Arrested Person

Incident Date

11/04/2019 - 7:55 PM

300 block State Street

D'Andre L. White, age 42, no permanent address
White was arrested for disorderly conduct and a probation violation.

A bizarre encounter with a stranger on State Street left a 21-year-old woman unnerved and very emotional last night.
A suspect had grabbed her by the arm while claiming to be a U.S. Secret Service Special Agent. He ordered the woman to put her phone down and "walk your a down the street!" At some point he lifted up his jacket, and the woman thought there might have been a gun. She placed her phone on the sidewalk, and stood next to it. She was extremely fearful, as she knew not the intentions of the self-proclaimed "Special Agent." Fortunately, a couple walking in the area came to her aid.  A man stepped in-between the victim and the suspect, while a woman escorted her away (after the victim was able to pick up her phone).
This call initially came into the MPD as an armed robbery. A Violent Crime Unit detective, inside the Central District station, immediately began perusing surveillance video, and quickly spotted the suspect. He called out the man's description, and officers quickly located and arrested him. No weapon was located. The man declined to speak about his actions and went to jail.
