Highlights: The Finance Committee may select a developer to construct a mixed use building on Judge Doyle Square- Block 88 on Monday. At Tuesday's Common Council meeting all alcohol licenses are renewed for the coming year. Lots of D6 info below. After years of budget requests... the plans and specs to install gates and signals needed to implement a Quiet Zone for Waubesa/Corry/Marquette St and a non-competitive bid to install them is on the agenda for approval! On Wednesday, the Transportation Commission will seeks bids for traffic calming, including adding a continental sidewalk crossing at Elmside Blvd and Atwood and takes up the Wilson/Broom plans. Also on Wednesday, the Board of Parks Commissioners takes up the proposal to create a Task Force on Municipal Golf in Madison Parks. On Thursday, please join me and Alder Syed Abbas for a neighborhood meeting where the Movin' Out and Red Caboose development team will present a revised project design for 2340 S. Winnebago Street. Reacting to recently released video of an arrest made by Madison Police officers, Thursday, June 6, 2019 "We expect a fair and thorough investigation of this very disturbing video. The key to public confidence in the integrity of the investigative process is full transparency after the fact. We are committed to a higher level of transparency and taking a proactive, problem-solving approach to the difficult issue of handling mental health crises."
Calling all artists! The Madison Arts Commission and The Bubbler at Madison Public Library are launching a new, 11-month artist residency program based out of a dedicated art studio at Thurber Park. Artist(s) will carry out their residency in the Thurber Park art studio, and their work will culminate in a public art commission created during their time there. The artist or artist pair will also engage with the local community through free, open studio days, community workshops, neighborhood partnerships, and larger community events hosted out of their space. The Thurber Park Residency program will provide the artist with funding, time, and space to develop their own art practice, as well as allowing for deeper community connections and the possibility for funding and guidance to develop a public art piece in the Darbo-Worthington neighborhood. Art makers of all backgrounds and mediums creating durable, timeless art, suitable for outdoor public settings are encouraged to apply. Beach conditions: Between Memorial Day and Labor Day, Public Health Madison & Dane County (PHMDC) Laboratory staff monitor conditions and test water at local beaches for bacteria and blue-green algae (cyanobacteria) to determine if they are safe for recreation and swimming, and to reduce the risk of illness. Water is tested weekly at the beaches for the bacteria E. coli and blue-green algae. If a test shows concerning results, PHMDC will post signs at the beach and update the PHMDC beach website, indicating people should stay out of the water. Water quality is then checked each weekday until levels of bacteria and blue-green algae return to acceptable levels. Once levels are acceptable signs at the beach are removed and the beach website is updated. People can check to see if the water quality at a beach is acceptable for swimming and recreation before they go by checking the PHMDC website, checking the PHMDC Facebook and Twitter pages , or by signing up for beach water quality condition alerts. Even if one beach is closed for swimming, others may be open.
Good news: The U.S. Environmental Protection Agency announced this week the award of a $300,000 brownfield assessment grant to the City of Madison. The grant will be used to conduct environmental assessments and remediation planning on contaminated industrial and commercial properties, with a focus on the South Park Street corridor. During the 1940's a two-mile stretch of S. Park Street became known as "Gasoline Alley" due to the number of gas stations and auto repair and sales businesses. The EPA brownfield grant will be used to investigate this legacy contamination in the effort to promote sustainable redevelopment. Brownfields are abandoned or underused commercial or industrial properties where the expansion or redevelopment of the sites is hindered by real or perceived contamination. These properties present unique public health, environmental and economic challenges to the communities in which they are located. In Wisconsin, there are an estimated 10,000 brownfields, many of them impacting under-served and economically disadvantaged communities.

Madison Fire Department Fire Sprinkler Side-By-Side Demonstration

Members of the Common Council have been invited to attend a fire sprinkler side-by side demonstration by the Madison Fire Department. Fires will be set in two rooms, one with fire sprinklers and one without. The demonstration is a dramatic comparison of how fast fire develops and how effective fire sprinklers are in quenching a fire. Home fire sprinklers are the next logical step in reducing the number of lives lost annually due to unwanted fires in the home. The introduction and demonstration will take about 15 minutes.

The first Council meeting in June is when all alcohol licenses are renewed for the year. Licenses separated for review went through hearings last month before the ALRC. This agenda has lots of alcohol license recommendations, #6-50, and #61-129.
Many downtown/campus area licenses were separated to discuss with the owner their willingness to add the following condition: no patrons are permitted to enter or re-enter the establishment after 1:30 a.m. on Friday and Saturday nights. I did not attend the ALRC hearings to know which establishments were specifically requested to add this condition but many agreed as you can see on the agenda. MPD added this condition last year as a pilot to several establishments and proposes to expand the condition because MPD believes it will help reduce some of the bar time issues they have seen over the last several years.
Approximately six licenses had the following conditions added to the existing license conditions: "* Farooq Shahzad shall not be the agent for the licensed establishment. * Farooq Shahzad shall not be involved in the day-to-day management of the licensed establishment. * Farooq Shahzad shall not be an agent, representative, officer, shareholder, or owner of Capitol Petroleum LLC." You may recall in March 2019, Shahzad was sentenced to 2 ½ years in federal prison for his role in the sale of so-called synthetic marijuana at some of his stores and for selling untaxed contraband smokeless tobacco.

