D6 Items of Interest Week of April 23, 2018

Highlights: On April 17, 2018 the Common Council of the City of Madison, by unanimous vote, elected Alder Samba Baldeh as President and Alder Sheri Carter as Vice-President of the Common Council. This is the first time that Council leadership positions have been held simultaneously by persons of African descent. Alder Baldeh represents District 17 on Madison's Eastside and Alder Carter represents District 14 on Madison's Southside. On Monday April 24, I am holding a neighborhood meeting about Working Draft Beer Company's request for outdoor seating at 7:30p at Luke House. On Tuesday, Ped Bike Motor Vehicle Commission will review the Strand and Associates report and recommendations on the Blair/Nolen/Wilson/Williamson intersection. On Wednesday, the Urban Design Commission reviews Gorman & Co's Grandfamily proposal for final approval. Also on Wednesday, the Board of Park Commissioners takes up several D6 items including three events at McPike Park, and accepting improvements at "Jackson St Plaza" provided by SASY neighborhood association (the Jackson St improvements are also at Plan Commision on Monday). On Thursday, the ALRC is rescheduling the meeting that was canceled last week due to quorum and weather issues. License applications for D6 include I/O Arcade, Blue Agave, Bandung, the Humdinger race, and "Union Corners Brewpub" (unofficial name). Last week the Board of Public Works held a public hearing about the Winnebago street reconstruction project. After listening to testimony and the staff report, the BPW voted to support Option 1 for the Winnebago-Linden Street reconstruction with a recommendation to staff to review extending the bumpouts to plant more terrace trees. This could result in the loss of 3-4 parking stalls versus the original Option 1 proposal. The recommendation will go to the May 1 Council meeting.

8. 51081 Approving the 2018 Neighborhood Grant Program recommendations made by the Staff Review Team and authorizing the Planning Division Director, Finance Director and City Attorney to execute grant agreements on behalf of the City 
 

The proposed resolution authorizes execution of grant agreements for the 2018 Neighborhood Grant Program, awarding six grants totaling $25,000 to various neighborhood organizations. Ten grant applications were submitted, requesting a total of $49,594. Planning's 2018 Adopted Operating Budget includes $30,000 for the program, consistent with prior year funding levels. Recipients include Tenney Lapham, Eken Park and Bay Creek Neighborhood Association. The SASY application "Schenk Atwood Make Local" didn't make the top ten.

9. 51151 Seeking Common Council approval of the 2018-2019 Arts Grants awards funding as recommended by the Madison Arts Commission. 

Some of the funding recommendations include Cycropeia Aerial Dance for their annual Orton Park Festival performance, Art + Lit Lab for DRAW- Developing Resiliency in Artists and Writers , East High School's Black Music Ensemble, Central Park Sessions Pursuit of Happinesss and Friends of Wil-Mar for La Fete de Marquette.

10. 51196 Approving the provision of up to $150,000 in 2018 Emerging Opportunities Program (EOP) funds to agencies and authorizing the Mayor and City Clerk to enter into agreements with those agencies to implement the designated projects. 
11. 51091 Approving the Madison Public Market Foundation as the future operator of the Madison Public Market and directing staff to begin working with the Madison Public Market Foundation on creating an Operating Agreement for the Madison Public Market.

The proposed resolution accepts the multi-agency staff review team's recommendation and approves the Madison Public Market Foundation as the future operator of the Madison Public Market. No City appropriation is required. The recommendation results from a request for qualifications (RFQ) released on January 24, 2018. Once approved, City staff and the Foundation Board will begin negotiating the terms of an Operating Agreement and Master Lease Agreement. Drafted agreements will be presented to the Madison Common Council for review and approval by June 30, 2018.

The Jackson St Plaza is coming into existence thanks to the work of Jason Tish and SASYNA! The proposed resolution authorizes acceptance of picnic tables and boulder seating from the Schenk Atwood Starkweather Yahara Neighborhood Association. The improvements will be located on City of Madison Engineering property and within the St. Paul Avenue right-of-way and the association will be responsible for the ongoing maintenance and repair of the improvements. No City appropriation is required.

The owners of Working Draft Beer Co., 1129 E. Wilson Street, have applied for a Conditional Use Permit to allow outdoor seating.  The outdoor space would be adjacent to the taproom, be designated as a non-smoking area, and have no amplified music.  Current capacity is 99; the proposed outdoor area would have a seated capacity of 40.  Proposed hours for the patio are Monday through Thursday, 3:00 p.m. - 9:00 p.m., and Friday through Sunday, 11:00 a.m. - 9:00 p.m.  Please join me for a neighborhood meeting where we will learn more about the proposal.

After three public information meetings, Strand recommends the following design components:

a.  Installing left turn lanes on northbound John Nolen Dr and southbound Blair St.

b.  Providing an alternate route for pedestrians & bicycles to avoid crossing Williamson St at Blair St by including a cycle track along the south side of Williamson St to Blount St and creating a new signal with bike crossing phase at the Blount St / Williamson intersection. 

c.  Relocation of the two Machinery Row driveways southwest and reduce into one driveway.

Thanks to all the First Settlement and Marquette neighbors who worked diligently to improve the Blair/Nolen/Willy intersection. This is another 10 year plus project!

15 51227 Request from Dane County to install a Clean Shoreline Pilot Project in Yahara Place Park. DISCUSSION AND POSSIBLE RECOMMENDATION

The clean shoreline pilot project is aimed to improve and clean shorelines often fouled with algae and other debris.  Dane County has selected to pilot the project along Yahara Place Park on Lake Monona.  The project consists of placing a floating curtain (18" deep) in the lake which would trap surface material transported by longshore currents.  The boom would extend out approximately 100 feet from the shoreline, within the 200 foot slow no wake zone, and be clearly marked for navigation.  The boom would not close off any part of the shoreline but would require boats to travel around it.  The purpose of the boom is to trap material consisting of algae, weeds, dead fish, trash, or any other debris.  After the material has been trapped, Dane County staff would remove the material by a pumping device affixed to a barge.  The pump would discharge fine material (less than ½" to the sanitary sewer).  Larger material would be collected in a screen and disposed of at the landfill.  Overall, the project is intended to clean and remove undesirable material from the lake, preventing transport to downwind areas fouling private property owner shorelines and public beaches.  City Engineering has not yet approved use of the sanitary sewer manhole that Dane County would like to utilize due to the limitations of the sewer line at this location.  Approval of the pilot project is contingent on City Engineering approval. 

?On April 2, I held a neighorhood meeting with John Reimer, Assistant Director from the Dane County Land and Water Resources Dept who presented the proposed plan. Everyone at the meeting was in support of the pilot project.
