Highlights: I am organizing a neighborhood meeting Monday about Gorman & Company's proposal for Grandfamily housing at Union Corners. Gorman was also awarded the county RFP for the Messners site, see upcoming meetings for info about a D2 neighborhood meeting for that project next week. At Tuesday's Council meeting, Mayor Soglin has vetoed an ordinance called "Click and Collect" which permits patrons to order alcohol online from approved establishments and pick up merchandise in a designated parking area. Soglin also vetoed two change of license premises previously approved for two big box grocery stores that were seeking to implement Click and Collect ordering.  There will be a motion to override the veto. Appointments to the Task Force on Structure of City Government are being introduced and approved in one fell swoop in order to get started ASAP. The Mayor and I, in my role as Council President, agreed on appointing Eileen Harrington as chair. Some of you will be familiar with Eileen, she has shown remarkable skill facilitating community meetings around officer involved shootings. Also on the Council agenda is the appointment to the Historic Preservation Plan Advisory Committee. This group will be advising the consultant we have engaged to create a Historic Preservation Plan. There is also a council led committee, the Landmarks Ordinance Review Committee that is working on updating the ordinance standards for our 5 historic districts. On Thursday, EOC takes up the discussion of the Confederate monument at Forest Hill Cemetery.

In the TSS zoning district, a nightclub is a conditional use requiring Plan Commission approval. There is no outdoor seating proposed. I supported the alcohol license approved by the ALRC and  Common Council in late December with conditions requested by MNA. The educational mission of this business makes it unique. 


Staff report: The applicant, Hanah Jon Taylor of Musonics, LLC, proposes to open a nightclub at 1222 Williamson Street in a 3,419-square-foot tenant space of a multi-tenant mixed-use building. The tenant space will undergo an interior renovation to outfit the rental suite to meet the needs of a jazz club, which includes a stage, green room, listening area, bar, lounge, restrooms, and area for future food service. The club will primarily feature acoustic music not requiring electronic amplification. However, a small PA system will be available to performers when needed. The applicant is currently planning musical programming for Wednesday through Saturday nights and Sunday afternoons. All evening programming will end prior to midnight when the venue will close. The planned capacity for the venue is 99 persons, and the applicant is proposing the use of 16 existing on-site parking stalls, with an arrangement to lease 25-30 parking stalls one block away from St. Vincent DePaul. No additional bike parking is proposed, through four bike parking stalls are currently available in front of the building. There are no exterior changes proposed for the building. The applicant has applied for and been granted an 18+ Center for Visual and Performing Arts License and Class B Combination Liquor and Beer License, which were reviewed at the ALRC on December 20, 2017 and granted with conditions at Common Council on January 2, 2018. The conditions are: 1) Maximum of two dance events per week with a maximum of one event held on Friday or Saturday night; 2) The club will close by midnight; 3) The decibel level in adjacent apartments will not exceed 60 decibels; 4) There will be a maximum capacity of 99 people; and 5) The club will continue to maintain a strong community engagement program in cultural arts and creative music, e.g. world music review, documentaries.

Please join me for a neighborhood meeting where we will learn about the Union Corners Grandfamily project, the third phase of a master development on the Union Corners site by Gorman & Company. The Grandfamily project is a new construction development consisting of a mix of affordable and market-rate units for families. Specifically, this development will target grandfamilies (grandparents raising grandchildren) and kinship families (family members raising other family members' children). The project will include 60 units between two buildings, both three stories in height, with underground parking and apartments and community space above. The Community Room is located next to the office.

MARGARITA I. NORTHROP (17th A.D.) - appoint to the position of Common Council President Appointee. Ms. Northrop is a Wisconsin Population Health Institute Fellow at the Wisconsin Division of Public Health, Office of Policy and Practice Alignment. She is active in her community and is currently working to bring social and public library services to low-income/homeless student families at Sandburg Elementary.

ERIC S. UPCHURCH (2nd A.D.) - appoint to the position of Common Council President Appointee. Mr. Upchurch is a strategic development consultant and community activist. He is the chief visionary for his consulting firm, Opportunity Inc. Mr. Upchurch served as the executive director of the Madison Black Chamber of Commerce and as a lead organizer for the Young Gifted and Black Coalition.

EILEEN HARRINGTON (18th A.D.) - appoint to the position of Chair. Ms. Harrington is currently an adjunct associate professor in the Political Science Department at the University of Wisconsin-Madison. She served for 27 years at the Federal Trade Commission, retiring as its executive director in 2012. During her tenure, she was awarded the rank of Distinguished Executive and received the Service to America Medal. Ms. Harrington served as the chief operating officer at the U.S. Small Business Administration during the first two years of the Obama Administration.

You may recall this applicant from previous updates last fall. The applicant received approval for a conditional use at the October 16 Plan Commission meeting for a restaurant-tavern in the TE (Traditional Employment) zoning district. The applicant, Zhu Zhu of Forworld LLC, proposes to establish a poke restaurant-tavern within the Gateway Mall, which is an existing multi-tenant commercial building. According to the Zoning Code, a restaurant-tavern is any establishment in which meals are provided and fermented malt beverages or intoxicating liquors are sold for consumption upon the premises. The restaurant will primarily serve poke, which is cubed, raw fish on top of rice or baby greens, along with some fully cooked items. The applicant proposes to operate Monday to Sunday from 11:00 am – 9:00 pm. Poke Poke will  have three employees and capacity for approximately 20 patrons. No exterior changes to the building are proposed. According to the letter of intent, deliveries will occur every three days in the early morning or late at night, and will be delivered through the main entrance. ?

February 13 - Neighborhood meeting Messner's site:  Dane County Supervisor Heidi Wegleitner and Alder Ledell Zellers are holding a neighborhood meeting with Gorman & Company who were selected to develop the county owned former Messners site (1326 E Washington). The meeting is at 6p at Christ Prebyterian Church Fellowship Hall, 944 E Gorham St. Gorman proposes to develop the site into a housing complex for veterans and their families. The proposal includes 64 units of subsidized and market rate rents with two and three-bedroom apartments and on site services for veterans.