DRAFTER'S ANALYSIS: The Common Council designated the entire Forest Hill Cemetery as a Landmark in 1990. The form nominating Forest Hill for Landmark status provides several reasons for the historical significance of the Cemetery, including its landscape architecture and that it serves as the final resting place for several persons of transcendent importance in local, state and national history: historian Frederick Jackson Turner, Cordelia Harvey, Eston Hemings Jefferson, Robert M. LaFollette, Sr., and several other Wisconsin governors, the graves of some of Madison's earliest Jewish citizens, as well as the confederate rest area, a specific section of the cemetery surrounded by a stone outcropping where 140 CSA prisoners of war who died at Camp Randall were buried in 1862. Thus, Forest Hill's historic significance as a landmark site ranges from the uniqueness of its landscape architecture to the effigy mounds that were constructed there over a thousand years ago to the historical significance of the people who have been buried there.
In addition to being a Landmark, Forest Hill Cemetery is also an active cemetery that is operated and maintained by the City Parks Department. This means - among other things - that new gravesites and landscape features are being added often daily. Read literally, Sec. 41.09 would require a certificate of appropriateness from the Landmarks Commission any time the Parks Department interred a body or planted a tree. Nevertheless, the City has never sought certificates of appropriateness for such actions. Instead, the city traditionally seeks certificates of appropriateness when engaging in larger projects, such as repairs to the mausoleum.
This amendment clarifies what actions require certificates of appropriateness at Forest Hill Cemetery. Under this ordinance, a certificate of appropriateness would not be required to add a new gravesite, memorial or landscape feature to the cemetery. Nor would a certificate of appropriateness be required when alterating, demolishing, removing, or relocating any existing structure, object, or landscape feature that is less than fifty years old at the time of its alteration, demolition, removal, or relocation. Fifty (50) years is significant to this exception because it expresses the guidance provided by the Secretary of the Interior's Guidelines for Rehabilitation that fifty years as the amount of time that must pass before a structure, object, or landscape feature gains historic value. Finally, a certificate of appropriateness would not be required to conduct routine day-to-day cemetery operations.

Future Commission Items
• Urban Forestry Taskforce – The Urban Forestry Taskforce is requesting an extension from the Common Council to complete their work. They expect to be completed towards the end of the year. The task force was created by resolution and its recommendations will be reviewed by the BPC.
• IPM Taskforce – The IPM taskforce is working to extend its work throughout 2019 to better inform recommendations. Staff will present on the current status as a part of a land management update in the Fall.
• Golf – The Mayor has introduced a resolution to establish a Task Force on Municipal Golf in Madison Parks. This Task Force will focus on making recommendations on the multiple systematic issues related to golf.
• Dog Policy – The Long Range Planning Subcommittee has started work on reviewing the policy related to dogs in parks. Staff is hopeful that any policy changes will be brought to the Commission in the next few months.
• Off-Leash Dog Parks – The Odana School Park expansion is open to the public with some remaining finishing touches yet to be made. This will significantly aide the West side need, but additional focus is still likely needed given the number of residents and dogs on the West side. Staff is continuing to work on potential off-leash improvements in the two other priority areas of Atwood/East Isthmus, and Far East/Grandview. The Approved Master Plan for North Star Park will address the deficiency in Grandview.
• Alliant Energy Center Master Plan / Destination District Plan – Parks staff is working with Planning staff to prepare a presentation to the Commission on the County's work and plans for the Alliant area. Staff anticipates presenting this information after additional consultation with the Planning Division given the departure of Director Natalie Erdman this spring who was leading the City's coordination on this issue.
Olbrich Botanical Gardens
• Construction: The structural slabs – or sub floors -- of the Learning Center and production greenhouse are complete. The exterior walls have begun on the Learning Center. The greenhouse structure will arrive on site the 2nd week of June.
• Bolz Conservatory: Conservatory staff will enhance the exterior of the Bolz Conservatory by extending tropical plantings to the parking lot side of the building which includes a small pond for tropical water lilies.

Underground Kitchen/Garver Events license application meeting

Please join me for a neighborhood meeting where we will hear about a proposal from Underground Kitchen & Delicatessen, LLC to open a restaurant, Garver Events, at Garver Feed Mill, 3241 Garver Green. The restaurant would have a capacity of 530 indoors and 280 outdoors. Proposed hours of operation are Sunday through Friday, 6:00 a.m.-2:00 a.m., and Saturday, 6:00 a.m.-2:30 a.m. They have applied to transfer their Class B Beer and Liquor licenses from 809 Williamson Street to the new location. The Alcohol License Review Committee will consider the application at its June 19 meeting.
