Highlights: Following the regular agenda, the Finance Committee will get presentations from city agencies about the 2018 Executive Operating budget on Monday and again on Tuesday. The budget includes funding to open the new  Midtown Police station and funding staff for the new Fire Station #14, and reauthorization of  the 400K for peer support programming and crisis intervention services to address violence. The Mayor is also proposing to reallocate two vacant Public Health positions to create two new positions to develop a public health approach to address the root causes of violence, it will be a hybrid model utilizing best practices from the Cure Violence and Cardiff models. The initiative to develop a strategic management approach for city policy goals and measurable outcomes continues with the proposed creation of a Strategic Management Coordinator position in HR. The reorganization of the Transportation Dept begins next year and the budget includes partial year funding for hiring a new Director of Transportation. For city workers, the budget continues the multi-year phase in of $15 minimum wage for all entry level jobs and adds funding for health insurance coverage for domestic partners recently repealed by the Governor and State Legislature. One of the items not included in the Mayor's Executive budget is additional funds for the Beacon, the County led homeless day resource center opening later this month. I predict there will be a budget amendment for this item. The Mayor's proposed budget increases taxes up to 2.67 percent on the average value of a home. State levy limits allow a maximum increase on taxes of 3%. 


On Wednesday, the first of the local historic district meetings will be held as part of the Historic Preservation Plan and ordinance updates. I hope to see residents of First Settlement and Mansion Hill at the Senior Center.

5. 49016 Authorizing the Mayor and Chief of Police to accept an USDOJ FY2017 Byrne Criminal Justice Innovation Implementation grant award for $850,000 for two years to address crime and socio-economic drivers of crime within the Raymond Road Corridor; and amend budgets accordingly


The City of Madison Police Department received a USDOJ Byrne Criminal Justice Innovation (BCJI) planning grant in 2015 for the Raymond Road corridor of neighborhoods, including Meadowood, Theresa Terrace and Park Edge/Park Ridge. MPD worked in collaboration with grant partners project coordinator Common Wealth Development and researcher Dr. Jeffrey Lewis, to engage neighborhood residents to discuss public safety concerns and their underlying causes, and create a plan to address them. The "Southwest Madison, A Safe and Beautiful Place" was developed and submitted to the USDOJ, Office of Justice Programs, Bureau of Justice Assistance as part of the 2017 BCJI implementation grant application and, recently the DOJ awarded MPD a $850,000 implementation grant for a two-year period. 

Congratulations to Common Wealth, the local nonprofit community development organization born on Willy St and doing transformational work in our city!


7. 49064 Amending the terms of a $300,000 CDBG loan to be made to the Wil-Mar Neighborhood Center, Inc.


A technical adjustment to the terms of the loan.


9. 49065 Authorizing the use of up to $120,000 of CDBG funds to implement neighborhood improvement projects which address objectives identified in the Darbo-Worthington-Starkweather Creek Neighborhood Plan; and authorizing the Mayor and the City Clerk to enter into agreements with agencies to implement the projects.


The CDD's Adopted 2017 Operating Budget authorized the use of up to $60,000 of CDBG funds for the implementation of eligible projects in the Darbo-Worthington-Starkweather Creek Neighborhood (DWS) Plan's three neighborhoods. Up to an additional $60,000 was included for the same purpose in the CDD's submitted 2018 Operating Budget. Neighborhood residents selected the following four projects, which (A) address implementation priorities among those identified in the Plan; and (B) were determined to be eligible for CDBG funding:

1.   Improvements to Worthington and Reger Parks, to be implemented by the City's Parks Division for up to $55,000 in federal CDBG funds; and, 2.   Improvements to Starkweather Creek, to be implemented by the City's Engineering Division for up to $35,000 in federal CDBG funds; and,  3.   Installation of energy efficient street lights in the Worthington neighborhood, to be implemented by the City's Traffic Engineering Division for up to $10,000 in federal CDBG funds; and, 4.    Installation of a new community garden in the Darbo Worthington neighborhood, and improvements to the St. Paul community garden, to be implemented by Community GroundWorks, Inc. for up to $20,000 in federal CDBG funds.?


