D6 Items of Interest Week of July 16, 2018
Highlights: The Comprehensive Plan is at Plan Commission for adoption on Monday. It's been a huge undertaking and it will frame our future growth. On Tuesday, the Common Council Executive Committee interviews six candidates seeking to be appointed D16 alder after the resignation of Alder Denise DeMarb who moved out of the district. On Wednesday, the ALRC takes up several alcohol licenses including Cafe Coda at 1224 Williamson, Tangent at 803 E Wash and Taqueria 3 Amigos at 1133 Williamson. One of the items on the agenda is the moratorium on downtown alcohol licenses and the creation of an ad hoc committee to look at violence. Recently downtown alders learned that an interdisciplinary staff team has been tasked by Mayor Soglin to conduct an alcohol outlet density analysis, create a profile of alcohol density in the city and examine if a disproportionate share of city services are being delivered to high alcohol density areas. The analysis will include a comparison of the alcohol overlay district (MGO 128.27) with national best practices. All that to say... the moratorium and ad hoc committee is likely to be set aside. A new resolution is being drafted that will include outreach and engagement with stakeholders affected by alcohol density. On Thursday, I am holding a neighborhood meeting about Grampa's Pizzeria's proposal for an outdoor patio, more details below.
Last week, the Council adopted Option 1B for Winnebago St. which narrows the street, maintains bike lanes, adds pedestrian bump outs and medians at intersections, maintains parking on both sides of Winnebago (but reduces the number to make room for bump outs) adds more street trees, and improves the Fourth St intersection for students heading to East High. Towards the Schenk's Corners end of the project boundary, the parking lanes will be widened to add more space between parked cars and bike riders. The plan did not make everyone happy but I think overall the Winnebago St. will be slower and safer for all users and we added more trees.

14. 52325 Supporting the application by the City of Madison to the National Endowment for the Arts (NEA) for an Our Town grant to be used to help fund "Science to Street Art" and authorizing the Mayor and City Clerk to enter into a contract with NEA to receive and use these funds should they be awarded.
Fiscal Note: The proposed resolution authorizes the City of Madison to apply for a $25,000 grant from the National Endowment for the Arts. If granted, this grant would award $25,000 to the Madison Arts Commission, which will be matched by $25,000 from the Municipal Art Fund. The Municipal Art Fund capital project currently has approximately $364,000 in available budget authority. The Madison Arts Commission will include expenditures and revenues associated with this grant in their 2019 operating budget request. No additional City appropriation is required.
The Wisconsin Institute for Discovery (WID) initiated a partnership with the City to merge science and street art into five graffiti-style murals depicting science content to inspire youth interest in STEAM (Science, Technology, English, Art, and Math. The goal of "Science to Street Art" is for UW-Madison scientists and local/regional street artists to team up and create science themed educational street art for inclusive placemaking with an emphasis on drawing in untapped talent, underserved and unrepresented community members. The Madison Arts Commission and the WID will collaborate throughout the project to guarantee meaningful community engagement and high quality artistic production. The Madison Arts Commission will issue an open call for street artists interested in participating in the project. Staff from both WID and City Planning will vet the artists and select up to five artists to include in the grant application to the NEA.

At the July 2 Plan Commission meeting, Commissioner Cantrell asked to reconsider a prior decision to keep the west side of Merry St as LR/low residential and the majority of Commissioners agreed to change it to LMR/low medium residential. I will be asking for them to change it back to LR based on the fact that except for one property, LR fits the area and per prior adopted plans and the 2006 comp plan, this block has not been identified to be a place for higher density.

The owner met with the MNA Preservation and Development Committee in March and the proposal was well received.

Please join me for a neighborhood meeting where we will hear about Gilbert Altschul's proposal to add outdoor patio seating at Grampa's Pizzeria, 1374 Williamson Street. The capacity of the patio would be 30, it would be open until 10:00 p.m., and there would be no amplified music.
