Work the Week of April 15, 2024

The contractor will begin installing overhead sign structures and traffic signal bases and poles in the median. This work may require periodic off-peak (9 AM – 3 PM) single-lane closures in both the eastbound and westbound directions on University Ave. 

Underground utility work will be completed and roadway grading and preparation for curb and gutter will begin on Franklin Ave. and Schmitt Pl. during the week. Traffic on Franklin Ave. will be maintained while this work is being completed. Madison Metro Transit bus stops will be re-established on Franklin Ave. starting April 15, 2024, and service at the temporary bus stops on Ridge St. will be discontinued. Backfilling of median curb and gutter, and placement of stamped and colored concrete sidewalk in the medians will begin during the week.

The contractor will complete placing concrete curb and gutter, and stamped and colored concrete sidewalks in the medians throughout the project limits.

Backfilling of median curb and gutter and placement of topsoil and sod in the medians will begin.

Installation of traffic signal bases and poles will be completed in the University Ave. medians.

The contractor will complete aggregate placement and begin asphalt paving along the recently placed median curb and gutter.

Project Information

Project Overview

University Ave is scheduled for reconstruction from Shorewood Boulevard/Hill St to University Bay Drive/Farley Ave. The City of Madison is jointly participating with the Village of Shorewood Hills on the design and construction. The project includes reconstruction of pavement, curb and gutter, sidewalk as necessary, street lighting, traffic signals, water main, sanitary sewer and storm sewer.  Alternatives to improve pedestrian & bicycle connectivity, bus rapid transit initiatives and stormwater drainage have been reviewed, and the project plans have been updated to include a new pedestrian & bike overpass of University Bay Dr., a widened sidewalk along the southerly side of University Ave., and a 96-inch storm sewer pipe to help improve drainage in the area.  The project continues to be coordinated with the City’s planning efforts for bus rapid transit.

Aggregate placement and layout for the median curb and gutter will be completed and the contractor will begin placing concrete curb and gutter in the medians throughout the project limits. Please note that the installation of concrete curb and gutter will require daily off-peak (9AM – 3PM) single-lane closures in both the eastbound and westbound directions on University Ave. 

The contractor will continue underground utility installation on Franklin Ave. Traffic on Franklin Ave. will be maintained while this work is being completed.

Pedestrian crosswalks across University Ave. at the intersections of Shorewood Blvd./Hill St. and University Bay Dr./Farley Ave. will be relocated back to the east side of each respective intersection. Sidewalk closed signs and pedestrian barricades will be used to help direct pedestrians to the active crosswalks.

The contractor will continue placing concrete curb and gutter in the medians throughout the project limits. Please note that the installation of concrete curb and gutter will require daily off-peak (9AM – 3PM) single-lane closures in both the eastbound and westbound directions on University Ave.

The contractor anticipates completing underground utility installation on Franklin Ave. and will begin underground utility work at Schmitt Pl. Please note that through traffic on Schmitt Pl. is currently restricted as part of a city of Madison streets project that is reconstructing Harvey St.

The University Ave. contractor intends to resume work on the project beginning March 11, 2024.

During the week, the contractor will be adding traffic control devices to the project and making minor adjustments to the temporary pavement markings. 

Traffic will be changed into a configuration that maintains two through lanes in both directions on University Ave. and Campus Dr. on approximately March 11, 2024. The two through lanes in each direction will be positioned in the outside lanes so that work can begin in the center median of the roadway. Please note that single lane closures for eastbound and westbound University Ave. may be required during off-peak travel periods (9 AM to 3 PM).

Sawing of the existing pavement and preparations for the installation of the permanent concrete medians will be occurring throughout the project limits.

Please note that single lane closures for eastbound University Ave. may be required during off-peak travel periods (9 AM to 3 PM).

The University Ave. contractor will continue minor work operations on traffic signal components that are being installed at the intersections of University Ave. and Shorewood Blvd. and University Ave. and University Bay Dr. Please note temporary traffic signals will remain operational until all testing of the permanent signals is completed in January 2024. 

Temporary pavement markings will be installed at Schmitt Pl., Ridge St., and Franklin Ave. on the south side of University Ave.

Bus Rapid Transit (BRT) work that involves lane closures and traffic shifts will be taking place within the University Ave. project limits. Please see the link below for additional information on the BRT work that will be taking place over the winter months.

Work the Week of Dec. 18, 2023 

Roadway work operations for the University Ave. project will be paused for the winter months and remaining traffic control devices related to the University Ave. project will be removed from the roadway.

Weather permitting, work on the University Ave. project will resume in early April 2024. Most of the remaining work in 2024 will take place in the medians of University Ave. The remaining work on the project is anticipated to be completed within an approximate two-month period once work is able to resume in spring 2024. 

Please note that BRT work that involves lane closures and traffic shifts will be taking place within the University Ave. project limits will continue throughout the winter months.

Traffic was changed into an over-winter configuration on December 2, 2023. The over-winter configuration opened all travel lanes and turn lanes on University Ave. and adjoining side streets. Work the Week of Dec. 4, 2023 

The contractor anticipates changing the project into the over-winter configuration on December 2, 2023. The over-winter configuration will open all lanes on University Ave. and side streets with a temporary median divider between the eastbound and westbound lanes on University Ave.

The contractor will complete work for the 2023 construction season on Ridge St., Franklin Ave. and Schmitt Pl. and install temporary pavement at these side streets to allow for winter maintenance.

Once work on the side streets has been completed, the University Ave. contractor intends to suspend roadway work for the winter months with the exception of work on traffic signal components that are being installed at the intersections of University Ave. and Shorewood Blvd. and University Ave. and University Bay Dr. 

