Jan. 31 Neighborhood Meeting - New Redevelopment Proposal on State Street

Please join me for a virtual neighborhood meeting on Jan. 31 at 6:30pm for a first look at a proposed redevelopment on State Street. JD McCormick Properties proposes to demolish the three buildings at 428 through 444 State Street and construct a new a five-story, mixed-use building with 22 to 26 dwelling units and first floor commercial spaces. The developer will be seeking a Demolition Permit and will need approvals by the Urban Design Commission and Plan Commission, but formal applications have not yet been filed with the city. The existing buildings can be seen in the image above and their proposed demolishing, which will eventually need to be approved by Plan Commission, will be discussed by the Landmarks Commission at their Jan. 31 meeting (see details below in "City Meetings of Interest").

The Mansion Hill District of Capitol Neighborhoods, Inc., (CNI), will form a steering committee after the Jan. 31 meeting, but I encourage you to attend this first meeting to learn more about the proposed redevelopment. The neighborhood steering committee will also provide opportunities to provide input on the proposal with the help of neighbors and the development team as they begin the city approval process.

Historic Preservation Ordinance Revisions Proposed: First Public Meeting on Feb. 3

Changes Would Apply to All Properties in Local Historic Districts

Madison's Landmarks Ordinance Review Committee (LORC) has proposed revisions to Madison's Historic Preservation Ordinance for local historic districts. These ordinance changes will apply to all properties in the Mansion Hill, Third Lake Ridge, Marquette Bungalows, University Heights, and First Settlement local historic districts. Three public meetings have been scheduled to provide an overview of the proposed changes and an opportunity to comment on the draft ordinance.

The scheduled public meetings and their respective topics are listed below:

1. All Districts / General Public Meeting:  Thursday, Feb. 3 - 6:30 pm

2. Development Professionals + Contractors Meeting:  Monday, Feb. 7 - noon

3. New Construction Meeting:  Thursday, Feb. 10 - 6:30 pm

These will be virtual meetings and the public is invited to attend any of them. Feb. 4 Informational Meeting on New Alcohol License Application for 502 State St.

John McCune, owner of Sookie's Veggie Burgers, has applied for a Class B Beer & Liquor license for a new restaurant expected to open at 502 State Street. Mr. McCune is hosting an informational meeting on Friday, Feb. 4 at 3:00pm when neighbors and others can discuss Mr. McCune's plans and his liquor license application. According to Mr. McCune, Sookie's is seeking to serve beer along with their vegan burgers and air-fried fries that have until now been sold via their food cart. They anticipate 5% of their sales to be from beer and 95% from food and forecast a closing time no later than 10pm each day of the week.

Note that Koi Sushi that has operated at 502 State Street for several years, has applied to move their existing liquor license to 260 W. Gilman St., just around the corner and in the same building as 502 State. They plan a down-sized restaurant there and the conditions associated with their current liquor license would transfer to the new location if their application is approved at the Feb. 16 Alcohol License Review Committee. Those conditions include stopping alcohol sales no later than 11pm all days of the week and the requirement to have their food service available whenever serving alcohol.

 

Public Meeting on Regional Transportation Planning in the Madison Area?

The U.S. Department of Transportation (USDOT) is conducting a planning certification review of the regional transportation planning process conducted in the Madison area. As part of this review, comments are being sought on the regional transportation planning process. Under Federal law, the Greater Madison MPO serves as the metropolitan planning organization for the Madison urban area. In coordination with WisDOT, Metro Transit, and local units of government in the Madison area, the MPO is responsible for conducting a continuing, cooperative, and comprehensive transportation planning process in accordance with the provisions of Federal Law.  The review of this process by USDOT is conducted every four years. See notice for the meeting on the MPO website.

Public comments received will be incorporated into the certification review and considered together with other USDOT oversight activities to determine if the transportation planning process meets applicable requirements of Federal transportation law and also to review best practices and make recommendations for improvements to the process. Comments are invited pertaining to transportation planning processes, public involvement procedures as outlined in the MPO Public Participation Plan, the long-range Regional Transportation Plan 2050 (note: an updated plan is underway and scheduled to be adopted in the spring; see plan update website), and the Transportation Improvement Program.

Partial Fiscal Note

The proposed resolution approves the operating budget cost plan for the Reindahl Imagination Center. Amendment #3 adopted by the Finance Committee for the 2022 Capital Budget requires that expenditure of the 2022 Reindahl Imagination Center project budget is contingent on the submission of an operating cost plan and Council approval of that plan.

 

At the time of the capital budget requests, the operating costs for the Imagination Center were estimated at $1.4 million, based on 26 FTEs for a library similar to the Ashman branch with personnel costs estimated at $1,100,000 and non-personnel costs estimated at $312,000.

 

Since the adoption of the 2022 budget, Library staff, in conjunction with Parks and Information Technology, have developed a detailed plan of operating costs for the Imagination Center. Engineering has been involved with the design and construction estimates.

 

The revised operating costs are estimated at $1.725 million annually. The facility is anticipated to open to the public in 2024. These costs will need to be funded by the levy and will be subject to approval by the Common Council in future operating budgets. Approval of this resolution will allow expenditures of the 2022 adopted capital budget for the Reindahl Imagination Center project but does not obligate future capital or operating funding.
