The Housing Operations Division of the Department of Planning and Community and Economic Development  provides the core services necessary to operate important, federally funded, low-income housing programs and related services for the Community Development Authority (CDA). These services include the following:

1. Public Housing

Truax Park Apartments

The CDA owns and operates low-rent public housing in 40 locations throughout the City of Madison. There are 315 units for families and 427 units for households with people over the age of 50 or for people with disabilities.

  • Property value is approximately $48,556,226
  • Annual budget of $3,479,161
  • Currently the CDA Public Housing program is ONLY taking applications for the following:
    • 1 Bedroom disabled
    • 1 Bedroom elderly (62 years of age or older)
    • 1 Bedroom near-elderly (50 – 61 years of age)
    • 1 Bedroom wheelchair accessible
    • 2 Bedroom wheelchair accessible
    • 5 Bedroom (family composition of 7 - 10 people)

2. Multifamily Housing

Affordable apartments, centrally located in the City of Madison: 

Parkside Highrise Apartments

  • Located at 245 S. Park Street
  • 83 units designated by HUD for people who are elderly or disabled
  • Some units provide wheelchair accessibility
  • Currently the CDA is ONLY taking Parkside applications for the following:
    • One-Bedroom Elderly (62 years or older)
    • One-Bedroom Disabled
    • One- and Two-Bedroom wheelchair accessible

Parkside Townhomes

  • Located at 802 - 824 W. Washington Avenue
  • 12 two- or three-bedroom family units
  • Some units are wheelchair accessible

Karabis Apartments

  • Located at 201 S. Park Street
  • One-, two-, and three-bedroom barrier-free units
  • Designated by HUD to serve people with physical disabilities 
  • Applicants must provide verification of the need for a wheelchair accessible unit
  • Currently the CDA is ONLY taking Karabis applications for the following:
    • Two- and Three-Bedroom wheelchair accessible

3. Project-Based Voucher Section 8 at Truax Park Apartments

 Truax Park Remodeled Apartments

24 units of family housing extensively rehabbed in 2011 through federal low-income housing tax credits awarded to the CDAby the Wisconsin Housing and Economic Development Authority (WHEDA). 

  • Located along Wright and Straubel Street on Madison’s East side
  • 23 two-bedroom (798 sq. ft.) units and 1 five-bedroom (1,636 sq. ft.) unit
  • Units feature central air, new bathrooms, and new kitchens

  • All units are handicapped accessible

  • The Truax S8 PBV wait list is CURRENTLY CLOSED

4. Section 8 Tenant-Based Rent Assistance

CDA pays a portion of the rent for about 1,600 households through the federally funded Housing Choice Voucher program; also known as Section 8. CDA pays over $11 million each year to Madison housing providers on behalf of their low income tenants. About 500 Madison landlords participate in the program.
