Union Corners

Please save the date for another neighborhood meeting April 24, at Bashford Church 329 North St at 6:30p. More information will be available at the meeting about the timeline for the development review process.

At the last Community Meeting held on Saturday March 1, about 100 neighbors gathered at Bashford Church to hear from Gary Gorman and Joe Schwenker from the Gorman team and representatives from UW Health.  One of the highlights of the meeting was the group of 20-25 people, mostly women, who came to advocate for LGBTQ friendly senior co-housing. At the end of the meeting, they surrounded Gary Gorman to talk more.

Over the last month, the Gorman team has met with the neighborhood steering committee, city staff and the senior co-housing group to refine the General Development Plan.  I have also met with representatives of UW Health and the Mayor to discuss changes in the site plan that were in response to neighborhood and city staff concerns.

The proposed plan now places the UW Health clinic at 6th Street at E Washington, allowing for the grocery and four stories of residential housing to go at the corner of Milwaukee St and E Wash. This is what the neighborhood asked for.  Many details still need work but overall the site plan has improved.

The GDP is the skeleton and establishes the street and open space pattern, describes permitted uses, minimum and maximum ranges for residential and commercial stories and square feet. It will also establish a range for the number of dwelling units. The GDP is not the same as the Specific Implementation Plan which will be introduced for each phase, starting with the Clinic. The SIP will address more fine-grained design and site plan issues such as landscaping, lighting, parking and architecture. The SIP process will provide further opportunities for public input.

Thanks to the multi-neighborhood steering committee with representatives from SASY, Worthington Park, Emerson East, Eken Park and the Friends of Union Corners that met several times with the developer. I hope to see you and your neighbors later in the month to review the newest iteration.

Garver Feed Mill

The process to create a new city disposal committee to review and issue a Request for Proposals that will select a developer to restore and preserve the historic Garver Feed Mill will begin sometime this spring.

One of the initial questions that the committee and the community will be faced with is whether to seek exemption from the Shoreline Referendum. City ordinance requires voters to approve any change in legal status of a public park bordering on a lake or navigable waterway and the 99 year lease proposed for the 5 acre Garver site is a change in legal status that will trigger the ordinance. The long term lease  allows a developer to apply for federal historic tax credits which will defray the costs to rehab the building. The concern is that delay triggered by the referendum process means that the building will continue to deteriorate.  With a fall referendum vote, an entire winter would likely pass before any work could begin on the building.

In 2009 a referendum for the proposed arts incubator passed overwhelmingly. Many people I talk to support the shoreline referendum process in principle. But given the compromised condition of the roof structure, I would appreciate hearing from residents about whether additional delay will undermine our efforts to preserve and reuse this unique historic building.

I am hopeful we can get a good project that creates synergy with Olbrich Botanical Gardens, preserves a unique example of Madison's agricultural and industrial history, respects neighborhood interest in retaining some public uses, minimizes parking impacts, enhances accessibility by walking, biking, transit and water, and respects the natural setting of the North Plat.
