Highlights: The ALRC is reviewing separated licenses on Wednesday and possibly Thursday in advance of the June annual renewals. Unfortunately the agendas have not yet been posted in legistar so it's not clear what entities, if any, have been separated. The MPD Policy and Procedure Review Ad Hoc Committee meets on Thursday and may have a new member if the appointment is approved at Tuesday's council meeting. There may be discussion about the appointment but I welcome the attention to the important work of the Ad Hoc Committee has been tasked with.

Mayor Satya Rhodes-Conway announced last Wednesday that she is appointing Nan Fey to serve as the City's Director of Planning and Community and Economic Development (PCED) until a permanent replacement for the recently retired Natalie Erdman is hired. Nan has served on numerous city committees, boards and commissions, having been appointed by Mayors Bauman, Cieslewicz, and Soglin. An attorney by training, she became involved in City policy issues as a neighborhood advocate. Nan has been chairing the Madison Food Policy Council since its creation in 2012. She chaired the Plan Commission from 2005-12. Her first day in her office is May 20th. By City ordinance, a nation-wide search will be conducted for a permanent replacement for the position. I served with her on the Plan Commission as we were completing the Downtown Plan and was impressed by her organizational skills and thoughtfulness.

The Madison Water Utility has been conducting advanced testing of the city's 23 water wells looking for a class of chemicals known as "PFAS." New results show that four more city wells may have trace amounts of the chemicals. That brings the total number of wells where PFAS have been detected to ten. Nine wells have been found to be clear of all thirty PFAS tested. PFAS (or per- and poly-fluoroalkyls), are a widely-used class of chemicals found in non-stick cookware, water-resistant clothing, upholstery, carpeting, food packaging and firefighting foams. Thousands of types of PFAS compounds have been manufactured and many are still being used. The EPA has established a Lifetime Health Advisory Level for two types (PFOA and PFOS) of 70 parts-per-trillion. High levels of PFAS exposure have been linked to a variety of health concerns, including increased risk of some types of cancer. According to Public Health Madison Dane County, current levels of PFAS detected in Madison wells are not considered a threat to health. The latest test results show traces of the compounds at some wells located in residential neighborhoods, far from expected sources like airports, landfills and manufacturing sites. PFAS have been detected in wells on both the east and west sides of the city.

Items 4 and 5: the city and the LLC have had a lease for 2304-2308 Atwood and 2318 Atwood for several years because the LLC's buildings and/or part of their parking lots are in the city right of way, (the East Rail Corridor is now known as the Capital City Bike Path).  There are maps showing the proposed reduction for the leasable area for each parcel. There is also a locator map linked in #5 is a aerial view that shows the encroachment.  

 

6. 55457 309 Clyde Gallagher Avenue; 6th Ald. Dist.: Consideration of a conditional use in the Suburban Residential-Varied 2 (SR-V2) District for a management office for an existing residential building complex.

 

Staff report: The applicant, Meridian Group, Inc., proposes to formally establish an on-site management office for an existing residential building complex. The 3.93-acre property has been operating as a residential building complex, with an accessory management office, since 1995. According to the applicant, a first-floor two-bedroom unit within an eight-unit building in the complex is used as a management office to meet with tenants, sign paperwork, process applications, collect rents, submit maintenance requests, meet with members of the neighborhood resource team, and other general office activities. City Building Inspection was recently made aware of this operation, which requires a conditional use in the Suburban Residential – Varied 2 (SR-V2) Zoning District. Since a conditional use approval was never granted, this application is intended to bring the property into compliance with Zoning Code requirements. According to the letter of intent, the hours of operation for the office are Monday through Friday 7:30 AM to 4:00 PM. The applicant is not requesting any changes in operation and wishes to continue as a legal conditional use.

 

Upcoming Matters - June 10, 2019

 

- Zoning Text Amendment - Creating Secs. 28.130 and Sec. 28.151 and amending Sections 28.151, 28.061, 28.072 and 28.082 to amend the definition of "Use, Accessory," create a new use category, "Use, Incidental" and create a new use "Incidental Alcohol Sales."

 

I am sponsoring this zoning text amendment to allow for incidental alcohol sales for uses that do not typically allow alcohol, like light manufacturing/food production with a retail component for example.

MADISON POLICE DEPARTMENT POLICY AND PROCEDURE REVIEW AD HOC COMMITTEE

GREGORY W. GELEMBIUK (6th A.D.)  - appoint to the position of Member. Mr. Gelembiuk is a scientist in the field of evolutionary biology, ecology and genetics. In addition, he has a background in public health models for public safety and is a member of the Community Response Team - a group of concerned Madison citizens working on policing and public safety issues. Mr. Gelembiuk succeeds Christian Albouras.

Last week the Council approved and I supported the substitute resolution to reduce the membership of the MPD Policy and Procedure Review Ad Hoc Committee from 15 to 13 members (instead of 12 as proposed in the original resolution). I support Dr. Gelembiuk's appointment to the Ad Hoc Committee which is composed of residents only.  Gregory has been engaged in District 6 and community-wide discussions around best practices for police since c2013.  Several alders have attended Ad Hoc Committee meetings over the 3+ years of its existence.  I have tried to attend meetings as often as I can, to show support and provide help if needed. At EVERY meeting I attended, Gregory was there, with prepared remarks and documentation that was on topic. His research skills and training as a scientist have already added incredible value to the discussion of the committee and I am confident that his appointment will help energize the committee as they enter the final slog of preparing their report to the Council. When the original resolution to reduce the committee to 12 members was referred to the Ad Hoc Committee, members recommended the appointment of Dr. Gelembiuk and asked for the substitute. The Ad Hoc committee voted unanimously in support of their request.
