Damonte L Lacey-Parr, Age 21, Milwaukee was arrested on tentative charges of disorderly conduct while armed and criminal damage to property


MPD officers were dispatched to the East Towne Mall on Thursday afternoon after multiple witnesses reported two men physically fighting while armed with tiki torches in the food court area. When officers arrived, they located one of the suspects, Damonte Lacey-Parr, in the mall parking lot standing with a mall security guard. Lacey-Parr explained to officers that he was in Chicago earlier in the morning when he was approached by strangers in a vehicle asking him if he wished to earn money. Lacey-Parr reported that he was provided with money and a ride to East Towne Mall where he was asked to purchase a cell phone. According to Lacey-Parr, the other involved subject became upset when Lacey-Parr could not successfully complete the transaction which resulted in the subject threatening to leave Lacey-Parr behind in Madison. A confrontation then ensued with Lacey-Parr arming himself with a tiki torch from a nearby restaurant patio and swinging it at the other involved subject. The altercation moved inside of the East Towne Mall where Lacey-Parr was seen on video throwing chairs at the other involved subject, removing a broom from a cleaning cart, breaking the broom in half and swinging the broom handle in close proximity to uninvolved bystanders while shouting. Ultimately, Lacey-Parr was arrested on the above listed tentative charges and booked in to the Dane County Jail. The other involved subject left the area before officers arrived and remains at large.
