Olbrich Park - Walter Street Restroom and Parking Lot Replacement

Work will resume on the replacement of the parking lot at Olbrich Park (at Walter Street) in Spring 2020

NOTICE: The parking lot at 500 Walter Street (Olbrich Park near east softball diamonds) is CLOSED until SPRING 2020

Work by Contractor Drax, Inc. under Public Works contract 8328 replaced the parking lot and added new storm drainage/inlets, curb & gutte, bioretention basin, new basketball court and pathways.  The striping of the parking lot and installation of the parking lot island and bioretention area plantings under contract  8288 held by Dan Larsen Landscaping, Inc. was not completed due to the relatively late installation of asphalt pavement and an early downturn in weather - beginning with snow at the end of October. 

Public Works contract 8177 replaced the restroom building - these facilities are currently closed for the season and are anticipated be re-opened in late April 2020.

Contractor Advanced Building Corporation held the contract to replace the restroom building - considered Phase I of the project which was bid as Contract #8177 - and included the demolition of the former all-concrete restroom building as well as construction of the new restroom building at the site.  

Phase II sitework improvements, under Contract #8328 was opened on 5/30/2019, and was awarded to Drax, Inc., who submitted the lowest bid received for $479,147.38.  Work under the 8328 contract includes replacement of the existing parking lot & basketball court as well as accessibility improvements connecting the restroom building to the new parking lot and stormwater management improvements including the installation of a bioretention basin.

BACKGROUND:

A public meeting to discuss the project was held on October 12th at Whitehorse Middle School.  At the meeting, attendees voiced their support for a shift in location of the restroom building closer to the existing playground, replacement of the existing basketball court maintaining two goals on the court, and replacement of the existing parking lot at (or, if possible, exceeding) its current capacity (172 spaces).
