Highlights this week: The Board of Estimates reviews several TIF related items on Monday. They will also take up the resolution to reimburse Chief Koval's legal fees after the PFC recommended to dismiss the charges against him. The PFC found one instance of violation of MPD's standards of conduct but felt they only had 'extraordinary' remedies available to them - suspension, demotion, or discharge - and determined that the incident did not warrant any of those actions. On Tuesday, City Engineering will be holding a Public Information Meeting about removal and replacement of deteriorating bulkheads and the installation of a canoe launch at Yahara Place Park. On Saturday, the CCOC Subcommittee on Police and Community Relations will begin to discuss draft recommendations.

9. 46519 Amending the 2017 Major Streets Capital Budget to reallign and appropriate $1,425,000 of TID 32 funding, $650,000 of Water Utility revenue bonds, and $1,000,000 of Sewer Utility revenue bonds to 2017 from out-years of the adopted CIP to allow for the contracting of planned street construction projects funded by TID 32 and associated Utilities. The Board of Public Works is scheduled to consider this item on 04/05/2017.

12. 46563 Approving the 2017 Neighborhood Grant Program recommendations made by the Staff Review Team and authorizing the Planning Division Director, Comptroller and City Attorney to execute grant agreements on behalf of the City

SASY and WPNA both received recommendations for grants. SASY will work with City staff to provide plans to enhance the public space at the Jackson St Plaza. WPNA received a grant for a Healthy Food Initiative and will work with City staff to assess neighborhood support for a farmers market or community garden.

15. 46571 Authorizing the City to reimburse legal fees to Chief Michael C. Koval, as allowed under Sec 62.09(7)(e), Wis. Stats., and, amending the 2017 Adopted Operating Budget to appropriate $21,953 from the Contingent Reserve to Direct Appropriations.

18. 46538 Amendment to RES-16-00238 Authorizing the Mayor and City Clerk to execute a development agreement to fund a $565,000 Tax Incremental Finance Loan to assist in the development of an affordable housing redevelopment project located at the former Madison Dairy property in the proposed Project Plan and Boundary Amendment area of TID #36 (Capitol Gateway).

20. 46618 Consideration of a Jobs TIF Gap Analysis Waiver request from Extreme Engineering Solutions, seeking a $595,000 Jobs TIF loan within the boundary of a new, proposed TID #47 - Silicon Prairie.

Yahara Place Park Public Information Meeting

The City of Madison, Engineering Division, will be holding a public meeting to discuss the removal of three deteriorating steel bulkheads on the Yahara Place Park shoreline. The proposal is to replace two bulkheads with rock riprap and one with a canoe launch. The proposed launch will be made of cut limestone steps 20-feet in length, similar to the launch upriver of the Rutledge St. and Riverside Dr. intersection on the Yahara River.
 
The project will be completed during the summer of 2017. Exact timing will be determined by contractor availability. The public input meeting will be held to discuss the proposed project with the community and respond to any questions or concerns.

Staff is aware of the dates of the Watefront Festival.
