Capital Times:  "How Many New Apartments does Madison Need?" January 26 6:30p High Noon Saloon

A recent report from the Housing Strategy Committee says more than 1,000 new apartment units will be needed each year to keep up with current demand in Madison. The Cap Times is sponsoring a panel to discuss the topic. Cap Times reporter Bryna Godar, who covers city politics and frequently writes about housing and development, will moderate the panel. The event will start with a meet-and-greet at 6:30 p.m. with the discussion starting at 7.

• Otto Gebhardt, founder of Gebhardt Development, whose projects include The Constellation and Galaxie apartments
• Andra Ghent, associate professor in the Department of Real Estate and Urban Land Economics at UW-Madison's School of Business
• Carmen Goséy, legislative affairs chair for Associated Students of Madison
• Brenda Konkel, executive director of the Tenant Resource Center and a former City Council member
• Marsha Rummel, alder for Madison's 6th District, located on the isthmus.
The following are highlights from District 6 happenings beginning in Marquette and out to Schenk Atwood Starkweather Yahara, Union Corners and Worthington Park.

The Marquette Hotel 412-414 S Baldwin St

James Montgomery, owner of 412-414 S Baldwin St (former home of Children's House daycare), proposes to construct a boutique hotel with a total of 11 guest rooms, two of which would be in the existing structure at 412 S Baldwin and 9 would be built in a new adjoining three story addition. The addition would also include a small café, capacity 25, to serve patrons and neighborhood residents. A small kitchen would be located in the basement. Many of the bakery and other prepared items would come from the Marquette Café's sister café, the Mermaid Café at 1925 Winnebago.

A neighborhood meeting was held on October 27 and there was general support for the boutique hotel concept. The attendees asked the owner to provide a plan for off-street parking.  The owner will present a parking plan as part of his formal application to the city, expected in early 2016.

Marling 1801 E Washington Ave

Campbell Capital Group, LLC propose a mixed use development project at the Marling Lumber Company site, 1801 East Washington Avenue.  The proposal is for 2 two- to four-story mixed-use buildings wrapping a five-story parking garage.  There would be two stories along E. Main Street, three stories along the river, and four stories on E. Washington Avenue.  The first floor on E. Washington Avenue would include over 20,000 square feet of commercial space.  There would be a total of 232 apartments, and the parking garage would have 334 stalls. A neighborhood meeting held on September 30. City staff was on hand to share their concerns with lack of conformance to the Capital East BUILD Plan for Traditional Employment zoning.

They will be submitting a formal application for rezoning, demolition, conditional use and development in Urban Design District 8. They will show more architectural details at that time. They have submitted an application to the Landmarks Commission for their December 14th meeting to seek an advisory opinion because they are proposing to construct a building adjacent to the landmarked Yahara River Parkway.  The project will be at the January 13 Urban Design Commission and January 25th Plan Commission meetings.  The developer will seek an amendment to the Capital Gateway Corridor Plan to change the zoning designation to Community Mixed Use from Traditional Employment.  The MNA and SASY preservation and development committees are working together on this proposal. Stay tuned for a neighborhood meeting sometime in January 2016.

Cosmos  800 S block E Washington Ave

In July, Otto Gebhardt and his team reported to the Capitol East District Committee that instead of building one building, they propose to divide the 800 block South E Washington Ave lot into two parcels. Gebhardt will build one structure with office, a 2300 person capacity music venue, culinary center, retail and a rooftop event space.  American Family will finance and construct a separate structure that will house Starting Block Madison and office space for AmFam.

MGE and the city are currently discussing a draft agreement for the use of MGE's property at Livingston and E Main St to build a city owned and operated 400 stall parking structure to serve the Capitol East District.

The adopted 2016 capital budget authorizes $1.5M for Starting Block and $7M for a parking structure. The music venue will not receive any TIF funding. Mr. Gebhardt was selected by an RFP process in November 2014 to construct an office and retail building to house the business incubator Starting Block.


702-706 Williamson St.

