Request for Proposal - Bicycle Pedestrian Infrastructure Analysis
Metro Transit is requesting proposals from qualified Contractors to work on identifying and prioritizing bicycle and pedestrian improvements near 31 planned Bus Rapid Transit stops, developing potential solutions and doing 30-100% Designs and Plans, Specifications and Estimates (PS&E) for the City’s top priorities. The proposed project includes:
- Identifying gaps in the walking and biking network near the planned BRT stations
- Proposing solutions for the identified gaps
- Prioritizing improvements
- Providing 30-100% Designs and PS&E for the highest priority projects as well as development of other graphics as needed. Level of design work will be based on the complexity of the project.
The bicycle and pedestrian improvements consultant would ideally consist of professionals who embody the City of Madison’s vision to be inclusive, innovative, and thriving. This project is partially funded with federal (FTA) funding and has a DBE goal of 11%.
The City of Madison posts all Request for Proposals, addenda, tabulations, awards and related announcements on two distribution networks – VendorNet and DemandStar. The aforementioned documents are available exclusively from these websites. It is the Proposers responsibility to regularly monitor the bid distribution network for any such postings. Proposers failure to retrieve such addenda and incorporate their appropriate provisions in their response may result in disqualification. Both sites offer free registration to City Proposers.

National bid network – Free subscription is available to access Proposals from the City of Madison and other Wisconsin agencies, participating in the Wisconsin Association of Public Purchasers (WAPP). A fee is required if subscribing to multiple agencies that are not included in WAPP.
