D6 Items of Interest Week of November 20, 2017

Highlights: The Thanksgiving holiday means its a short week at the City. I hope everyone enjoys time with family and friends.  On Monday, Parks will hold a public information meeting seeking input on playground equipment for Reger Park. ?At Tuesday's Council meeting, we will award Sheray Wallace the Jeffrey Clay Erlanger Civility in Public Discourse Award, create an Historic Preservation Plan Advisory Committee, allocate funds for homeless services, and recognize the Public Market Foundation as the future operating entity for the Public Market. Upcoming meetings and some PSAs are mentioned at the end of the blog.  


Last Monday, the Common Council adopted the 2018 Capital and Operating budget.  The Council amended the Executive budget to fully fund 15 new patrol officers. The Executive Operating budget proposed to incorporate the officers over two years if the city is awarded the federal COPs grant,  If the City does not receive the grant, the funds will need to be reauthorized to pay for fewer officers. The Public Market project continues to move forward. In 2018, the city will work to finalize a purchase and sale agreement and design details for the market building with the property owners of the Washington Plaza shopping center, continue efforts to secure New Markets Tax Credits, seek private fundraising in partnership with the Public Market Foundation, and work with potential vendors selected to participate in the MarketReady program. The next Taste of the Public Market is December 6 from 5-8p at 945 E Washington Ave.  I was able to secure TID 36 funds in the 2018 Capital budget to install partial undergrounding for the portion of Jenifer St that was reconstructed in 2016. The Finance Committee agreed to my budget amendment to test the concept of partial undergrounding in 2018. The final step is getting the approval from the Joint Review Board  (with representatives from all the taxing jurisdictions) to use the 1/2 mile rule.  The 2018 Capital budget also approved the reconstruction of Winnebago St. from 2nd Street to 5th St., stay tuned for public information meetings.

There are 72 other units on the block with density and parking shortage challenges. Lot will be converted to green space, picnic areas and construction of approximately 800 square foot garage. Lot is adjacent to apartment community playground. Recently approved Neighborhood Plan show the lot as green space.

2. 49555 Awarding the Eleventh Annual Jeffrey Clay Erlanger Civility in Public Discourse Award to Sheray Wallace. 

Sheray, [is] a grass roots activist and advocate for the Meadowood neighborhood, [who] created a Health Partnership to oversee health needs for her neighborhood. ... She has organized breakfast and suppers to discuss alternatives to violence and she has organized an End to Violence march in her neighborhood.... She helps the homeless find homes, she makes certain new parents have the necessities of child care, she makes certain food and medication are available to everyone who needs it... Sheray teaches us tolerance, kindness and caring by being herself and being around us as often as possible.  Sheray is willing to do whatever it takes to ensure residents have what they need, when they need it.  Sheray has the tenacity of a bulldog when it comes to fighting for what is right and what is owed our neighborhood and residents...She is the realization of dreams dreamt fifty years ago when we began our civil and human rights trek in the United States.  She is bringing this focus to Madison in her daily life and making Madison a better place just by living here with us.

33. 48043 Accepting the Community Development Division Day Jobs Report

The City-County Homeless Issues Committee reviewed the report and made the following recommendation: Recommends that committee accept the report, but that the Common Council not pursue a day job program at this time. Instead, the City of Madison should significantly increase resources to housing first solutions including resources for the development of affordable housing, supportive services for those units, including permanent supportive housing and rapid re-housing, and that the City of Madison also examine the accessibility of its employment programs for people who have housing challenges and would benefit from those programs. Motion passed on 6:1:3 vote. 


35. 48791 Accepting the Judge Doyle City Staff Team Report, Selecting the Madison Freewheel Bicycle Co. as the Operator for the Madison Bicycle Center in the Judge Doyle Project on Block 88 Subject to the Negotiation of a Final Contract, and Directing Further Actions

[T]he Mayor shall appoint and the Common Council shall approve an Advisory Committee to be comprised of up to 13 members including one Landmarks Commission member, two Common Council members- one of whom shall also be a member of the Landmarks Ordinance Review Committee, and additional community members including broadly representative members, including members of underrepresented groups and members with knowledge and/or experience that may include historic preservation, real estate, development or renovation, architecture, local history, local historic preservation or cultural resources, ownership of a locally designated landmark or property in a local historic district, or tourism; and...that the Advisory Committee shall be dissolved upon adoption of the Historic Preservation Plan by the Common Council.

Please join me for a neighborhood meeting where we will hear about Kraemer Development's proposal to redevelop the property at 210 S. Dickinson Street, currently Madison Window Cleaning. The Dickinson Street parcel would be combined with the parcels at 1347 Dewey Court and 1348 E. Wilson Street and the existing commercial structure would be demolished. The developer will be seeking feedback on a four-story mixed-use building of approximately 26,000 square feet. There would be about 1,300 square feet of commercial space and enclosed parking on the first floor and approximately 32 residential units comprised of studio, one- and two-bedroom units on the upper floors. The developer is still refining the details, this is the information I have now.

The City of Madison is in the process of reviewing and updating the historic district ordinance standards for each of the 5 local historic districts. This is the first meeting for Marquette Bungalows and Third Lake Ridge, it will provide an opportunity for property owners and other interested parties to discuss issues and opportunities for improvement regarding the current ordinance with the consultant team and city staff. Community Input Sought on Municipal ID Program

Madison Mayor Paul Soglin and members of the Common Council are exploring the implementation of a City of Madison Municipal ID program. This ID would be issued by City of Madison with a primary focus of trying to reach populations, who for whatever reason, do not currently have a government-issued ID and could benefit from having the ID.

The City is seeking information from the community on how a Municipal ID card could function for people in Madison.

Survivors Urged To End Silence, Get Support

MPD and Rape Crisis Center partner for important outreach

Recent reports of high-profile cases of sexual assault, sexual abuse, and sexual harassment have drawn national attention to a very important issue. Many survivors of harassment, abuse, and assault have only reluctantly come forward after many years of silence.

In 2015 the Madison Police Department began working with the Rape Crisis Center in creating a public service announcement to raise awareness of this very issue. We had taken note of cases in which we believed there could be additional survivors who chose to not come forward. Victims may not want to report the crime to law enforcement but we hope that doesn't deter them from getting the support they deserve.

The Madison Police Department and the Dane County Rape Crisis Center have a long history of working together to serve survivors of sexual assault. The message we would like to send to survivors is that it's never too late to get help, and it's never too late to tell your story. If survivors are unsure of whether they want to involve the police, we want to be clear that survivors can always call the Rape Crisis Center. RCC staff will discuss options with survivors so that individuals can make informed decisions based on their own unique situation.

In partnership with the Rape Crisis Center, The American Family Insurance Dreams Foundation, John Urban and the john urban production company, and the Goodman Community Center, the public service announcement has been released and is currently circulating on social media.