In May 2014, Marty Rifken received Landmarks Commission and Plan Commission approval to demolish 706 Williamson (former home of Flux Mopeds) and construct a six story building. Earlier this summer, the applicant agreed to sell the parcel to Eric Fleming who came to Landmarks Commission on November 2 to show modifications made to the design to satisfy the conditions of the Plan Commission approval. Mr. Fleming has reduced the number of units, increased the number of parking stalls, changed the building footprint, added windows to previously interior bedrooms, and changed building materials and building construction methods. The project will be at Plan Commission in January.


722 Williamson St.

Stayed tuned for news of a new developer for this site. Save the date: January 7 for a neighborhood meeting, place TBD.


906-910 Williamson St

The project was approved by the Plan Commission Oct 15 2015 to demolish the existing single-family home and construct a new, four story mixed-use building with 25 units and 25 underground parking stalls with 4400sf of ground floor commercial space. The façade along Williamson will be three stories and the fourth floor stepped back at 30'. There is no designated parking for the commercial tenants(s). Louis Fortis, the owner, has agreed to subsidize two units as affordable at less than 80% of area median income. Atop the third floor roof, the building includes a green roof with usable open space.


1938 Atwood Ave                      

Stay tuned for information about an upcoming neighborhood meeting about Joe Krupp's proposal to construct a four-story mixed use building with 74 units on Atwood between 1st and 2nd Streets in the Monona State Bank accessory parking lot.

Solstice House - 2649 Milwaukee St

SOAR Case Management Services,  a neighborhood based agency, received  Plan Commission approval on November 16 for a conditional use permit to convert a two-story, three bedroom single-family residence into a peer-run respite center for individuals to receive peer counseling during a mental health or substance abuse crisis. Up to 3 "guests" may stay a maximum of 5 nights while receiving support from the facility. The concept of a residential peer-run facility is a relatively new model in Madison.

2087 Atwood Ave

Located between Monty's Blue Plate Diner and United Way, this proposal by Joe Krupp received a conditional use permit at the Plan Commission November 2 to demolish the existing building and construct a new, four-story, mixed-use building with 36 underground parking stalls, first level commercial space and 30 upper level residential units.  

Union Corners

Gorman & Co.'s proposal to construct a five-story, mixed-use building with a grocery store and 100 apartments at the corner of Milwaukee Street and E. Washington Avenue was approved by the Common Council October 6.  Construction will begin in April 2016 with completion scheduled for July 2017.

 Fresh Thyme, a grocery store, will anchor the corner.  Gorman will construct 192 underground and 49 surface parking spaces.  The primary parking for the grocery store will be located below the store, with escalators, a dedicated elevator, and cart escalator(s) to convey customers from the parking area to the grocery entrance. The plans also include an outdoor pavilion, an art wall along Milwaukee St and landscaping along the serpentine path that connects 6th Street to Milwaukee Street.

The two sister cohousing groups recently created a new entity, Union Corners Cohousing Inc, to work with Gorman to develop  co-housing for the 'triangle' parcel on the south side of Winnebago. Gorman has agreed to partially assign their option to purchase the parcel from the city to the co-housing group to let them pursue development options in 2016.

The UW Health medical office building, approved in 2014, is now under construction at 6th St.

Two mixed-use buildings at 2504 Winnebago containing first floor commercial space and 90 apartments were approved by the Common Council in February 2015. In April, the project was awarded WHEDA Section 42 tax credits to construct 76 of 90 units with rents affordable to people earning between 30-60% of area median income. Final design approval of the buildings by the Urban Design Commission occurred in October. Construction is scheduled to commence by the end of 2015.

In May 2014, the Common Council amended the General Development Plan after Gorman was selected in 2013 to redevelop the 11 acre site. A multi-neighborhood steering committee collaborated with Gorman and the UW Medical Foundation to shape the vision for the GDP. The Union Corners site was acquired by the City with Land Banking Funds for $3.3 million in December 2010.


Darbo-Worthington Park- Starkweather Neighborhood Plan

The city recently received a $15,000 grant from Dane County B.U.I.L.D. (Better Urban Infill Development) Program to perform a Health Impact Assessment (HIA) for the Darbo Worthington Starkweather Neighborhood Plan Study Area. Planning staff will hire a consultant to perform the assessment.

The selection of the 11 person committee is underway. Many qualified applicants have applied. More information about appointments will be available in a few weeks.