 

Work the Week of Dec. 11, 2023 

Minor work operations on traffic signal components at the intersections of University Ave. and Shorewood Blvd. and University Ave. and University Bay Dr. may occur during the week. Please note that the temporary traffic signals will continue to be used at these intersections while permanent traffic signal work are being installed and tested. 

No other roadway work on the University Ave. project is scheduled to occur during the week; however, Bus Rapid Transit (BRT) work that involves lane closures and traffic shifts will be taking place within the University Ave. project limits. Please see the link below for additional information on the BRT work that will be taking place over the winter months.

Curb and gutter work and installation of street lighting fixtures and traffic signals in the medians along University Ave. will continue throughout the week. 

The contractor anticipates changing traffic into the overwinter configuration on December 2, 2023. The overwinter condition opens all lanes on University Ave. and side streets with a temporary median divider between the eastbound and westbound lanes on University Ave.

Please note that off-peak single lane closures will be required in both directions on University Ave. in order to switch traffic into the overwinter traffic configuration.

The contractor will complete work for the 2023 construction season on Ridge Street, Franklin Ave. and Schmitt Pl. and install temporary pavement at these side streets for the overwinter condition. 

Traffic signal components will be installed at the intersections of University Ave. and Shorewood Blvd. and University Ave. and University Bay Dr. Please note that the temporary traffic signals will continue to be utilized at these intersections while permanent traffic signal work are being installed and tested.

The contractor anticipates changing the traffic configuration on University Ave. to a condition that requires the two eastbound lanes to be moved onto the newly completed asphalt pavement on the south side of the roadway. 

Once traffic has shifted, curb and gutter work and installation of street lighting fixtures and traffic signals in the medians along University Ave. will begin. 

Concrete curb and sidewalk installation on the south side of University Ave. has been completed; however, there are a few remaining sidewalk gaps and temporary sidewalk installations that will need to be completed during the week. 

Permanent asphalt pavement has been completed for the new eastbound lanes on University Ave. as well as on Farley Ave. 

Please note that short-term traffic flagging, reduced roadway widths, and temporary lane shifts may be necessary while the contractor completes roadway grading and placement of asphalt at Franklin Ave., Ridge St., and Schmitt Pl. 

 

Work the Week of Nov. 27, 2023 

Installation of temporary and permanent curb will continue in the medians of University Ave. in preparation for the over-winter traffic configuration. 

Installation of street lighting fixtures will continue throughout the week.

Traffic signal components will be installed at the intersections of University Ave. and Shorewood Blvd. and University Ave. and University Bay Dr. Please note that the temporary traffic signals will continue to be utilized at these intersections while permanent traffic signal work are being installed and tested.

Work the Week of Nov. 13, 2023 

Concrete curb and sidewalk installation on the south side of University Ave. is anticipated to continue between Schmitt Pl. and Farley Ave. Access to businesses will be maintained during this work; however, please note that available driveway widths may need to be reduced while the concrete is being placed and cured. 

Asphalt pavement will be placed for the new eastbound lanes of University Ave. between Schmitt Pl. and Franklin Ave. Asphalt paving will also be completed on Farley Ave. 

Installation of new sanitary sewer and water main between Schmitt Pl. and Farley Ave. has been completed.

Storm sewer connections and water main tie-ins at side streets on the south side of University Ave. will be completed during the week.

Installation of new street lighting fixtures will continue to be installed in areas where curb, sidewalk, and asphalt paving have been completed. 

Please note that short-term traffic flagging, reduced roadway widths, and temporary lane shifts may be necessary while roadway grading and placement of asphalt at side streets on the south side of University Ave. 

Work the Week of Nov. 20, 2023 

The contractor anticipates changing the traffic configuration on University Ave. to a condition that requires the two eastbound lanes to be moved onto the newly completed asphalt pavement on the south side of the roadway. 

Installation of temporary and permanent curb will begin in the medians of University Ave. in preparation for the over-winter traffic configuration. 

Traffic/Pedestrian/Bike Impacts

Traffic is anticipated to remain in its current configuration until approximately November 20, 2023. Single lane closures and/or traffic flagging operations on University Ave. as well as side streets on the south side of University Ave. may be required during off-peak travel periods (9 AM to 3 PM). Sidewalk and pedestrian crosswalk adjustments, as well as minor changes to Madison Metro Transit bus stop locations, will occur periodically. Please be alert for sidewalk closed and sidewalk detour signage identifying pedestrian routes. Temporary bus stop signage will also be in place identifying any changes to bus stop locations. Note that the work is weather dependent and may be subject to change.

The contractor will continue performing roadway grading and placement of aggregates as the underground utilities and services are being completed.

Work the Week of Oct. 30, 2023

It is anticipated that traffic will remain in the current configuration until approximately November 17, 2023. View an overview of the Stage 4 traffic configuration.

A closure of Hill St. is scheduled to begin at 7 AM on November 3, 2023. Hill St. is scheduled to reopen by 7 PM on November 4, 2023. An overview showing access to local businesses and access for pedestrians can be viewed here: Hill Street Closure

Concrete curb and sidewalk installation on the south side of University Ave. is anticipated to continue at various locations throughout the project limits. Access to businesses will be maintained during this work; however, please note that available driveway widths may need to be reduced while the concrete is being placed and cured.

Installation of new storm sewer, sanitary sewer, and water main will continue between Schmitt Pl. and Farley Ave.

Permanent asphalt paving between Hill St. and Schmitt Pl. is anticipated to begin during the week.

Please note that short-term traffic flagging, reduced roadway widths and temporary lane shifts may be necessary while underground utilities are being installed at the side streets on the south side of University Ave.
