hill Cemetery.

The City of Madison has initiated a joint planning process with the Town of Blooming Grove to create land use and transportation recommendations for the area generally bound by Milwaukee St., Fair Oaks Avenue, and Highways 51 and 30. While the Milwaukee Street Special Area Plan boundary contains approximately 300 acres, the focus will be on undeveloped areas and underutilized sites along nearly one mile of Milwaukee St. between Fair Oaks Ave and Highway 51. The planning area, which abuts the Eastmorland and Worthington Park neighborhoods, contains several major commercial sites, including Woodman's Food Market, the US Post Office and the Swiss Colony warehouse. Milwaukee St. is also home to Madison Metro Transit's East Transfer Point, used by 15 bus routes providing the surrounding area with some of the highest levels transit service in the City. North of Milwaukee St., the planning area transitions from urban to natural, with Starkweather Creek, wetlands and approximately 100 acres that will be preserved as open space. The plan is anticipated to be completed by the end of 2018. Please join me and Eric Peterson for a neighborhood meeting where we will hear about Mr. Peterson's proposal to open a brewpub and restaurant at 2438 Winnebago Street. The establishment would have a 2500 square foot production area for brewing/storage, 1800 square foot dining area, 200 square foot bar, and approximately 1000 square foot patio with outdoor seating. Hours of operation would vary, with an earliest opening time of 9:00 a.m. and latest closing time of 2:00 a.m., per brewpub regulations. Estimated capacity is 120 indoors, 40 outdoors. In addition to the State-issued brewpub license, Mr. Peterson has also applied for Class B Beer and Class C Wine licenses from the City of Madison. The Alcohol License Review Committee will consider his application at its meeting on April 18.

The owners of Working DraftBeer Co., 1129 E. Wilson Street, have applied for a Conditional Use Permit to allow outdoor seating. The outdoor space would be adjacent to the taproom, be designated as a non-smoking area, and have no amplified music. Current capacity is 99; the proposed outdoor area would have a seated capacity of 40.
