Highlights: The Finance Committee meets on Monday and Tuesday to review the 2019 Executive Operating budget.  The MPD Policy and Procedures Committee meets Thursday to continue their review of the OIR Group report in order to make recommendations to the Common Council.

Flooding update Friday October 5: The National Weather Service is forecasting more rain this weekend and into next week. City officials are preparing for flooding and encouraging residents to do the same. The Madison area may receive 1 to 1 ½ inches of rain tonight with additional heavy rain possible Sunday night. The area is currently under a Flash Flood Watch.

Lake levels remain high with Lake Monona still ½ inch above the 100-year flood level. Keep in mind, one inch of rain can result in a three-inch rise in lake levels. There is additional concern for flash flooding as well, specifically in the isthmus area. As always, if you see pooling water, are in a low-lying area or have noticed water standing in the street in the past, don't park a vehicle there when heavy rain is predicted, as the area is more susceptible to flooding.

Residents are being asked to assist the City and remove leaves from storm drains and gutters to prevent clogged storm drains. City crews will be working to inspect and maintain major culvert crossings. Residents who observe clogged drains can report them to the City's Report Problem.Traffic Engineers will be monitoring water levels on area streets and may be closing lanes and streets over the weekend as needed. Currently, East Main Street continues to be closed from the Yahara River to Northern Court. The Yahara River bike path is still closed from Sherman Avenue to East Washington Avenue. Metro is conducting a survey and wants your feedback. The agency is dedicated to providing excellent service that reflects the goals and values of the City of Madison's Racial and Social Justice Initiative. Metro wants to learn more about their riders, the trips they are taking and how our current service works for them. Information gathered is meant to provide a snapshot for staff to better understand our customers and their experience.

7. 53285 Amending the 2018 Engineering-Major Streets, Sewer and Stormwater Utility Capital Budgets and the Sewer and Stormwater Utility Operating Budgets to cover expenses incurred as a result of the extreme rain event experienced on August 20, 2018 and the resulting high lake levels and associated isthmus flooding. (Various ADs)


8. 53302 Amending the 2018 Parks Division Capital Budget for coverage from the Insurance Fund for the replacement of a maintenance shed destroyed by a fire and transferring existing GO borrowing authority between major programs Beaches and Shoreline Improvements and Park Land Improvements.


The proposed resolution amends the Parks Division 2018 capital budget to (1) reflect insurance proceeds and expenditure authority of $202,530 in the Garver at Olbrich Botanical Complex project (Munis 17168) for the replacement of the Olbrich maintenance shed that was destroyed by fire in December 2016 and (2) transfer $165,375 GO Borrowing authority from the Beach and Shoreline Improvements program (Munis project 10605) to the Park Land Improvements program (Munis project 17421) to fund site improvements for the new shed. The total cost of the project is $430,870. The remaining $62,965 will be funded by existing authority within the Garver at Olbrich Complex project.

1.52680 Acknowledging the City of Madison inter-disciplinary staff team tasked with analyzing alcohol outlet density, to identify issues related to excessive alcohol consumption that result in disproportionate calls for service, and propose steps to address such problems.

This item and the Mayor's proposed moratorium are still making the rounds of committees. Both were referred at last week's Common Council Executive Committee when none of the downtown alders who are sponsoring the above resolution were able to attend the meeting.

Madison General Ordinance Section 33.28 - EDUCATION COMMITTEE (previously entitled Board of Education/Common Council Liaison Committee) - serves as a formal channel of communication and policy recommendations regarding issues of shared concern between the City of Madison, the Madison Metropolitan School District Board of Education, and Dane County. The Committee shall meet on an as-needed basis. ORD-12-00074, file id# 26135; adopted 6/12/2012

MPD Policy and Procedures Review Ad Hoc Committee

At the September 27 meeting, the MPD Ad Hoc Review committee voted to accept recommendation #75 from the OIR Group report to implement a root cause analysis approach to officer involved shootings and other critical incidents ( 19434 Review and discussion of OIR's recommendation no. 75 found in OIR's Madison Police Department Policy and Procedure Review "MPD should develop a robust review process after a critical incident such as an officer-involved shooting that examines the incident through the lenses of performance, training, supervision, equipment, and accountability. The review process should consider pre-incident decision making and tactics, the use of force, and post-incident response, including the provision of medical care and communication with family members. The review process should include development of a corrective remedial plan designed to identify and address any issues identified."). John Hollway, the Executive Director of the Quattrone Center for the Fair Administration of Justice at the University of Pennsylvania Law School, provided a power point presentation about their Just Culture approach to criminal justice system errors and encouraged Madison to apply to their pilot project that studies officer involved shootings. The Just Culture approach incorporates a sentinel event review or root cause analysis which focuses on prevention, not blame, and has been successfully used to reduce errors in aviation, healthcare, manufacturing, nuclear power, and other areas. The Department Of Justice/ Bureau of Justice Assistance has awarded a grant to the Quattrone Center to work with criminal justice stakeholders from local municipalities in a multiyear pilot project.

The MPD Ad Hoc Review Committee voted to recommend that Madison apply to be part of the Quattrone Center pilot.
