D6 Items of Interest Week of December 17, 2018

Highlights: Changes to dogs in parks policy will be discussed Monday at Parks Long Range Planning Subcommittee. City Engineering is holding a Public information meeting on Tuesday on the 2019 Williamson and E Wilson street reconstruction project. Two local historic district ordinance revision meetings will take place this week: Mansion Hill on Wednesday and University Heights on Thursday. Last week we completed the D6 historic district meetings for Third Lake Ridge and First Settlement. Also Wednesday at ALRC, the Blue Agave owners have indicated they will be withdrawing their request to change their licensed premises. On Thursday, the MPD Policy and Procedures Ad Hoc Review Committee will continue to review the OIR report and make their recommendations.  Also Thursday,  the Downtown Coordinating Committee will take up the proposal to change the ordinance and modify standards for street use permits. I seek you guidance, more info below.


There are no city meetings the week of December 24. I will not be posting an update. Happy New Year~

Dogs in Parks policy (expansion of dogs on-leash in parks): Off-Leash Dog Park Design Guidelines Policy was developed and adopted in 2016. The policy also provided direction on how one may allow off leash dog walking in certain parks. Parks staff would like LRP to help with the development of a policy for allowing dogs on-leash to the majority, if not all parks in the system. This would require a change to the Madison General Ordinance. The issue will need careful community engagement and consideration (a survey and at least two public input meetings). Should there be areas where dogs are not allowed, such as playgrounds and beaches?

1.50657 Report Regarding 100% Renewable Energy/Zero Net Carbon Goal

The report is now available.


Three scenarios were developed to demonstrate how local government can achieve the 100% RENEWABLE ENERGY AND ZERO NET CARBON goal between 2020 to 2030 by:

1. Reducing energy demand from local government operations through energy efficiency and behavioral measures (i.e., demand-side measures)

2. Supplying electricity through renewable energy and to the extent possible, generating renewable energy locally (i.e., supply-side measures)

3. Supplying remaining energy needs from Renewable Energy Credits (RECs) and carbon offsets as a bridge strategy, while local government continues to invest in efficient transportation, energy efficiency, and renewable energy as opportunities arise.


The three scenarios developed meet the City goal of 100% RENEWABLE ENERGY AND ZERO NET CARBON in a way that, in the long term, is likely to positively impact the financial situation of the City by having positive net present values (NPV), contributing to green jobs and economic development and promoting public health, racial equity and social justice. These scenarios feature demonstrable project-based action by local government operations -- investing in efficient buildings and facilities for local government, the water distribution system, city street lights and traffic lights, renewable energy, efficient and electric fleet and transit vehicles, and REC purchases. The scenarios present policy options for city officials based on different amounts of investments and the timeframe for required investments. Scenario 1 has the least initial capital investment requirement but also the smallest positive net present value. Scenario 2 and 3 have increasing capital investments over longer terms but also have greater net present values than Scenario 1 due to more operational savings. Greater investments in efficient facilities and vehicles in Scenario 2 and 3 include greater co-benefits resulting in local green jobs, economic development, public health, racial equity and social justice. Measures in each scenario are grouped by demand-side, supply side, and transportation strategies. Scenarios in this report assume that current policy, technology and economic conditions and barriers identified in Section 1.3 remain in place.

2. 53818 Creating Section 10.056(2)(f), amending Sections 10.056(6)(a), (b), (d), (i), (o), 10.056(11), and 10.056(12)(a) of the Madison General Ordinances creating and modifying the standards of issuance for street use permits, creating the Downtown Zone and authorizing policies for permits in that zone, and allowing a permit to be cancelled prior to an event in case of emergency.


DRAFTER'S ANALYSIS:  This ordinance amendment creates a geographic area called the Downtown Zone for purposes of reviewing Street Use Permits for street closures for events, festivals, races, etc., in that zone. The Downtown Zone includes the core of the isthmus extending roughly from Blair to Park Streets, but excludes the Capitol Square, the 100 blocks off the square, and 200 block of Martin Luther King Jr. Boulevard, where events are encouraged.  This amendment will allow the Street Use Staff Commission to create rules for street closures in the Downtown Zone to consider impacts on traffic patterns, Metro Transit service, and residential, business and government occupants within that zone. This amendment also elaborates on the criteria for approving a street use permit, allowing the Staff Commission to consider the overall number of permitted events and other activities happening in the City when considering an application for a street use event. Currently the ordinance allows consideration of traffic impacts and the ability to provide police and other emergency services, and impacts on residents.  The existing ordinance does not explicitly mention impacts on public transit, overall strain on city services, nor does it speak to the overlap of events over the course of a weekend. This amendment makes it explicit that the Commission may consider the following factors:  size, location, route, duration of an event, as well as safety concerns articulated by the Police or Fire Department, significant impairment to traffic flow, Metro Transit service, or the provision of police, fire, or other emergency services. Those factors can be considered based on the proposed event itself or the combination of events or activities known to be occurring on the same day or same weekend. This amendment also clarifies the requirement for a Traffic Management Plan for closures of State Street that include closing Gorham, Johnson and Dayton-Fairchild Streets, and creates a new rule that John Nolen Drive cannot be completely closed for a Street Use Event unless it is a City-Sponsored event. Finally, this amendment clarifies that a permit for an event that has not yet started can be terminated by the Police or Fire Chief, upon consultation with the Superintendent of Parks, if termination is reasonable and necessary in the face of imminent danger or threat to public safety.

I will be attending a staff and alder meeting to review feedback on Wednesday. The staff team and Alder Verveer have been putting together a list of legacy events that would be allowed which would include, for example, the Friday of Maxwell St Days. Also, I learned that if an event begins in the proposed Downtown Zone and passes through D6 (or D2) it will be reviewed using the proposed guidelines. In a letter submitted to the Street Use Staff Commission, MNA expressed concerns about unreasonable parking restrictions requested by some race organizers and I plan to follow up on that. Last week,  I contacted the Street Use Staff Commission and asked them to consider extending the zone to the Yahara River. Please let me know your thoughts.
