Highlights: 131 S Fair Oaks (Kessenich's site) is at Plan Commission Monday for demolition and approval of 5 story mixed use building. Also Monday is a presentations by RFP applicants for peer support program funds at Community Services Commission with a decision at a meeting Wednesday. I am scheduling a neighborhood meeting Monday for Blue Agave at 6:30p at 117 S Butler to meet the new owners and hear their plans for  the restaurant and lounge. Also there is a public meeting to learn more about the new Pinney Library on Monday.  At the Common Council Executive Committee Tuesday there wll be a presentation by Madison Area Sports Commission and representatives of the Ho-Chunk Nation to share an update on a proposal for a multi-use facility on land owned by the city and the Nation. At 5:30 Tuesday there will be a special presentation to the Common Council from Steve Steinhoff on the CARPC planning initiative called A Greater Madison Vision to look at the region's growth in the next few decades. At Tuesday's Council meeting is the companion ordinance to the Darbo-Worthington Starkweather neighborhood plan to allocate $120K CDBG funds to approved projects, a public hearing on the 2018 Executive Operating budget, and a resolution to allocate city Affordable Housing funds to two projects including 134 S Fair Oaks (Fair Oaks Nursery site) in advance of application for 2018 WHEDA Section 42 tax credits. At ALRC Wednesday is Blue Agave's Class B and Entertainment license application as well as the Willy St Coop East's application for a Class A liquor license (packaged beer and cider). Finally on Wednesday is a neighborhood meeting about the proposed demolition of 3014 Worthington.

11. 48780 Consideration of a conditional use for a restaurant-tavern tenant in a multi-tenant commercial building in TE (Traditional Employment District) zoning at 600 Williamson Street; Third Lake Ridge Historic Dist.; 6th Ald. Dist.

From the staff report: The applicant, Zhu Zhu of Forworld LLC, proposes to establish a poke restaurant-tavern within Gateway Mall, which is an existing multi-tenant commercial building. Per the Zoning Code, this is considered a conditional use in the TE (Traditional Employment) Zoning District. According to the Zoning Code, a restaurant-tavern is any establishment in which meals are provided and fermented malt beverages or intoxicating liquors are sold for consumption upon the premises. The applicant expressed their intention to sell both food and alcohol at their establishment and is in the process of obtaining an alcohol license. The restaurant will primarily serve poke, which is cubed, raw fish on top of rice or baby greens, along with some fully cooked items. The applicant proposes to operate Monday to Sunday from 11:00 am – 9:00 pm. Poke Poke will have three employees and capacity for approximately 20 patrons. No exterior changes to the building are proposed. According to the letter of intent, deliveries will occur every three days in the early morning or late at night, and will be delivered through the main entrance. ?

Blue Agave liquor license application neighborhood meeting

Alder Verveer and I are holding a joint neighborhood meeting where we will hear about Sandra Alamilla Lopez and Jose Mata's plan to open Blue Agave a restaurant and lounge, at 117 S Butler St, formerly the Bayou. Blue Agave will open at 11:00 a.m. daily and close at 10:00 p.m., Sunday through Tuesday; 1:00 a.m. on Wednesdays; and 1:30 a.m. Thursday through Saturday.  The owners' applications for a Class B Liquor License and an Entertainment License (21+) will be considered at the October 18 Alcohol License Review Committee meeting.?

5. Partner reports a. Dane County including update on dredging project

County Executive Parisi presented this project to the Common Council earlier this year as a way to remove "legacy" phosphorus. From a 2016 newspaper article: A county study found that even if no additional nutrients washed off the farm fields -- something nobody expects -- stream bottoms by themselves for the next 60 years would ooze phosphorus into the lakes at levels exceeding the maximum now allowed under state law.The findings spurred County Executive Joe Parisi to propose a $12 million project to remove 870,000 pounds of phosphorus from 33 miles of waterways, a first step in dealing with so-called "legacy" nutrients that he hopes will become a statewide model.

Handout in legistar: In 2014, Ho-Chunk Gaming Madison (HCGM) engaged Urban Assets to identify potential uses for the 47-acre property surrounding the existing gaming facility. Early interviews with Madison-area public and private sector leaders revealed the opportunity to create a "destination entertainment district" that would include a variety of gaming, entertainment and recreational uses.

Steve Steinhoff from the Capital Area Regional Planning Commission will present information on " A Greater Madison Vision", an initiative to develop a shared vision and plan for how the region grows in the next 2-3 decades. It is guided by a 40+ member Steering Committee of leaders from the public and private sectors. The Capital Area Regional Planning Commission provides staffing support as part of its statutory charge to prepare and adopt a master plan for the physical development of the region. The presentation will also cover outcomes from the "A Greater Madison Vision" values survey, their current public participation efforts and how they relate to Imagine Madison, the upcoming scenario planning process, and their desired outcomes for the initiative.

Please join me for a neighborhood meeting where we will hear about the Meridian Group's proposal for 3014 Worthington Avenue. The Meridian Group would demolish the existing apartment building and construct an approximately 800 square foot garage that would be used as a maintenance workshop area. They would also install a concrete pad with charcoal grills and picnic tables adjacent to the new garage. The area around the garage and concrete pad would be landscaped with shrubs and perennials consistent with the plants around the other existing buildings. The remainder of the lot would be greenspace.
