Madison East High School begins a public campaign for a major renovation to its Field House this summer. The upgraded Milton McPike Field House will become a focal point for Principal Mike Hernandez's vision for providing a hub for eastside families and the community. The redesign will enable East High to host more than 2,500 spectators, increasing its capacity as a community gathering space and positioning it to, like other area high schools, host WIAA events. The new facility will also allow East to convene the entire student body in one space, which is not currently possible. Renovation will bring East High athletics more efficiently together in one shared area of the building, offering exceptional spaces for students and staff. The project has been a great example of public-private partnership coming together for the benefit of students, staff, families and neighbors. Commitments of $2.9M have been made toward the projected $3.2M project cost. To complete the funding, the campaign committee will solicit support from the East community in the coming months. Donations can be made on a project website established by the Foundation for Madison Schools.
Starting this week, and continuing through October, City Engineering contractors will be replacing nearly 1,000 non-native plants, nearing the end of their life cycle, in traffic medians with native plants. This is a continued commitment from the Engineering Division to greener infrastructure by improving the medians with native plants. Native plants are better for the environment because they're more suited for the climate, require less watering, provide more habitat for pollinators and are more likely to survive than the non-native plants currently in the medians. The selected plants are also drought and salt tolerant, which allows them to fit the conditions experienced in median areas. The pollinator population has declined dramatically in recent years for a number of reasons. This effort is part of Engineering's work through the City's pollinator taskforce, where every City agency is encouraged to look at areas in the community to improve the habitat for pollinators. Crews will work on the medians along East Washington Avenue from Franklin Street to East Springs Drive anytime between 9 a.m.-3 p.m. weekdays, weather dependent. Motorists may experience lane closures in connection to that work, however lane closures should not drastically impact traffic since they will be in off-peak traffic hours.
Starting June 3, the Capital City Bike Path, between Jackson Street and the Goodman Community Center will be closed for up to two weeks for resurfacing. There will be a marked detour along St. Paul Avenue and Waubesa Street while construction takes place. The project includes two phases of work: Phase 1 will resurface the path from Jackson Street to just west of the S Marquette Street cul-de-sac. 5. 55948 Amending a non-competitive service contract with RENEW Wisconsin, Inc. for the MadiSUN Program expansion in 2019. (City Wide AD)
Fiscal Note: The proposed resolution amends the existing service contract with RENEW Wisconsin for the expansion of the MadiSUN solar purchasing program. The current total contract amount is $89,500. The proposed resolution would increase the contract by $30,000 to expand the program to offer solar grants for community organizations or affordable housing providers. Funding for the contract is included in the Sustainability Improvements program in the Engineering-Facilities Management capital budget which is funded by GO Borrowing in the adopted 2019 capital budget.

The Stone House team proposes to provide 20 units with income and rent restrictions for low-income households at or below 60 % of Area Median Income and 17 units below 80%. To pay for this affordability, Stone House plans to utilize a low interest loan through WHEDA. This program is not competitive and is relatively straightforward. Additionally, Stone House is requesting $600,000 or roughly $30,000 for 60% units and $0 for 80% units in AHF from the City, averaging $16,216 per workforce housing unit. This level of subsidy is generally in line with other projects funded by AHF. The Stone House team is also pursuing additional social equity financing to further increase the number of affordable units. While the terms of this financing have yet to be negotiated, Stone House has indicated that it may be possible to deliver as many as 64 units at 60% of AMI.
After considering all aspects of the project, the City Negotiating Team believes the best choice to develop the Block 88 air-rights is Stone House Development. Stone House balances the delivery of workforce housing with the financial return to the City and provides the most straight-forward development process. If Stone House is selected, the City Negotiating team will work to reduce the time to repay the Parking Utility as much as possible.

Last week I attended a training on the Carver Board Governance model used by the Water Utility. It establishes outcomes (goals) and executive limitations on how to achieve outcomes. No other city committee has a similar structure, even the other utilities such as Metro.

District 2 Alder Patrick Heck and District 6 Alder Marsha Rummel are hosting a neighborhood meeting on June 6 to learn about the Salvation Army's plan to restart redevelopment efforts at 630 E. Washington Ave (in D2)
Their proposal is just taking shape, but possibilities include demolishing the current shelter structure and constructing a purpose-built shelter and transitional housing units with social services, in addition to a combination of affordable and market-rate apartments. The adjacent lots containing a used car dealership at 648 E. Washington, a building at 12 N. Blount St., a parking lot at 655 E. Mifflin, and the QTI/Post Office building at 702 E. Washington, may be included in the redevelopment. Details will be discussed and input taken at the meeting - all are welcome to attend. Note that this meeting is a first step in the process and that the Salvation Army has not yet submitted a proposal to the City. As is typical, a Tenney-Lapham Neighborhood Association steering committee will likely form after this meeting and your participation will be welcome.
