Highlights: The Public Market Development Committee will discuss the conceptual architecture for the public market at a special meeting Monday. On Tuesday the Common Council Exec Committee discusses two proposals for how to approach the structure of the Common Council in advance of 2020 redistricting.
Currently the position of alder is part time with a salary of about $12,000/yr. The Madison Common Council has 20 districts which is larger than comparable cities. We have a robust city committee structure with approximately 98 permanent and ad hoc committees powered by resident volunteers and alders. The Council is staffed by an administrative assistant, secretary and a legislative analyst and is in the process of hiring a Chief of Staff for the first time. The Mayor has a staff of 11. We have a strong Mayor system where the Mayor is the CEO and directs daily operations of the city, prepares the annual budget and has veto power over legislative actions. As the city grows, Council members have struggled to manage all the demands on their time given that the majority have a full time job in addition to their alder duties. We have been seeking ways to build our capacity within the current system by adding staff and reviewing pay and benefits in order to make running for office more appealing to a more diverse segment of residents. Alders and the Mayor have both made proposals to create a process to review local governance and make recommendations for the future. There is some overlap and shared values but also differences in approach. The Mayor wants a 17 person committee composed of 15 residents and 2 alders. Alder Eskrich is the main sponsor (I am a co-sponsor) of a smaller committee with 4 alders and 3 citizen experts that includes an active public engagement process. Tuesday is the first discussion of how we want to organize our local democracy. Presumably whatever approach is adopted will look at maintaining a part time 20 person council, a smaller full time council, or something in between and look at the standard and unique duties of the Mayor in our current system. Also on Tuesday is a special Council presentation on Human Trafficking in Madison. At the Council meeting Tuesday, Chief Koval gives his first quarterly report, the reports are one of the recommendations of the President's Work Group on Police and Community relations. The report should be in legistar soon. At ALRC Wednesday, several Atwood area alcohol licenses are being proposed.

Madison Police Detective Roger Baker and Jan Miyaski, Executive Director of Project RESPECT, will present information to members of the Common Council on human trafficking in the city of Madison.
What is Human Trafficking? Human trafficking is the recruiting, enticing, harboring, transporting or obtaining a person for the purposes of commercial sex through fraud, force or coercion. Its usage has increased in recent years as people in law enforcement and social service have sought to draw a distinction between prostitution in which the person selling sex is more or less freely choosing to do so and the more common situation in which a pimp is controlling and profiting from the person who is delivering the sex. What is Project RESPECT? Project RESPECT is a women's center that provides advocacy, case management, counseling, crisis intervention, transitional housing and peer support group services for women with prostitution histories that have changed or want to change their lives. We provide a safe and non-judgmental place to meet and talk with other women with similar histories. We assist women to have increased options available to them and reach their goals. Women served include: survivors of domestic violence, sexual assault, childhood sexual abuse, women with chemical dependency and vocational issues.

Jolynne Roorda provided this information: Arts + Literature Laboratory (ALL) is a nonprofit contemporary art center that has been open for the past year and a half. Our core programs are monthly art exhibitions in three galleries, the monthly Watershed Reading Series, write-ins, craft talks and other professional development programs for writers and artists, performances, a lending library of small press publications, and various arts outreach programs like Bike the Art and CSArt Madison. ALL is a community arts organization that primarily serves emerging local and regional artists. Most of our programming is free or low-cost. We have applied for a beer license so that we can serve and sometimes sell beer at some of our events. It will involve low quantities and limited time periods (specific events only, generally between 7-10:30pm). We're an arts organization first and foremost. Having a beer license would be for the benefit of arts patrons who like to have a beer during an evening out enjoying the arts, and it would provide a small amount of additional income to help support our programs.?

There was some community push back about the city and county initiatives to name the CCB after President Obama because it includes the Dane County Jail where a disproportionate number of African Americans are incarcerated. County Sup Sheila Stubbs introduced Res 151 to do a community survey. Alder Baldeh who serves on the committee and was the lead sponsor for the city resolution, legistar 47713, will likely ask for the city version to be placed on file and wait for community input before taking further action.
