Highlights: The Goodman Community Center's proposal to construct an addition to the Brassworks building and the related proposal to reconfigure Madison Kipp's parking lot to make room for the addition are before the Plan Commission on Monday. Both the Public Safety Review Committee and Equal Opportunities Commission will take up the final recommendations of the President's Work Group on Police and Community Relations this week. I am organizing a neighborhood meeting about the alcohol license application for Hail Mary's Sports Grill on Tuesday at their location at 401 E Washington. On Wednesday, I will be co-hosting the Darbo-Worthington-Starkweather neighborhood plan open house with city planning staff at the Salvation Army.  Also on Wednesday, the Capitol East garage design will be at Urban Design Commission.

16. 46995 Authorizing the Mayor and the City Clerk to execute an agreement with Mead & Hunt for an Existing Facility and Life Safety Assessment, including conceptual design documents, maintenance plan, upgrade plan, phasing and capital budget planning of the Metro Transit Bus Barn at 1101 East Washington Avenue. 


The proposed resolution authorizes the agreement with Mead & Hunt for an assessment of Metro Transit's existing bus barn facility at 1101 East Washington Avenue at a a total cost of $276,854. Funding for the assessment services is established within Metro's Facilities Repairs and Improvements capital program which funds major building repairsand improvement costs on an ongoing basis (MUNIS 85002).  Funding for the total assessment cost is split 80% Federal funds and 20% GO borrowing.?


17. 47008 Authorizing the Mayor and Clerk to enter into a three-year sole source agreement with Municipal Code Corporation for an upgraded version of the City's online ordinance service, Municode.


The City uses Municode, a service of the Municipal Code Corporation (MCC) to provide an online service for the Madison General Ordinances (MGO). The City's version is outdated and the 2017 budget authorized updating the software. With the proposed upgrade, Municode has offered to include such features as the ability to search, do internal cross referencing, view prior versions of an ordinance, and to post online any newly-adopted ordinances in between revisions/updates with links to access the adopted ordinance which will be updated monthly.  This should make searching more user friendly for everyone.


21. 46792 Seeking Common Council approval of the 2017-2018 Arts Grants awards funding as recommended by the Madison Arts Commission.


Cycropia Aerial Dance, Friends of Sid Boyum and Central Park Sessions are among the grant recipients.


22. 47007 Executing a Purchase of Services contract with Legacy Architecture, Inc. to assist in the preparation of the Historic Preservation Plan and associated activities.


The adopted 2017 Capital Budget for the Planning Division includes a $150,000 transfer from the General Fund for the Historic Preservation Plan (Project # 10064). The adopted 2016 Capital Budget accounts for a direct appropriation of $100,000 carried over from 2015. Although some background work for this project occurred in 2016, there were no expenditures and that amount was carried over into 2017, resulting in a total of $250,000 being available for this project in 2017.


Fairly soon, we will reconvene the Landmarks Ordinance Review Committee for part 2 of the update of the Landmarks Ordinance. There will be one new alder serving on the committee to replace a member who is no longer on the council. This is an all alder committee. We will work with the consultant to establish a review process for the city's five historic district ordinances among other things.


26. 47034 SUBSTITUTE - Authorizing (a vendor to be identified by May 2, 2017) Sankofa Behavioral & Community Health Inc. to provide Housing-Focused Street Outreach Team services - that will include identifying, engaging and connecting chronically homeless persons to local support services and systems with the primary goal of facilitating their entry into stable housing.

5. 46630 Consideration of a conditional use parking reduction to allow an existing building to be converted into a community center at 214 Waubesa Street; 6th Ald. Dist. 


The applicant, the Goodman Community Center, is proposing to construct a large addition to the portion of the existing Brass Works building that they will preserve. The facility will serve as an annex to their current 149 Waubesa Street facility and provide space for an expanded teen center, office and a rentable space. As there is no parking provided on site, a parking reduction has been requested by the applicant.  


With the additional 5,300 square?feet of property, the GCC proposes to renovate the building's older two?story, portion to the northeast which has a roughly 5,700?square?foot footprint, and demolish the building's newer, one? story, portion to the southwest which has a roughly 4,000?square?foot footprint. Next GCC proposes to construct a two?story addition with a footprint of roughly 8,300 square?feet in its place. When completed, the proposed building will have nearly 30,000 gross square?feet of program, office, storage, and facility rental space on three floors (including the basement).  


Regarding available off?street parking in the surrounding vicinity which can be used for event as well as overflow parking, the GCC has had, and plans to maintain, a formal agreement with the Madison?Kipp Corporation, who owns the parking lot immediately to the south. This agreement allows the GCC to use six stalls during the day (the GCC currently park and plans to continue parking their vans in these stalls), and the entirety of the lot's 48 stalls starting at 4:30 pm on weekdays and all day on the weekends. Three other large surface parking lots in the vicinity, which will provide stalls for overflow and event needs, are the roughly 65?stall Madison?Kipp lot located on the eastern side of the Madison?Kipp facility located across Waubesa Street from the subject site, the roughly 75?stall Madison?Kipp lot located to the east and across the railroad tracks from the existing GCC facility, and the 50? stall lot located to the west across Corry Street behind St. Bernard's Catholic Church. The GCC also has formal agreements in place with St. Bernard's Church as well as Madison?Kipp detailing the use of these lots. While the GCC has the Church's approval to use all 50 stalls at any time (unless notified otherwise by the Church about a specific event), the GCC is required to request approval from Madison?Kipp to use lots "B" and/or "C" [see parking lot maps in staff report].?


6. 46631 Consideration of a conditional use for a private parking facility at 201 Corry Street; 6th Ald. Dist.

The applicant, Madison-Kipp Corporation,  proposes to construct a 43?stall private parking facility to serve its industrial facility at 201 Waubesa Street, located immediately across Waubesa Street to the east. The parking lot is being realigned in order to reapportion land to the site to the northeast. Doing so will enable the Goodman Community Center to construct an addition to the site's existing building.  

By realigning the parking lot, the land will be better utilized and the roughly 5,300 square?feet of property that will be acquired by the lot to the north, which was recently purchased by the Goodman Community Center, would enable the Center to construct a large addition to the portion of the existing Brass Works building that they propose to preserve, and importantly, enable the proposed building to comply with the Zoning Code's site setback requirements.  ?

Hail Mary Sports Grill neighborhood meeting

Please join me for a neighborhood meeting where we will learn about owners Daniel Mijal and Caleb Percevecz's proposal to open Hail Mary Sports Grill at 401 E. Washington Avenue, former location of Bellini Italian Restaurant. 


The owners have applied for a Class B Combination Liquor & Beer license. Proposed hours of operation are Monday-Thursday, 11:00 a.m.-12:00 a.m.; Friday, 11:00 a.m.-1:00 a.m.; and Saturday and Sunday, 9:00 a.m.-1:00 a.m. The estimated capacity of the establishment is 225, which includes an outdoor patio. 


There will be a public hearing at the Alcohol License Review Commission on Wednesday May 17, at 5:30, and at the first Common Council meeting in June.

As part of the Plan Commission approval of the Homeless Day Resource Center, the need for covered bus shelters was identified to serve this transit dependent population. This authorizes TIF funding to pay for the improvements.
