Highlights: Finance Committee is Wednesday since the Mayor will be out of town earlier in the week, among other things we will consider establishing the long awaited percent for art fund and creating an emergency fund to help service providers who are engaged in peer support with funds to help families deal with gun violence. Later on Wednesday I will hold a neighborhood meeting on a proposed hotel on the 900 block of E Washington and on Thursday I will hold another meeting to hear from the owners who wish to demolish 1129 Williamson St. and build a two-story two-flat apartment building.

2. 47316 Establishing the Oscar Mayer Strategic Assessment Committee and amending the 2017 Adopted Capital Budget to appropriate $50,000 in additional GO Borrowing for the project.


The proposed resolution increases funding for the Oscar Mayer sub-area plan. The increased funding will be used to support consulting costs to conduct a strategic assessment of the area prior to beginning the land use and zoning process. The 2017 Adopted Capital Budget was amended at the Council phase to include $100,000 for a one-year planning process to develop recommendations to inform future land use decisions. If adopted, this resolution will increase the total available funding for the project to $150,000.

6. 47273 Creating Section 4.30 of the Madison General Ordinances to create a program for funding public art projects for certain public works projects. 

DRAFTER'S ANALYSIS:  This ordinance would create a program for funding public art projects whenever the City invests in a capital project meeting the criteria set forth in the ordinance. The ordinance would apply to certain enumerated public works projects whose anticipated construction costs exceed five million dollars.  The funding for the arts would be in addition to the project budget and would not come from nor reduce the original project budget itself. Project budgets would be increased under this ordinance. The ordinance requires that an additional one percent be added to an eligible project's budget (by GO funds) for expenditure on art development at the project. The ordinance would allow, with Common Council approval, the expenditure of such funds at a site other than the eligible project under certain limited criteria and it would allow for the deposit of some or all such funds into the Art Aggregated Fund (for new art projects) or the Art Maintenance and Conservation Fund (for conservation and maintenance of the City's Art).  These two segregated funds are established by this ordinance. The ordinance also allows the Common Council to reduce the amount of the arts funding under extraordinary circumstances but prohibits the complete elimination of this funding for the arts. The ordinance would also require that artists funded under this program waive any Visual Artists Rights Act (VARA) applicability so that the City has complete ownership and discretion over the location, display and maintenance of artwork acquired under this ordinance. The Arts Program Administrator shall file an annual report, with the Capital budget, that addresses the implementation of this ordinance.  The ordinance would become effective beginning with eligible projects that are first let two years after the passage of the ordinance.


9. 47352 BY TITLE ONLY - Amending the 2017 Budget to authorize up to $50,000 for short term crisis response from the violence reduction peer support appropriation.

From the draft:

WHEREAS, people impacted by violence often experience crises simultaneously which may include injury or death, eviction, medical bills, job loss, lack of access to transportation, disruption to existing safety or other supports and other family emergencies; and 

WHEREAS, families impacted by violence may require funds to secure resources, goods or services to address basic needs and increase family and community stability including bus passes, clothing, emergency phones, food cards, medications or emergency housing; and 

NOW THEREFORE BE IT RESOLVED, the Common Council allocates $75,000 for an anti-violence emergency fund to address the needs of families impacted by violence.

Please join me for a neighborhood meeting where we will hear about Curt Brink and the Korb family's proposal for a 144 room hotel at 901 E Washington, on the corner of E Washington and S Paterson. The proposal incorporates the historic five-story Kleuter warehouse building with a five-story attached addition constructed behind it. The building was built in 1915 by prominent local architect Alvin Small.

Please join me for a neighborhood meeting where we will learn about 1139 Williamson LLC's proposal for the development of a new two-story (with basement) two-flat apartment building at 1139 Williamson Street. The project would involve demolition of the existing structure and site improvements. Each apartment is anticipated to be three bedrooms, and two surface parking spaces are planned. The project will require Landmarks and Conditional Use approvals. ?It is zoned TR-V2.