11. 49034 Authorizing the allocation of up to $4.35 Million from the Affordable Housing Fund to support two development projects, selected as part of a City Request for Proposals (RFP) process, that would involve the construction of approximately 175 units of affordable rental housing in Madison, Wisconsin, and authorizing the Mayor and City Clerk to execute loan agreements with the developers of those projects. 


Fiscal note: The 2018 Executive Capital Budget includes $4.5 million of new funding for the Affordable Housing Fund. In addition to the newly authorized appropriation anticipated for 2018, $2.7 million from the 2017 allocation is not committed due to projects that did not receive funding through the WHEDA process. Between the 2017 and 2018 allocations there is $7.2 million available for projects to participate in the application process for WHEDA Low-Income Tax Credits in their spring 2018 process. This resolution, if adopted, will allocate funds for the two projects outlined below. Collectively these projects will result in approximately 175 units of affordable rental housing.
· Up to $1.35 million - Stone House Development, Inc., or an affiliate LLC for Fair Oaks Apartments (134 S Fair Oaks)
· Up to $3 million - MSP Real Estate, Inc., or an affiliate LLC for The Grove Apartments

G.1. 49111 Proposed changes to Metro's paratransit service.  Public Hearing item: Members of the public are allowed five minutes to speak.


Metro paratransit services will be changed due to the loss of $3.9M in federal Medicare funding associated with implementing Family Care in Dane County. Paratransit services will be provided through contracts between Madison Metro and private transportation vendors. A proposed increase in the ride fare from $3.25 to $4.00 and replacing door-to-door service with curb to curb service are also part of the proposed changes.


H.3. 48264 Amending Section 11.06(10)(a)2. of the Madison General Ordinances to remove the requirement for public passenger vehicles to mark current rates of fare on the exterior of the vehicle if a fare is provided to the passenger prior to departure.

Public input meeting scheduled for October 18th at 7 PM at Olbrich Botanical Gardens to learn about the project plans for Olbrich's first dedicated education  space and new, efficient greenhouses.


Central Park – Near East Status: Complete The City has purchased the lands previously owned by the Sands Trust and submitted for reimbursement from the original earmark funding. The City will hire a consultant to manage the properties and to relocate the existing tenants. Once all the tenants are relocated the City will do a future project to demolish the buildings. 


Garver Feed Mill – East Status: Design Parks staff continues to work with the development team to resolve issues and work on obtaining final zoning approvals. City staff has contracted with SCSEngineers to provide environmental services including soil sampling and a material management plan for managing the contaminated soils onthesite.

8. 48643 Establishing a Plan for the Confederate Monuments in Forest Hill Cemetery.


Stay tuned for a joint meeting with EOC, Landmarks Commission and Parks Commission. This issue has been getting statewide and national attention after the violence in Charlottesville.


The resolution calls for the three committees to consider "the following three options with regard to the two Lost Cause monuments in Forest Hill Cemetery:  whether to take down and permanently remove the two Lost Cause monuments, whether to leave the monuments in place but alter the messages contained therein, and whether to leave one or both of the Lost Cause monuments in the Cemetery but erect a new monument providing detail of the false narrative of the Lost Cause and the role these monuments play in that effort."

Doug Strub of Future Wisconsin proposes to demolish the building at 3014 Worthington. Future Wisconsin purchased the c1965 multifamily 6 unit building in 2015. They want to turn the lot into green space, install picnic tables and grilling stations to serve residents of Eastpointe apartments, and construct an 800 square foot maintenance shed which will match the apartment buildings in appearance. Postcards will be sent to nearby neighbors with details about the location of the meeting once it is confirmed.
