Phillips was arrested for disorderly conduct, resisting/obstructing, and bail jumping.


Madison firefighters, who were on State Street yesterday afternoon, called for the MPD after seeing a shirtless, shoeless suspect batter someone carrying a skateboard. The first officer on scene found the suspect had blood on his back, forearms and face. He was, indeed, clad only in black pants and gleaning a great deal of attention in the heavily populated pedestrian area by screaming profanities. The suspect resisted the officer, and the firefighters came to the officer's aid while backup was called to the scene. A spit hood was placed on the suspect as he was discharging saliva in the direction of the first responders. After being cleared at a hospital, he was taken to jail on tentative charges of disorderly conduct and resisting. No victim could be located, so a battery case could not be made. The suspect would only say he had been in a "scuffle." He did not wish to elaborate.
