Run Santa Run Event to Close Streets on Dec. 8
On the afternoon of Sunday, Dec. 8, the square and some streets east of the capitol will be impacted by the annual Run Santa Run 5k event. For a higher resolution course map, click here. There are no parking signs on some streets along the route, so look carefully as you choose weekend parking spots.
Run Santa Run Schedule:
11:00am - Mifflin Street closed on the square west of Wisconsin Ave.
1:00pm - square closed to traffic
2:50pm - 100 to 500 blocks of E. Mifflin closed to traffic
3:00pm - race starts
4:30pm - race ends
4:45pm - 100 to 500 blocks of E. Mifflin will reopen after the last runner, as will the square
As you can see from the map, outbound runners will be on E. Mifflin until N. Baldwin returning on E. Dayton St. to N. Blair where they will cut over to E. Mifflin to return to the square. The 100 to 500 blocks of E. Mifflin will be closed for the duration of the event.
Dec. 14 Fireworks Display in Lake Mendota Offshore of the Edgewater Hotel
On Saturday, Dec. 14, between 6:00pm and 6:30pm fireworks will be launched offshore of the Edgewater Hotel for a private event. The fireworks display is expected to last 10 to 12 minutes. The city allows these types of fireworks displays via application that includes a $250 City application fee, a $250 permit fee and application to the Fire Department, at least a $1 million liability insurance policy, and several other requirements.
Steering Committee Meeting Continues to Evaluate 126 Langdon Street Proposal
Neighbors in the Langdon Street area have formed a steering committee to evaluate Core Spaces' proposal for an apartment building at 126 Langdon St. Their second steering committee meeting will be held Monday, Dec. 16, from 7:00 pm to 8:30 pm at Kennedy Manor, 1 Langdon St. At this meeting, the development team will be presenting their latest concepts and taking input from the steering committee that was discussed and formed at their Dec. 2 meeting.
The proposed building includes 88 apartments with a total of 373 beds and 21 parking spaces, all contained in a 5-story building along Langdon with 7 stories in the rear. An outdoor swimming pool and deck is proposed atop the 5th floor building section.
The developers are also scheduled to present their latest renderings and concepts at the Dec. 11 Urban Design Commission meeting. That presentation will be their second informational presentation to UDC and, as usual, residents are welcome to attend and give input (see agenda below). Formal consideration by UDC and Plan Commission is expected in February. Update on Salvation Army Redevelopment Proposal
As detailed in this article from Madison.com, an appeal petition that challenged the Plan Commission's approval of the demolition and various conditional uses for the Salvation Army redevelopment did not succeed in gathering the necessary number of signatures (20% of those who own property within 200' of the proposal site).
At the Dec. 3 Common Council meeting, the appeal petition was "placed on file", which effectively kills that effort. Also at that meeting, the Salvation Army's request for $500k from the City's affordable housing fund was approved. Those funds are expected to provide some of the financing needed for the affordable housing apartment building proposed for E. Mifflin Street. The Salvation Army's application for WHEDA tax credits for the apartment building has been submitted with an early spring decision anticipated. The Salvation Army will also conduct a capital campaign for the proposed new shelter that is expected to contain the family shelter, the women's shelter, pay-to-stay beds for women, single-room-occupancy rooms for rent by women, medical respite beds, and a variety of services for those staying at that Salvation Army.
I still plan to organize an ongoing effort in the future when stakeholders can come together. It is clear that the Salvation Army, neighbors, the city, MPD, and all stakeholders need to build better and permanent relationships asap. Many of the operations and safety concerns that have been identified by nearby neighbors need to be better addressed. I believe that there are opportunities to work together in developing better protocols and systems to help neighbors, the Salvation Army, and its guests.
Final Weekend for Streets Division Drop-off Site Hours
This is the final weekend to use the Streets Division's drop-off sites in 2019. This is also the final weekend to use the yard waste only drop-off site at 402 South Point Rd until it closes for the season.
Winter drop-off site hours begin on Monday, December 9, 2019. During winter hours, the drop-off sites located at 4602 Sycamore Ave. and 1501 W. Badger Rd. will be open 7:30am to 3:00pm Monday to Friday only. The South Point Rd. location is closed during the winter.
Winter hours will remain in effect from Monday, December 9, 2019 through Friday, April 3, 2020. Expanded hours will resume on Saturday, April 4, 2020. The yard-waste only drop-off site on South Point Rd. will reopen on April 4, 2020.

Dec. 9 Tenney-Lapham Transportation and Safety Meeting
The TLNA Transportation and Safety Committee is inviting neighbors to attend the second of two meetings to document concerns with and solutions for traffic safety in our neighborhood. This second meeting will be held Dec. 9 at 7:00pm in the Festival Foods 2nd floor conference room.
At this meeting the group will review the list of traffic issues and solutions and prioritize them as a neighborhood. The results will be reported to the TLNA Council meeting on Dec. 12 and a request for support from the council will be made at that time. In January, TLNA will take the Traffic Calming Plan to City Traffic Engineering to start the work of implementing the items on the list.
Note that Traffic Engineering already has a long list of traffic and traffic calming requests that I have relayed to them from District 2 neighbors. I have also sent those on to the TLNA Transportation and Safety Committee because I find it difficult and inefficient for me to take a piecemeal approach to the dozens of requests I receive on these subjects. The TLNA Committee's work constitutes a public process to help determine which requests are most feasible and which are most desirable given the city's budget situation and limited staff time. Drop me an email if you have a solution that TLNA should consider; I'll forward it on to them.

DRAFTER'S ANALYSIS: This ordinance amends Section 28.127 of the Madison General Ordinances, the Alcohol Overlay District, to expand the boundaries of the district. This ordinance also removes the requirement that there be an annual review by the Alcohol Policy Coordinator. This ordinance removes the previous sunset provision, which required the Common Council to renew the Alcohol Overlay District after five (5) years. Finally, this ordinance adds Incidental Alcohol Sales as defined in Section 28.211 of the Madison General Ordinances to the list of permitted uses in the Alcohol Overlay District.
